City of Horicon Public Safety Committee Minutes October 10, 2023 The Public Safety Committee meeting was called to order at 6:00 p.m. by Chairperson Marie Fenske. Members Present: Fenske, Frami and Remy. Members Absent: None. Motion by Remy, second by Frami, to approve the September 12, 2023, minutes. All voting Aye. Motion carried. Public Appearances: - Six residents in attendance to talk about pedestrian safety on Hwy 33, especially the intersection of Hwy 33 and Hwy 28. Pedestrian Safety: - Discussion on Hwy 33 and Hwy 28 intersection. - Several ideas were presented and discussed. - Police Chief Yahnke to work on Frogger event in Horicon to help bring awareness that drivers need to stop for pedestrians. - Chief Yahnke provided information on the AAA Safety Patrol that the schools could look into. - Information on crash data for the last year and information on discussions Chief Yahnke has at the Dodge County Traffic Safety Commission meeting was provided. - Officers have done educational training at both schools in the city regarding crosswalks, pedestrian safety, and driver’s education. - Safe Driving Made Fun Contest is also available from the Police Department. - Requested more enforcement at Hwy 33 and Hwy 28 intersections during times when students are walking/biking to and from school. - Requested that Officers encourage children to cross at a safer intersection such as those with pedestrian crossing lights and provide education to students that are not crossing safely. - Concerns were raised about pedestrian safety during Trick-or-Treat hours. Additional traffic will be present as the Horicon Marsh has an event during the same time at the DNR building at the end of North Palmatory Street. Potential Downtown Outdoor Refreshment Area Ordinance: - Remy will have an updated draft for next month’s meeting. Motion by Fenske, second by Remy, to approve a 2-year Operator License to Stephanie Hintze. All voting Aye. Motion carried. Set the next meeting date for Tuesday, November 14, 2023, at 6:00 p.m. at the Public Safety Building. Motion to adjourn by Frami, second by Remy. All voting Aye.
