City of Horicon Public Safety Committee Minutes January 9, 2024 The Public Safety Committee meeting was called to order at 6:00 p.m. by Chairperson Marie Fenske. Members Present: Fenske, Remy and Frami. Members Absent: None. Motion by Remy, second by Frami, to approve the December 12, 2023, minutes. All voting Aye. Motion carried. Public Appearances: None. Pedestrian Safety: - Thanks to the Police Department for extra vigilance at crosswalks along Hwy 33. Parking on East Lake Street: - Discussion on semi parking near Kwik Trip on East Lake Street. Police Department provided a monthly update. Motion by Remy, second by Frami, to amend the ATV/UTV Ordinance 522-6 A to read as follows, “No person shall operate any all-terrain vehicle within the City of Horicon at a speed in excess of the posted speed limits.” All voting Aye. Motion carried. Motion by Remy, second by Fenske, to amend Dog Bite Ordinance 212-6-B-2 to read as follows, “A dog will be deemed as being vicious if it bites two (2) or more persons, domesticated animals, or a combination of both, within any twelve (12) month period, or if the dog inflicts an injury for which one (1) person or domesticated animal requires or receives medical attention. Instances are counted upon conviction of legal cases.” All voting Aye. Motion carried. Downtown Outdoor Refreshment Area Ordinance: - Item to be moved to the Parks and Recreation Board for consideration. Motion by Remy, second by Fenske to approve an Original Alcohol Beverage License and approval of agent to Monica Tovar. All voting Aye. Motion carried. Set the next meeting date for Tuesday, February 6, 2024, at 6:00 p.m. at the Public Safety Building. Motion to adjourn by Fenske, second by Remy. All voting Aye.
