City of Horicon Public Safety Committee Minutes August 13, 2024 The Public Safety Committee meeting was called to order at 6:00 p.m. by Chairperson Marie Fenske. Members Present: Fenske, Frami and Remy. Members Absent: None. Motion by Remy, second by Frami, to approve the July 09, 2024 minutes. All voting Aye. Motion carried. Public Appearances: − Resident has requested the Public Safety Committee to check into the UTV Ordinance times. He starts work at 5:00 a.m. and the ordinance has 6:00 a.m. − Resident has requested the parking on N. Cedar Street by the Ice Cream Station to be investigated. Backing into angle parking is causing safety issues. Discussion on pedestrian and bicycle safety, crosswalks and back to school pedestrian safety. Discussion on portable radar sign for Police Department budget. Interim Police Chief Furseth provided a monthly update on the Police Department. Biedermann provided an update on the Tabletop Exercise planned for August 20, 2024. Proposed Bicycle Program Policy: − Reviewed the City of Horicon Bicycle Program Policy. − The policy is acceptable per Chief Furseth provided “and recovery” is removed from #10 of the policy. Proposed Kayak Program and Policy and Safety Concerns: − Reviewed City of Horicon Kayak Program Policy. − Policy is acceptable per Chief Furseth provided “and recovery” is removed from #10 of the policy. − The Police Department will enforce the policy. − The policy is acceptable per Fire Chief Tesch and DPW Supervisor Vanderhei, provided that #2 of the policy also includes “and at the discretion of the Fire Chief and DPW Supervisor. − Discussion on safety of kayaks in current condition and location. − The Committee discussed moving the kayaks to River Bend Park for Spring 2025. Motion by Remy, second by Fenske, to move the kayaks and shed to River Bend Park. All voting Aye. Motion carried. Proposed Update to Chapter 266 Ordinance - Direct Sellers Permit: − Discussed requiring sellers permit and photo ID to be on all direct sellers that they would have to present if asked. − Remy will check into the ordinance further and review with the committee. Motion by Remy, second by Frami, to approve a 2-year operator license Kathryn Kowols. All voting Aye. Motion carried. City of Horicon Public Safety Committee Minutes August 13, 2024 Motion by Remy, second by Frami, to approve a temporary Class “B” to sell fermented malt beverages at picnics or similar gatherings under Sec 125.26(6) WIS Stats. issued to Horicon Phoenix Program for their Farmers Market Farm to Table Dinner at Kiwanis Park on September 15, 2024 All voting Aye. Motion carried. Set the next meeting date for Monday, September 9, 2024, at 6:00 p.m. at the City Hall. Motion to adjourn by Fenske, second by Frami. All voting Aye.
