City Council Meeting Minutes
June 21, 2022 at 3:00 PM
City Hall, 1 Community Drive, Horseshoe Bay, Texas
1. Call the Meeting to Order and Establish a Quorum

Council Member Elaine Waddill
Mayor Clinesmith called the meeting to order at 3:00pm. All present except Council Member Waddill.
2. Invocation - Rev. Dr. Malcolm McQueen, Senior Pastor at the Church at Horseshoe Bay, gave the
invocation.
3. Pledges to the Flags - Mayor Clinesmith led the pledges of allegiance to the United States flag and the
Texas flag.
4. Announcements and Staff Recognition
A. Recognizing Tuscan Village for Earning the Certified Fire Wise Community Designation – Fire Chief
Brent Batla recognized Willie Reinders for leading the effort towards the designation and thanked
the citizens who participated, including Bill Hayes and the Trails community who, as a Fire Wise
community, acted as a resource to Tuscan Village in its pursuit of the designation.
B. Thad Martin - 10 Year Service Award – Fire Chief Batla thanked Engineer Martin for his service and
presented him with an award.
C. Tim Foran - 10 Year Service Award – City Manager Jeff Koska thanked Mr. Foran for his service
and presented him with an award.
5. Public Comment – Dwight King announced his intention to run for City Council.
6. Presentations
Informational only; no action to be taken.
A. Contribution to the Police Department for Patrol Boat Upgrades from Michael and Cheryl Foster –
Police Chief Rocky Wardlow introduced the Fosters and thanked them, on behalf of the entire
Police department, for their generous donation.
B. Creation of the Carole Ann Keiffer Funds for the Horseshoe Bay Police and Fire Departments –
Susan Keiffer presented two checks to the Police and Fire departments representing the new funds
that were established by the Carole Ann Keiffer estate. Mayor, Council, and city staff thanked the
Keiffer family for their generosity.
7. Business
Discuss, Consider, and Possibly Take Action Regarding:
A. Long Range Planning and Growth Management Update – Mayor Clinemsith described the
extensive, multi-faceted efforts made by the Council, City boards, committees, commissions, and
City staff over the years to manage long term planning and growth. No action taken.
B. Resolution 2022-11: Amending Resolution 2022-09 Amending the Notice of a Public Hearing and
Setting a Public Hearing for July 19, 2022 Under Section 372.009 of the Texas Local Government
Code for the Creation of the Monarch Ridge Public Improvement District Within the Extraterritorial
Jurisdiction of Horseshoe Bay, Texas; and Authorizing the Issuance of Notice by the City Secretary
of Horseshoe Bay, Texas Regarding the Public Hearing – Development Services Director Sally
McFeron provided a report, which is on file. Mayor Pro Tem Thurman motioned to approve

Resolution 2022-11 as presented. Council Member Gray seconded. VOTE: 4-0 in favor, motion
passed.
C. Annual Consideration of the City's Drought Contingency Plan – Utilities Director Rick Williams
provided a report, which is on file. Council Member Rives motioned to approve the Horseshoe Bay
Drought Plan Level to remain at Stage 2. Mayor Pro Tem Thurman seconded. VOTE: 4-0 in favor,
motion passed.
D. Performance Assessment Cycle Policy Revisions – Human Resources Administrator Briggs
provided a report, which is on file. Council Member Gray motioned to approve the revisions to the
policy as presented. Council Member Hosea seconded. VOTE: 4-0 in favor, motion passed.
8. Consent Agenda
All consent items are routine and will be enacted by one motion and vote.
A. Approval of City Council Meeting Minutes: May 18, 2022
B. Approval of City Council Meeting Minutes: May 24, 2022
C. Approval of the Appointment of Rhonda Kolar to the Transportation Advisory Committee
Council Member Hosea motioned to approve all consent items as presented. Council Member Gray
seconded. VOTE: 4-0 in favor, motion passed.

A. Planning and Zoning Commission, Board of Adjustment, Broadband Advisory Committee,
Communications Advisory Committee, Historic Preservation Advisory Committee, Parks Advisory
Committee, Transportation Advisory Committee
11. Executive Session
A. Monarch Ridge Public Improvement District (551.071)
B. Appointments to the Planning and Zoning Commission (551.074)
Convened to Executive Session at 4:25pm to discuss Executive Session Items A and B. Present:
Mayor Clinesmith, Mayor Pro Tem Thurman, Council Member Gray, Council Member Hosea,
Council Member Rives, Finance Director Margie Cardenas, Development Services Director
McFeron, City Manager Koska, and City Attorney Rex Baker. Reconvened to the regular meeting at
5:18pm.
Council Member Gray motioned to approve a meeting between the Mayor, a selected Council
Member, and the Chair of the Planning and Zoning Commission to discuss inappapropriate
communications to the community, and report back to the City Council at the July 19, 2022 Council
meeting. Council Member Rives seconded. VOTE: 4-0 in favor, motion passed.
12. Adjourn - Mayor Pro Tem Thurman motioned to adjourn the meeting. Council Member Gray seconded.
VOTE: 4-0 in favor, motion passed. Meeting adjourned at 5:20pm.
