VILLAGE OF HORTONVILLE PUBLIC WORKS COMMITTEE 11-6-2025 MEETING MINUTES Chairperson Shauna Keel called the meeting to order at 5:02 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Members present: President Jeanne Bellile, Trustees Shauna Keel, Julie Arendt Vanden Heuvel Bob Jewell, and Carrie Lathrop Members excused: Officials/Staff present: Administrator Nathan Treadwell, Director of Public Works Aaron Steber and Utility Clerk Kaytlin Hooyman Approval of 6-10-2024 Public Works Meeting Minutes Motion [Arendt & Lathrop] to approve June 10, 2024, minutes. Unanimous voice vote motion carried. Discussion on Mill Street Snow Removal DPW Steber put photos in the packet stating not a lot of good options due to 98% of the property having no grass, what currently happens is snow is in street and village cannot clean up fast enough. Other downtown businesses currently have the Village remove snow. Trustee Keel asked about blacktop to the left of the building if that area could be utilized to pile the snow. There is an ordinance against pushing snow into the road; Trustee Keel stated he is creating visibility issue Trustee Jewel suggested pushing across road into public parking lot to be picked up while Administrator Treadwell stated the concerns about the snow path it would create across the road. Trustee Keel suggested a time span for the property owner to push the snow onto the road for Public Works to clean up. Trustee Vanden Heuvel questioned if this would have created overtime work for Public Works or if it would be during normal working hours. Trustee Keel stated that if the owner is unwilling to work with the Public Works employees that and it creates a safety issue it leaves room for a reason to bill the owner in relation to the Village ordinance. Final temporary decision seemed to be that the owner has the decision to keep the snow on their property or coordinate with the Public Works department to remove it and if it continues to cause a safety or visibility violation on North Mill Street, he will be subject to a fee or violating the Village ordinance. Trustee Vanden Heuvel did bring up maybe setting time limits for all business on main street in the future if any other businesses cause issues as well. Discussion on Main Street Painting DPW Steber stated that in the past painting was done at night but this year the painting had been done during the day. This caused many safety concerns. Police assistance was needed and resulted in a couple near misses. DPW Steber is suggesting moving it back to a nighttime task just for the painting of Main Street lines. Trustee Vanden Heuvel asking if Public Works employees participating in the nighttime painting will have off during the day of the painting, then. DPW Steber stated that it will be a request above the normal working hours. President Belille stated to give the PW Employee the OT. Administrator Treadwell stated that OT cannot just be handed out like that. DPW Steber stated that he would work the hours out with Administrator Treadwell but that it would save the Village money either way due to not needed the presence of PD. Discussion on Lakeview Stormwater Issues DPW Steber stating storm water draining is still an issue as items have been built into the easement. DPW Steber has an engineer who looked at it and stated the options they proposed were not exemplary. Photos were supplied to the board members and DPW  Steber explained what each photo was in detail. Pipe has great deal of damage even has sections with daylight shining through. Temporary limited easement on affected properties of about 28 properties. Trustee Vanden Heuvel asked if the residents affected were asked to make the corrections themselves. DPW Steber said that the residents were not formally addressed. Trustee Vanden Heuvel stated that we should just ask residents first to remove fencing and retaining walls that affect the draining. Administrator Treadwell stated that we are unable to ask residents to remove fences and walls that we, as a Village, approved the permits for. President Bellile stated that it is stated in their deeds so legally we can ask that of them. DPW Steber stated that the laterals are stubbed out and include sub-pumps. Administrator Treadwell said giving residents the news between individually taking care of their properties or splitting the cost of paying someone to take care of it between 28 residents might bring some motivation also stating that it wasn’t an incentive as much as a worst-case scenario. Trustee Jewell inquired who is responsible for maintaining the easement and Administrator Treadwell replied the Village. Trustee Keel stated that most residents might not even be aware of their obligation and DPW Steber suggested starting with a letter to notify them first. Board all stated to hold a meeting rather than a letter. DPW Steber stated he can answer any questions the residents might have, providing no need to bring anyone in additionally. Meeting will be invite only with residents.
