OCTOBER 3, 2024 MEETING MINUTES
APPROVED OCTOBER 17, 2024
President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at
531 N. Nash St., Hortonville, Wisconsin.
Trustees present: Grace Abitz, Bob Jewell, Shauna Keel, Jim Moeller, Jane Olk, and Julie
Arendt Vanden Heuvel.
Trustees absent:
Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of
Public Works Aaron Steber, Chief of Police Kristine Brownson, Attorney Ashley Lehocky,
and Sergeant Bahr
Officials Excused: Chief of Police Kristine Brownson, Library Director Alexandrea Krause

New Business
Discussion and possible action on Lights in Downtown
Jill Fitzsimons P.E., from McMahon Associates was here to talk about the light options to help
the board decide on this. One of the light poles concerns was that someone couldn’t climb the
light pole. She suggested not to go any lower than 16’ pole for streetlights. The higher the pole,
the more the light spreads out resulting in needing fewer poles. Jill will do a fine tune option of
version two and bring it back to the board.
Discussion on SRO Police Vehicle and Potential Sale
Administrator Treadwell said that Sargeant Bahr is here tonight to help discuss this. The other
police vehicle came in and in years past we would sell the oldest vehicle. The thought was to try
and keep the vehicle. We were quoted $7,500 for a trade in, and it only has 40,000 miles on it. It
has less mileage on it than our two newest vehicles.
Sargeant Bahr stated that he approached Administrator Treadwell because it is a $7,500 vehicle
and it is squad ready, and I feel it would be beneficial to keep it. We have four vehicles, and the
oldest car always goes to the SRO. This vehicle is a 2017, and we have a 2021 and a 2022 that
are our primary vehicles, and they have 50,000 miles on and 40,000 miles on and then we just
purchased a new 2025 vehicle. We also have the pickup that is a 2020 and has less than 8,700
miles on it. We need to split the vehicle mileage up between three vehicles. Every time we buy a
new vehicle, the equipment within that vehicle is not compatible with the new vehicle. The
radios can be transferred.
Discussion on the vehicles and what to do with the 2017 vehicle and mileage on the other police
vehicles.
President Bellile said that what makes the most sense is to have the SRO use the 2020 truck. If
you had to have the other SRO, use the 2017 and drive back and forth to Greenville.
Consensus is to keep the 2017 and to check into the value of the 2020 pickup truck and then
bring it back to the board.
Discussion and possible action on Camera and Mic for recording Village Board meetings
Administrator Treadwell said that after looking at the microphone and/or the camera, I don’t
have the technical expertise to find out the issue on the current setup. I went back and asked
the original vendor what our options are and the cost for a camera and microphone. This would
be a whole new system; however, it is a very stripped-down option.
Attorney Lehocky said that we would need to be consistent in whatever we decide to do as far
as taping committee meetings and board meetings.
Consensus was to tape the board meetings and also record the Village Board meetings on a
recorder app as a backup.
Report of Village Officials
Clerk-Treasurer: The report is in the packet.
Director of Public Works: The report is in the packet. Mill Street and the Splash Pad at Alonzo
Park are going really well, and everything is on schedule.
Chief of Police: The report is in the packet.
Library Director: The report is in the packet.
Attorney: We have a new attorney that started two months ago, his name is Tyler Plach, and
he has a significant amount of municipal experience, and my life is feeling a lot better right now.
I am hoping to have him come out for a meeting in the near future.
Administrator: We will be having Hortonville homecoming parade this Friday, and we will have
staff working that.

I just wanted to introduce myself. My name is Sydny Bassel. I work for Senator Rachael Cabral-
Guevara, and since the maps have changed this is now her district. Also, about 90% of our area
is new, so I just wanted to reach out to you and see if there is anything that we can do for you.

7:13 p.m.
