VILLAGE BOARD
DECEMBER 5, 2024 MEETING MINUTES
APPROVED FEBRUARY 6, 2025
President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at
531 N. Nash St., Hortonville, Wisconsin.
Trustees present: Grace Abitz, Bob Jewell, Shauna Keel, Jim Moeller, Jane Olk, and Julie
Arendt Vanden Heuvel.
Trustees absent:
Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of
Public Works Aaron Steber, Chief of Police Kristine Brownson, and Library Director

Motion [Arendt Vanden Heuvel/Olk] to approve as outlined. Roll call vote, 6 ayes, 0 nays, 1
abstain (Moeller) motion carried.

Public Hearing
Motion [Jewell/Keel] to open the public hearing. Unanimous voice vote, motion carried.
No one was present to speak.
Administrator Treadwell presented the 2025 Budget. The budget is balanced, we are taking out
new debt for our CIP loan. This will be a one-year loan. The TID’s are funding their loans
completely. We might take out a loan for TID 6 in the future. The TID will fund that and therefore
have no effect on the tax roll. For the CIP the plan is to do a mill and overlay on John Street,
part of the alley way to accommodate the trail downtown, and some smaller projects.
Library funds, the Village did increase their portion by 1.44 % to match net new construction.
Library Director Krause state that the Village separated the staff maintenance line from our
office supplies.
Library Director Krause said that their longevity costs are rising, which is a great problem to
have. Every year our staff attends a full conference training, and the library is closed for that day
and those costs keep increasing each year. The Library Board approved the budget at their
lasts meeting.
Administrator Treadwell stated that TID 5 the project plan was amended earlier this evening.
TID 6 the only thing would be purchasing the land from Terrace Manor, out lot 1. This is the
Northwest corner of Terrace Manor, and it is approximately 4 acres.
Helping Hands of Hortonville – no significant change in the cost. Everything is basically paid for
by the County.
Motion [Arendt Vanden Heuvel/Keel] to close the public hearing. Roll call vote, 7 ayes, 0 nays,
motion carried.

Discussion and possible action on Resolution R-31-24 adopting the 2025 Budget and
Approving the Tax Levy
Motion [Moeller/Arendt Vanden Heuvel] to approve resolution R-31-24 Adopting the 2025
Budget and approving the Tax Levy.
Roll call vote, 7 ayes, 0 nays, motion carried.
Discussion and possible action on Electric Submersible Mixer for Water Tower
DPW Director Steber said that we have been having problems with our current water tower
mixer. We have two options to replace it. We can have the amount incorporated into the annual
maintenance fee. They have a program where they will do maintenance on our mixer and
inspections on that. The cost would be about $37,000 over three years. The fee would then be
$3,000 per year after that. The other option is to replace the mixer that we have now for
$17,000, our current mixer is approximately eight years old. I would recommend the $37,000
mixer proposal.
Trustee Moeller said that if we went with the more expensive one that would be $61,000 over
the course of eight years.
Consensus was to see if there is a maintenance plan with the $17,000 mixer that we could get if
we purchase the mixer outright and bring this back to the next board meeting.
No motion was taken.
Discussion and possible action on Citizen’s request for Temporary Village Parking Lot
Exemption.
Administrator Treadwell said that the owner of the property would like three extra parking stalls
from the Village parking lot.

This property is zoned R1 and should be zoned R2. This was written in the paperwork at the
time of the sale of the lot, that they would get three stalls. This has been this way for years
according to the water bill.
The Board would like to have the Administrator ask for a rezoning with this property. The owner
of the property is violating our zoning ordinance.
Discussion ensued.
If the property was zoned R2 they would have to provide four parking spaces, but since it is
zoned R1 that is not the case.
The question came up as to whether or not the property owner has explored all his options.
Motion [Olk/Jewell] to deny the citizens request for Temporary Village Parking Lot Exemption.
Roll call vote, 6 ayes, 1 nay (Abitz), motion carried.
Discussion and possible action on Temporarily changing the Village’s Name to Whoville
for the dates of 12/9/24 - 12/16/24
Administrator Treadwell said that this is for the Hortonville Hometown festivities. Administrator
Treadwell said that we can do a proclamation in the future as the time frame is too close this
year.
No motion was taken.
Discussion and possible action on Loan Resolution R-32-2024 2025 CIP Loan
Administrator Treadwell said that this loan is for the CIP. It is a one year loan with a 5.5%
interest rate.
Motion [Arendt Vanden Heuvel/Moeller] to approve the resolution R-32-2024 2025 CIP Loan.
Roll call vote, 7 ayes, 0 nays, motion carried.
Report of Village Officials
Clerk-Treasurer: The report is in the packet.
Director of Public Works: The report is in the packet.
Chief of Police: The report was handed out at the meeting. I was not able to attend the Police
Lights of Christmas, this year we did the Cops in Culvers, where I stood in the drive through,
and we were second in raising funds this year in the State of Wisconsin. We received $2,500 in
gift cards to hand out, Walmart, Kwik Trip, Culvers, and Festival Foods were some of the cards
that were received. This is a pretty cool event, and I am glad that I can be part of it.
Library Director: I am wrapping up the year, and I will have a report for January.
Administrator: The report is in the packet.

Black Otter Lake District news: The lake is frozen over and there are people on it.
Building permit report: The November building report was submitted.
Hortonville-Hortonia Fire District news: We did not have a meeting; they did have their
training last night. They had 4 volunteer firemen that are retiring, two that had twenty-nine years,
and two that had twenty-one years of service.
Gold Cross Ambulance run reports and news: None
Hortonville Civic Association: Nothing new

Motion to appoint a minute taker
Motion [Bellile/Olk] to appoint Shauna as the Closed Session minute taker. Unanimous voice
vote, motion carried.
Motion to go into Closed Session
Motion [Arendt Vanden Heuvel/Keel] to go into closed session under State Statute Section19.85
(1)(c) “Considering employment, promotion, compensation or performance evaluation
data of any public employee over which the governmental body has jurisdiction or
exercises responsibility”. Unanimous voice vote, motion carried.
Board to return to Open Session
Motion [Moeller/Arendt Vanden Heuvel] to return to open session at 8:16 p.m. Unanimous voice
vote, motion carried.
