CONSIDER APPROVAL OF THE AGENDA Motion to Amend the Agenda as Presented Director Garcia made a motion, duly seconded by Director Jones to remove items #3 and #8 to review at upcoming work session on August 6, 2022. Director Garcia made a motion, duly seconded by Director Trusty to approve the agenda as amended. Upon voice vote the motion carried 7-0. C. CONSIDER APPROVAL OF MINUTES Motion to Approve the Minutes as Presented Director Trusty made a motion, duly seconded by Director Garcia to approve the minutes as presented. RECOGNITION OF GUESTS • Proclamation - Diamonds in the Rough, presented to Esther Dixon Page 1 of 7  • Gary Troutman, President and C.E.O. of the Greater Hot Springs Chamber of Commerce and Hot Springs Metro Partnership delivered the July economic development report. E. CONSIDER CITY MANAGER’S REPORT City Manager Bill Burrough reported on the following items: • Welcome to Karen Scott, new Finance Director o Today was just Karen’s second day on the job. She comes to Hot Springs with several years of experience as the Finance Director in the City of Benton from 2009 – 2013 and the City of North Little Rock from 2013-2019, and recently as the CFO of Benton Utilities. o Our thanks, again, to Renee Brewer for serving as interim Finance Director. • 2021 Annual Comprehensive Financial Report available online o The 2021 Annual Comprehensive Financial Report has been completed by the Finance Department, and it’s available online at www.cityhs.net/Finance. • May sales tax revenues up 4.68% o The City's sales tax revenues for May came in 4.68% higher than May 2021, bringing the year-to-date increase to 8.84%. • Groundbreaking for next phase of Hot Springs Creek Greenway Trail o The public is invited to attend the groundbreaking for the next phase of the Hot Springs Creek Greenway Trail this Thursday, August 4th, at 9 a.m. where the Greenway Trail currently ends and where the new phase will begin, approximately 850 feet past the Golf Links Bridge. o This phase will consist of a 1-mile paved surface reaching TV Hill Road. This will be the first neighborhood connector piece for individuals in the Central Avenue/South Hot Springs area to be connected to downtown Hot Springs. • Groundbreaking for Phase 1 of Velocity Park Pump Track o The public is invited to attend for Phase 1 of Velocity Park Pump Track next Wednesday, August 10, at 10:30 a.m. at 325 Valley Street. This phase will consist of the asphalt track and the natural surface trail encircling the track. o Valley Street is becoming a mini outdoor recreation destination through all its featured and connected amenities, all within a mile and a half, such as the Hot Springs Creek Greenway Trail, Valley Street Skate Park, Majestic Park, the Bark Park, Hollywood Park and the outdoor fitness area near Hollywood Park. • Malvern Avenue Gateway Corridor Project nearly complete o The Malvern Avenue Gateway Corridor Project is nearing completion with only a few finishing touches to go, such as adding the remaining bicycle lane decals and flags on the decorative light poles. Board of Directors August 2, 2022 Page 2 of 7  o Want to thank and congratulate everyone who was involved in this important and successful project, from everyone on the Complete Streets committee, particularly our City Engineer Gary Carnahan, to all the City employees and crews who played a part in revitalizing this part of Malvern Avenue. • Katie Yamauchi selected for Leadership Hot Springs o Public Information Coordinator Katie Yamauchi has been selected to be a part of Leadership Hot Springs' Class of XXXV, which will kick off on August 30th. Katie has been in charge of facilitating the City's activities for Leadership Hot Springs' City/County Government Day, held in April. • Director Karen Garcia o Karen Garcia was recently appointed to the Arkansas Municipal League’s Advisory Council for Public Safety for 2022-23. o The purpose of the advisory council is to allow cities and public safety officials to get together and discuss important issues pertaining to public safety and advise the Arkansas Municipal League staff and Executive Committee as to the types of services and policies to pursue. • Director Erin Holliday o Erin Holliday has received her recertification as a Professional Community and Economic Developer o This certification runs through March 2025 F. BOARD OF DIRECTORS ANNOUNCEMENTS REGARDING UPCOMING EVENTS • Director Karen Garcia o The upcoming weekend of August 6 & 7 is the state sales tax-free weekend o Make sure to support local businesses OLD BUSINESS 1. Consider Ordinance O-22-26 Motion to Suspend Rules and Read by Title Only: A motion was made by Director Garcia, duly seconded by Director Jones, that the rules be suspended and the Ordinance read once by title only; and upon voice vote the motion passed 7-0. A Motion Entitled, "An Ordinance Amending Ordinance No. 6410 Regulating Short-Term Residential Rental Businesses Within The City Of Hot Springs, Arkansas; Declaring An Emergency; And For Other Purposes," was taken from the agenda and read by title only (City Attorney). Roll Call: Mayor Pat McCabe called for a vote on the Motion to Amend; and upon roll call the following voted "aye", Directors Jones, Dobbs-Smith, Weatherford, Garcia, Trusty and McCabe, total 6. Voting "no", Director Holliday, total 1. Motion passed 6-1. Motion to Adopt as Amended: Mayor Pat McCabe called for a vote on the Motion to Amend; and upon roll call the following voted "aye", Directors Jones, Dobbs-Smith, Weatherford, Garcia, Trusty and McCabe, total 6. Voting "no", Director Holliday, total 1. Motion passed 6-1. Emergency Clause: City Attorney Brian Albright read the Emergency Clause. Upon completion Director Trusty made a motion, duly seconded by Director Jones to approve the Emergency Clause. Upon voice vote, the following voted "aye", Directors Holliday, Jones, Dobbs-Smith, Weatherford, Garcia, Trusty and McCabe, total 7. Voting "no", none, total 0. Motion passed 7-0. PUBLIC HEARING 2. Mayor opened the Public Hearing on the request to abandon and close an undeveloped portion of Mountain Street Located between Exchange Street and West Mountain Drive In Garland County, Arkansas. No members of the public offered comments. Mayor closed the Hearing. NEW BUSINESS 3. Consider Resolution R-22-121 Item was removed 4. Consider Resolution R-22-122 A Resolution Declaring A Certain Structure Located At 220 Potter Street A Nuisance And Approving Emergency Condemnation Actions Pursuant To Title 17 Of The Hot Springs Code.
