MEETING MINUTES City of Hot Springs Community Development Advisory Committee (CDAC) Thursday, January 2, 2020 1:00pm City Hall Board Chambers, 133 Convention Blvd, Hot Springs, AR 71901 1. CDAC Co-Chair Terry Kent called the meeting to order at 1:04pm Those in attendance:  Terry Kent, CDAC Co-Chair and Member-at-Large  Leslie Ramsey, CDAC Co-Chair and Member-at-Large  Kelly Thomason, CDAC Member-at-Large  Kelly Cowart, CDAC District 1 Representative  Michelle Sestili, City of Hot Springs CDBG Administrator  Mark Toth, Whittington Valley Neighborhood Association  Jean Lacefield, Gateway Community Association Copies of the agenda, CDBG project status list and environmental review overview were provided to all in attendance. Environmental Review Records on the Habitat for Humanity 115 Watt and 131 Garland projects were made available for review during the meeting. 2. Approval of November 7, 2019 meeting minutes (4-0) 3. New Business: Michelle Sestili provided an overview of the Garland County Habitat for Humanity 115 Watt Street and approximately 131 Garland Avenue new, affordable home building environmental review records, the findings of no significant impact, request of funds from HUD, and comment procedures. CDAC Chair opened the floor for questions and comments. No comments were made. 4. Old Business  A 2020 federal budget was passed including a $100 million funding increase in CDBG to $3.4 billion. HUD will calculate each grantee’s allocation using a formula. An increase in overall funding does not necessarily mean an increase for the City of Hot Springs. Allocation announcement anticipated in 45- 60 days.  The City Board of Directors adopted the fiscal year 2020 list of prioritized applications as recommended by CDAC on December 3, 2019. Environmental reviews in progress.  The 2019 Substantial Amendment to reallocate unspent funds was also adopted by the Board on December 3, 2019. HUD approval pending.  Annual Subrecipient Onsite Monitoring Visits: o P.H.O.E.B.E. John Lee Webb House completed on August 21, 2019. No findings, no concerns. o Ouachita Children’s Center completed December 3, 2019. No findings, no concerns. o Habitat for Humanity rescheduled.  CDBG Project Statuses CDAC Chair opened the floor for public comments.  Mark Toth asked when the bus shelter would be installed on Whittington Avenue. Michelle Sestili recommended he speak with City Engineer Gary Canahan who is heading the project. Jean Lacefield commented that the Gateway Community Association would like to have a Malvern Avenue ground breaking event when the project is scheduled to begin. 5. Announcements February 6, 2020 at 1:00pm in City Hall Board Chambers: CDAC and public review and comment on the Community Development Block Grant annual performance report for 2019 (CAPER). Tentative: 2020 Annual Action Plan review and public comment at the March 5 or April 2, 2020 CDAC meeting depending on HUD annual allocation announcements. CDAC Chair opened the floor for community announcements. None were made. 6. Having no further business the meeting was adjourned at 1:54pm.
