New Business: Michelle Sestili will present an overview of the Second CARES Act Amendment to the 2020 Annual Action Plan. A copy of the proposed amendment can be downloaded at https://www.cityhs.net/563/Community- Development or viewed in the lobby at City Hall, 133 Convention Blvd.  The City was awarded $254,473 in CDBG CARES Act (CV) funds, which were allocated to CV- Healthcare Services ($126,825), CV-Homeless Assistance ($76,824) and CV-Meal Services ($50,824) through a 2020 Annual Action Plan amendment earlier this year  FEMA grant funds have become available to pay for the planned CDBG-CV funded Health Care Services such as PPEs, testing and medical supplies  CDBG-CV funding prohibits duplication of benefits when other funds are available  This amendment proposes reallocating the $126,825 from CV-Healthcare Services to: o $100,000 CV-Rent Emergency Subsistence Payments o $26,825 CV-Utility Emergency Subsistence Payments  Subsistence payments would be made directly to the property owner (landlord) and/or the utility provider, not to the eligible household  To qualify, households have to demonstrate and certify that they have lost income, incurred medical bills or experienced another hardship directly related to COVID-19. All other low- to moderate-income CDBG income verification rules apply.  HUD currently allows up to 6 consecutive months of subsistence payments however, payments beyond 3 months require a lead based paint test and abatement of any lead based paint found. It is likely the City will provide payments for up to 3 consecutive months unless the HUD regulation is waived in the future and the need for continued assistance exists.  CDBG statutes do not allow grantees to make payments to themselves including publicly owned utilities such as water and sewer. Unless this HUD regulation is waived in the future, utility subsistence payments will be limited to gas and electric.  Rental payments will not exceed HUD Fair Market Rates  Rent and utility payments will not duplicate other sources of funding including FEMA, state CDBG, ESG, ESG-CV, unemployment, Section 8 and support provided through other organizations.  The CDC eviction moratorium ends on 12/31/2020. Rent and utility assistance has been identified as the greatest unmet need to prevent widespread evictions and homelessness.  Ouachita Children’s Center received a HUD Emergency Solutions Grant (ESG) and is providing rent and utility assistance to eligible households earning less than 50% area median income. CDBG can bridge a gap for those earning between 51% to 80% area median income. As moderator, Michelle Sestili will call on each CDAC member then resident participants for questions and comments.  CDAC will publicly discuss and consider The Second CARES Act Substantial Amendment to the 2020 Annual Action Plan to the Hot Springs Board of Directors with or without revisions, or remand to the CDBG Administrator for substantial changes. 5.
