4. New Business
a. FY23 CDBG Open Application Period
a. December 8, 2022 – January 27, 2023
b. Housing Strategy Plan Progress
a. Consultant RKG and Associates is undergoing the data collection process of the
strategy and plans to visit Hot Springs in January to conduct a tour of the City and
its neighborhoods and conduct interviews with the public and local stakeholders.
c. Project Updates
CDBG Grants Consultant provided the following project updates:
a. FY20 Projects
1. Re-bid for FY2020 projects, Whittington, Chelsea, and Creek
Street streetscape projects. CDBG Staff is coordinating with
Engineering to implement.
2. Park Avenue – Tom Ellsworth to East Avenue – Phase I Cultural
Resources Study. Osage Nation has requested a Phase I Cultural
Resources Study. CDBG staff will be working with contracted
archaeological firm IES to provide this report and the City
Engineering Department to identify potential mitigation
measures for the Osage Nation concerns.
b. Rental and Utility Emergency Subsistence Payments program (re-bid)
i. This program was bid out once in October and received no responses. This
program was re-bid in November and received one response (United Way
of the Ouachita’s). CDBG staff will be working with CHS Purchasing
Division to review the response.
c. FY22 Projects
• Environmental Reviews nearing completion:
o Park Avenue – Holly Street
o Public Restroom near the Greenway Trail
o Chelsea Street Phase II
o Miss Ida’s House of Care and Love Rehabilitation Phase I and II
• Authority to Use Grant Funds received:
o Malvern Avenue Improvement Project – Electric Conduit and
Street Light
o Malvern Avenue Improvement Project – Flashing Crosswalks and
Thermal Striping
o Crosswalk on Malvern Avenue to Silver Street
o OCYFS-Playground
o Linden Park Playground Phase III
• Cutwell4Kids Arts Courses – December 13, 2022, 2:30 pm – 5:00 pm
o Mountainview Towers residents only.
5. Old Business
Gene Williams has missed three consecutive meetings of the Community Development
Advisory Committee and as stated in Hot Springs Code Section 2-8-1.2(d)(2)(g), this
position is declared vacant and shall be filled according to the procedures set forth in the
Code. Gene Williams is eligible to re-apply for the position.
The City of Hot Springs City Clerk office will hold an open application period for eligible
residents of District I to fill this position.
CDAC Member Becca Clark asked when we can expect the position to be filled. Kathy
Sellman, Planning and Development Director stated that it could take some time with the
holidays approaching.
6. Announcements
a. The next scheduled CDAC meeting is January 5th, 2022 at 1:00 pm in City Hall Board
Chambers.
