Call to Order at 12:58 pm 2. Approval of December 1, 2022 meeting minutes a Motion: Becca Clark b 2nd: Alice Marshall 4. New Business a. Introduction of new CDAC member, Marc Menefee, District 1 i. The committee welcomed new member Marc Menefee and Mr. Menefee spoke on his pleasure to serve on the committee. b. Housing Strategy Plan Update i. RKG Associates were able to conduct 1 interview before being forced to depart Hot Springs due to the winter weather system that moved into Hot Springs Jan. 31. c. Project Updates i. C4K Arts Courses 1. C4K have conducted 4 courses (2 per month) over December 2022 and January 2023. C4K has submitted two invoices for reimbursements with all-related documentation provided to CDBG program staff.  2. Payments totaling $872.22 have been made to C4K for four courses with $272.22 comprising a supplies reimbursement, and $600.00 for instructor time. ii. MIHCL Rehabilitation 1. A lack of bids received for the proposed project will lead to City staff working with MIHCL to inform area contractors about the opportunity to receive sufficient competitive bids. iii. Construction Projects out for bid: 1. Whittington Avenue Rain Gardens a. Waiting for confirmation of SAM.gov listing from Greennecks Construction. Bid price of $37,000.00. 2. Creek Street Sidewalks and ADA Accessibility 3. Chelsea Street Sidewalks, ADA Accessibility and Drainage Phase 1 and 11 4. Park Avenue Holly 5. Morrison Avenue a. 2-5 out for bid. 6. Malvern Flashing Crosswalks and Street Light Foundation a. Engineering is completing final design work and prepping bid packets for release. iv. Park Avenue – Tom Ellsworth to East Avenue 1. Phase I Cultural Study 2. IES has conducted their field testing on February 8th and will submit a final study for submission to the Osage Nation in four weeks. v. Habitat for Humanity Lot Acquisition – 199 Lafayette Street 1. Confirmation of 3 homes on the site. CDBG program staff will work with Habitat for Humanity to provide reimbursement for the purchase price up to $30,000.00 d. FY23 Application Hearing – March 2nd 2023 i. CDBG Grants Consultant provided an order of events and procedures for the upcoming Application Hearing to be conducted March 2nd 2023. e. CDBG Grants consultant answered questions from the audience regarding the progress of FY2019 project Malvern Avenue – Silver Street Flashing Crosswalk and consultation with ARDOT, and potential applicability of individuals receiving Section 8 HCV to pre-qualify for the rent and utility assistance program through CDBG-CV. 5. Old Business Jean Lacefield provided promotional material for an event sponsored by the Gateway Community. 6. Announcements a.
