Historic District Certificate of Appropriateness Case Number: HDC-23-183 23-0050 Meeting: Historic District Commission - 16 Nov 2023 Staff Contact: Lauren Adkins, Long Range/Historic District Planner PROJECT DESCRIPTION: Applicant Mr. Refugio Reyes, owner of Diablos Tacos and Mezcal, seeks a Certificate of Appropriateness for Category II improvements to install a windbreak in the plaza of the former First National Bank building located at 528 Central Avenue. The building is owned by Rustic Development, which has approved the application. Subject property is located within the Central Avenue Historic District, is zoned C-1 (Central Business District), and is in Board of Directors District #1. OVERVIEW OF SUBJECT PROPERTY The subject property, located at 528 Central Avenue, formally known as the First National Bank Building, is a six-story building built in the Brutalist Style, circa 1977. It was designed by Edward Durell Stone, a native Arkansan and one of the most preeminent architects of the twentieth century. The structure is assembled in various rectilinear modules that step-back from the street and gradually increase in height. These modules are constructed of cast concrete panels and feature tall, narrow rib-like windows in a gill pattern along the south, west and east facades. Between the raised half-story of the entrance of the building and the sidewalk lies an entrance plaza with a water feature in the center. The 2017 Historic Resources Survey Update for the Central Avenue Historic District lists the structure as having a non-contributing resource status with the National Register of Historic Places (NRHP). BRIEF DESCRIPTION OF BRUTALISM Brutalist architecture is an architectural movement that rose to popularity between the mid-20th century and the 1970's as a reaction to the high-style whims and refinement of the Beaux-Arts style of architecture. Typical characteristics of the brutalist style are repeated modular elements, rectilinear forms, lack of ornamentation and honesty in materials and function. Materials like concrete, glass and steel are showcased as-is and do not contain any sort of painting, color, decorative motifs or frills. The design of structures in the brutalist style follows a strict "form follows function" rule of order. Resulting structures are rugged, imposing, and emanate a sense of power and authority. BRIEF HISTORY OF EDWARD DURELL STONE The architect and designer of the subject property is Edward Durell Stone, world-renowned modernist architect and Arkansas native from Fayetteville. Mr. Stone (1902-1978) designed many buildings around the world, including Radio City Music Hall in New York City, The Museum of Modern Art in New York City, the US Embassy in New Delhi, India, Stanford Medical Center in Palo Alto, California, the Kennedy Center for Performing Arts in Washington D.C., PepsiCo World Headquarters in Purchase, NY, and Busch Stadium in St. Louis, Missouri, among others. This building is the only one he designed in Hot Springs. ANALYSIS: A complete application was submitted in accordance with Hot Springs Code section H.S.C. § 16-7-11. The current application seeks approval to install a seasonal windbreak attached to the railings on the plaza, as he did last winter with approval from the Historic District Commission. The work described is as follows: Windbreak: The seasonal (winter) windbreak will be attached to the existing railing around the western and southern sides of the plaza. The windbreak will be 4’ x 8’ sheets of clear plastic vinyl attached with metal screws to 2” x 4” x 6’ wooden posts. The windbreak will be fastened with screws to the existing hand railings. The wood posts have been treated to protect against water and will painted black on the bottom and gray on the portion above the railing. The windbreak will be removed as soon as weather permits. The Central Avenue Historic District Design Review Guidelines state in SECTION C. DESIGN CRITERIA – ALTERATION, RESTORATION AND REHABILITATION: 9. “Contemporary design for alterations and additions to existing properties shall not be discouraged when such alterations and additions do not destroy significant historical, architectural or cultural material, and such design is compatible with the size, scale, color, material, and character of the property, neighborhood or environment. 10. Wherever possible, new additions or alterations to buildings, structures, objects, or sites shall be done in such a manner that if such additions or alterations were to be removed in the future, the essential form and integrity of the building, structure, object, or site would be unimpaired.” Staff Report – HDC-23-183 - Diablos Tacos and Mezcal - Meeting Date: November 16, 2023 Application for Certificate of Appropriateness for appurtenant fixtures attached to the railing around the front patio area of the building located at 528 Central Avenue. Page 9 of 29 Agenda Item # Each certificate of appropriateness application is unique. Many factors can determine the appropriateness of an individual request. These factors can include, but are not limited to, contributing status, building size and location, architectural detailing and scale. FINDING(S): A complete application was submitted in accordance with Hot Springs Code section H.S.C. § 16-7-11, to install a seasonal windbreak on the front patio, as was done last year, with approval from the Historic District Commission. RECOMMENDATION: Approve the Certificate of Appropriateness request from Diablos Tacos and Mezcal, with the following conditions. 1. Install the windbreak exactly as was done last year, with wooden posts painted black on the base and grey above. 2. Remove the windbreak by the first day of spring (March 19, 2024) and apply for a new Certificate of Appropriateness prior to reinstallation.
