Call To Order Chair Marzulla called to order the regularly scheduled meeting of the Architectural and Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town Hall. II. Roll Call Present: 4 - Ms. Church, Mr. Drummond, Ms. Marzulla, and Mr. Morris Absent: 3 - Ms. Czyzak, Mr. Grant, and Mr. Seiple Staff in attendance: Ms. Soloman, Associate Planner; Ms. Zipay, Planning Technician III. Public Comment Chair Marzulla opened the meeting to public comments for anyone wanting to address the Board on any agenda item. There were no comments. IV. Consent Applications A motion was made by Mr. Drummond, seconded by Mr. Morris to approve the Consent Agenda. B. 2015-185 6064 Willow Lake Drive Addition (front porch extension) Submitted by Abby Hochella This AHBR Application was approved on the consent agenda. C. 2015-202 185 Hudson Street Addition (outdoor kitchen) Submitted by Peninsula Architects This AHBR Application was approved on the consent agenda. D. 2015-209 537 Atterbury Blvd. Alteration (siding replacement, three replacement windows, remove front elevation bay window and replace with casement window unit, alterations to existing breezeway) Submitted by Proctor Homes This AHBR Application was approved on the consent agenda. V. New Business A. 2015-167 200 West Streetsboro Street Fence (three styles of white vinyl fencing) Submitted by Acme Fence Mike Clayton, of Acme Fence company, and Ms. Yash-Cusumano, the property owner, were present for the meeting. The proposal for multiple fence styles and heights were discussed. The homeowner expressed her desire for privacy for her sunporch. A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR Application be approved as amended with the following conditions: a) Revise fence along the side property line to be all picket style with a transition from 4' to 5' from the porch to the rear of the property. The motion carried by the following vote: Aye: 4- Ms. Church, Mr. Drummond, Ms. Marzulla, and Mr. Morris City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final June 10, 2015 B. 2015-205 28 Owen Brown Street Accessory Structure (new two car detached garage) Submitted by Jonathan Swegan - Historic District The Historic District Subcommittee reviewed the application. Mr. Jonathan Swegan and Mr. Richard Andrews were present for the meeting. The plans for the new detached garage were discussed. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans with the following conditions: a) Add one or two sets of closed shutters at the rear elevation. b) Add a window at the second floor west elevation and closed shutters at the first floor. A motion was made by Mr. Morris, seconded by Mr. Drummond, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 4- Ms. Church, Mr. Drummond, Ms. Marzulla, and Mr. Morris C. 2015-199 7679 N. Mannheim Court Alteration (new 8” vinyl siding and shutter replacement, three new transom windows, one new skylight, new slider door) Submitted by J. Russell Construction Mr. Jim Wilson, of J. Russell Construction, was present for the meeting. Mr. Wilson brought samples of the current and the proposed siding. The Board reached a consensus that the 8" reveal is too large for the style of this house, and that a 5" reveal would be acceptable. The railing style for the proposed rear steps was discussed, and the contractor indicated a patio will eventually be installed. A motion was made by Mrs. Church, seconded by Mr. Morris, that this AHBR Application be approved as amended with the following conditions: a) Revise plans to 5" siding. b) Incorporate a railing with spindles at the new steps. The motion carried by the following vote: Aye: 4- Ms. Church, Mr. Drummond, Ms. Marzulla, and Mr. Morris D. 2015-195 319 Ravenna Street Addition (first floor great room and mud room, second floor bedrooms, new garage door, new siding and cultured stone trim) Submitted by Rick Schultz Mr. Mark Bednash, of Design Visions Inc., and Mr. Mark Loboda, the property owner, were present for the meeting. The current design of the house, as well as the proposed additions were discussed. A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR Application be approved as presented. The motion passed by the following vote: Aye: 4- Ms. Church, Mr. Drummond, Ms. Marzulla, and Mr. Morris City of Hudson, Ohio Page 3 Architectural & Historic Board of Review Meeting Minutes - Final June 10, 2015 E. 2015-201 42 Aurora Street Addition (extension of previously approved covered porch) Submitted by Ted Georger - Historic District The Historic District Subcommittee reviewed the application. Mr. Ted Georger, the contractor, and Mr. and Mrs. Knights, the property owners, were present for the meeting. A period inspired screened-in porch was proposed by a Board member and discussed with the applicants. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans with the following conditions: a) Revise the plan to include a screened-in porch for the first two bays. b) Incorporate details to match the rest of the project. A motion was made by Mr. Morris, seconded by Mr. Drummond,to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 4- Ms. Church, Mr. Drummond, Ms. Marzulla, and Mr. Morris F. 2015-178 6684 Rosewood Trail (The Reserve at River Oaks S/L 14) New Residential Construction (new two-story single family house) Submitted by Keith Filipkowski Mr. Keith Filipkowski, of Pulte Homes, was present for the meeting. There was discussion on a look alike concern with S/L 35. The Board concluded that the two houses differed in wing configuration and number of bays. The Board indicated that they would like to see differentiated styles being offered for the development. A motion was made by Mr. Drummond, seconded by Mr. Morris, that this AHBR Application be approved as submitted with the following condition: a) Conditional upon approval from the City Consultant Engineer. The motion carried by the following vote: Aye: 4- Ms. Church, Mr. Drummond, Ms. Marzulla, and Mr. Morris G. 2015-194 36 South Oviatt Street Non-Residential Alteration (front door replacement) Submitted by City of Hudson Ms. Soloman presented plans for the front door replacement at the Police Station. The material and design of the proposed exterior set of doors were discussed. A motion was made by Mr. Morris, seconded by Mr. Drummond, that this AHBR Application be approved as presented. Attachments: May 27, 2015 Meeting minutes - DRAFT A motion was made by Mrs. Church, seconded by Mr. Morris, that the May 27, 2015 minutes be approved as amended.
