I. Call To Order
Chair Marzulla called to order the regularly scheduled meeting of the Architectural and
Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town
Hall.
II. Roll Call
Present: 5 - Ms. Church, Ms. Czyzak, Mr. Drummond, Mr. Grant and Ms. Marzulla
Absent: 2 - Mr. Morris and Mr. Seiple
Staff in attendance: Mr. Hannan, City Planner; Ms. Soloman, Associate Planner; Mrs. Zipay,

III. Public Comment
Chair Marzulla opened the meeting to public comments for anyone wanting to address the
Board on any agenda item. There were no comments.
IV. Consent Applications
A motion was made by Mr. Drummond, seconded by Mr. Grant, to approve the Consent
Agenda.
The motion carried by the following vote:

V. New Business
A. 2015-440 2343 Brafferton Avenue
Alteration (shake siding and cultured stone at the front elevation)
Submitted by J.W. Ross Construction LLC
This project was started prior to approval of a zoning certificate. Mr. Jim Ross, the contractor,
was present for the meeting. The proposed application of siding, shake, and stone materials
were discussed. The Board determined the plans did not comply with the design standards as
presented. The application was withdrawn at the request of the applicant.
B. 2015-444 7 High Street
Alteration (front porch posts and shutter replacement)
Submitted by Neville Architects - Historic District
The Historic District subcommittee reviewed the application. Mr. Jim Neville, the architect,
and Ms. Rosemary Jones, the homeowner, were present for the meeting. The proposed
columns and shutters were discussed.
Mrs. Church reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as revised with the following conditions:
a) All new shutters will be wood.
A motion was made by Mr. Grant, seconded by Mrs. Czyzak, to accept the
recommendation of the Historic District Subcommittee.

Alteration (roof replacement, five replacement skylights)
Submitted by Mark Hannum - Historic District
The Historic District Subcommittee reviewed the application. Mr. Mark Hannum, the
homeowner, was present for the meeting. The roof and skylight replacement was discussed.
Mr. Drummond reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as revised. A motion was made by Mrs. Czyzak, seconded
by Mr. Grant, to accept the recommendation of the Historic District Subcommittee.
The motion carried by the following vote:

D. 2015-339 7 Tanager Drive

Submitted by Diane Rubin Schuld - BZBA approval of a variance to the
minimum rear yard setback on October 15, 2015 - Docket #2015-12
Ms. Diane Rubin Schuld, the architect, and Mr. David Lewis, the homeowner, were present
for the meeting. The proposed roof line was discussed. The roof of the addition matches the
hip roof of the main mass.
A motion was made by Mrs. Czyzak, seconded by Mr. Grant, that this AHBR
Application be approved as revised.
The motion carried by the following vote:

E. 2015-460 42 Aurora Street
Addition (attached garage and front door replacement)
Submitted by Ted Georger - Historic District
The Historic District Subcommittee reviewed the application. Mr. Ted Georger, the
contractor, and Mr. Michael Knights, the homeowner, were present for the meeting. The
revised plans for the proposed addition addressing all remaining comments were discussed.
Mrs. Church reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as presented.
A motion was made by Mrs. Czyzak, seconded by Mr. Grant, to accept the
recommendation of the Historic District Subcommittee.
The motion carried by the following vote:

F. 2015-456 25 Edward Drive
New Residential Construction (one-story single family house with deck)
Submitted by LDA Builders, Inc.
Mr. and Mrs. Wortendyke, the homeowners, and Mr. Tony Lunardi, of LDA Builders, were
present for the meeting. The proposed new house plans were discussed.
A motion was made by Mrs. Church, seconded by Mr. Drummond, that this AHBR
Application be approved with the following conditions:
a) Add a typical window at the right elevation of the garage and a transom window at
the left elevation of the master bathroom.
b) The driveway is not permitted in an easement without permission from the easement
holder. A license agreement is required conditional upon approval from City of Hudson
Engineering and Public Works Departments.
c) Conditional upon approval from Hudson Fire Department. The proposed driveway
must be designed to support fire apparatus weighing 50,000 pounds.
d) Conditional upon approval from Engineering Department
e) Conditional upon approval from City Consultant Landscape Architect.
The motion carried by the following vote:

VI. Other Business
The Board discussed two proposals for the Historic Preservation Consultant to advise on the
Merino project. Staff recommended Mr. Ted Sande, and the Board agreed that a contract
should be extended to Mr. Sande contingent upon approval from the law department.
A motion was made by Mr. Drummond, seconded by Mr. Grant, that the Architecture
and Historic Board of Review accepts the proposal from Ted Sande AIA pending
approval from the City Solicitor on the City's insurance requirements.

A. TMP-1597 53 First Street
Merino property redevelopment
Submitted by RDL Architects
Mr. David Parrish and Mr. Greg Soltis, of RDL Architecture, and Mr. David Wimer,
representative for the property owner, were present for the meeting. The revised plans based
on initial comments from the previous meeting were discussed. The Board indicated the
revised plans are much more appropriate with the historic nature of the property.
Mr. Hannan stated staff would like to request the first report from the Historic Architecture
Consultant, pending confirmation from the City Solicitor, before the project goes before the
Planning Commission. The Board agreed with the timeframe.

B. TMP-1460 The Reserve at River Oaks
Informal Discussion - review of proposed front elevations and new house
design
Submitted by Pulte Homes
Mr. Keith Filipkowski, of Pulte Homes, was present for the meeting. The Board reviewed
proposed front elevations, as well as a new house design. Mr. Drummond indicated that all
the proposed designs, other than #4, were almost identical in massing. Mr. Filipkowski
requested examples of the types of designs that the Board would like to see.
C. TMP-1652 MINUTES OF PREVIOUS ARCHITECTURAL AND HISTORIC BOARD OF
REVIEW MEETINGS.
A motion was made by Mr. Drummond, seconded by Mr. Grant, that the September 23,
2015 meeting minutes be approved.
The motion carried by the following vote:

V. New Business
A. 2015-440 2343 Brafferton Avenue
Alteration (shake siding and cultured stone at the front elevation)
Submitted by J.W. Ross Construction LLC
a) This work was started prior to approval of a zoning certificate. The
contractor was made aware of the noncompliance while the work was
underway and a stop work order was issued.
b) The proposal includes four wall materials; proposed stone, vinyl siding,
vinyl shake and existing exposed concrete block. The design standards
state the walls of the main body must be all one material or an additional
material may be used to call attention to the composition.
c) The design standards state materials used in any mass, including the
main body, must be applied consistently on that mass on all sides of the
structure. The stone material is proposed at the front elevation with
horizontal siding at the sides and rear. A possible solution is returning
the stone to the inside corner at the left side elevation, incorporating
stone at the garage mass only and adding stone at the existing exposed
concrete block foundation areas. This treatment would still not
incorporate stone on the main mass. Suggest incorporating the stone
material below the front elevation window projections to create a more
cohesive design.
d) AHBR member requests samples for all materials.
B. 2015-444 7 High Street
Alteration (front porch posts and shutter replacement)
Submitted by Neville Architects - Historic District - recommend referral to
the Historic District Subcommittee pursuant to LDC 1203.12 - no
recommendation
a) Submit additional details of the proposed fiber reinforced plastic columns
and indicate if they can be field painted. AHBR member requests a
material sample, if available.
b) Verify all new shutters will be wood. Veranda plan notes 18” vinyl
shutters.
C. 2015-459 70 College Street

Submitted by Ted Georger - Historic District - recommend referral to the
Historic District Subcommittee pursuant to LDC 1203.12 - no
recommendation
a) Provide current photographs of the rear elevation and the proposed
garage location.
b) Submit a site plan showing the proposed addition, driveway and
previously approved side elevation porch. Label the addition dimensions
and the proposed side and rear yard setbacks.
c) Submit a first floor plan without the electrical details and second floor
notes. All existing and proposed windows should be identified on the
floor plan.
d) Note the new steps will have solid risers and double handrails. Provide a
railing detail.
e) Plans should incorporate cornerboards and all proposed trim.
f) Previously approved plans had shutters on all single windows.
Incorporate shutters on the final plans.
g) Question if the roof extension at the rear elevation is a drafting error.
h) Remove the cornerboard from the rear elevation where the addition ties
in to the existing house.
i) The fascia board aligns with the existing one story mass on the rear
elevation and not the side. Confirm which elevation is correct.
j) Provide a west side elevation if any alterations are proposed.
k) Label the foundation material and confirm it will match existing.
l) Show the location of proposed gutters and downspouts on the elevations.

site plan NOT OK - tree plan NOT OK - no recommendation
a) The design standards state large expanses of blank walls should be
avoided and fenestration placement should be at a maximum of
approximately every twelve feet. Question if additional openings should
be incorporated on the right side of the garage and left side of the master
bedroom #1/bath elevations.
b) Provide a cross section of the proposed windows to confirm appropriate
relief for the window trim.
c) The front elevation windows in the master bedroom #2 and bedroom #3
should be balanced.
d) Clarify how the garage roof returns to the main house.
e) Suggest incorporating gable returns.
f) AHBR member suggests adding dormers at the front elevation and left
side of the garage to break up the large expanse of roof.
Site plan:
g) The site plan must include the entire property. Label the rear yard
setback. Clearly identify the front property line and the rear property
line on the site plan.
h) Show the location of the A/C unit and utility meters on the site plan and
elevations.
i) The location of all proposed silt fence must be identified on the site plan.
j) The driveway is not permitted in an easement without permission from the
easement holder. A license agreement is required conditional upon
approval from City of Hudson Engineering and Public Works
