Call To Order Chair Drummond called to order the regularly scheduled meeting of the Architectural and Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town Hall. II. Roll Call Present: 5 - Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris Absent: 2 - Mr. Seiple and Mr. Waldeck Staff in attendance: Mr. Hannan, City Planner; Ms. Soloman, Associate Planner; Mrs. Zipay, Planning Technician III. Public Comment Chair Drummond opened the meeting to public comments for anyone wanting to address the Board. There were no comments. IV. Consent Applications A motion was made by Mr. Morris, seconded by Mr. Grant, to approve the Consent Agenda. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris City of Hudson, Ohio Page 1 Architectural & Historic Board of Review Meeting Minutes - Final June 8, 2016 A. 2016-224 80 West Streetsboro Street Alteration (infill drive-through window with brick to match, new ATM & Night Deposit - First National Bank) Submitted by DPH Architecture LLC This AHBR Application was approved on the consent agenda. VI. New Business A. 2016-003 5229 Towbridge Drive Accessory structure (pergola) Submitted by Brian Britton - BZBA approval for a variance to minimum required rear yard setback on March 17, 2016 - Docket #2016-02 Mr. Brian Britton, the homeowner, was present for the meeting. The pergola has already been constructed. Ms. Marzulla inquired as to whether the pergola would eventually have a cover as pictured in the brochure, and Mr. Britton indicated it would not. A motion was made by Mr. Grant, seconded by Mrs. Church, that this AHBR Application be approved as built. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris B. 2016-222 7277 Glastonbury Drive Accessory Structure (shed) Submitted by Rae Wurz Ms. Rae Wurz and Mr. Bil Kenney, the homeowners, were present for the meeting. Mr. Drummond requested that eaves to match the house be added and the homeowners agreed. The vertical siding was discussed and it was questioned as to whether the siding could be applied horizontally. The homeowners indicated they did not want to apply the siding horizontally but would paint the shed to match the house. Mrs. Church questioned the shape of the windows, and the homeowners stated that they could incorporate two double hung windows on the twenty foot elevations instead of the proposed single slider. A motion was made by Mrs. Church, seconded by Ms. Marzulla, that this AHBR Application be approved with the following conditions: a) Incorporate a 6" roof overhang. b) Utilize two double hung windows on both 20' walls and one on the rear wrapped with 1"x4" trim. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final June 8, 2016 C. 2016-225 300 North Main Street Accessory structure (outdoor fireplace, brick retaining wall) Submitted by John Pouliot - Historic District The Historic District Subcommittee reviewed the application. Mr. John Pouliot, the homeowner, was present for the meeting. The outdoor fireplace and seating wall has already been constructed. The compatibility of the material used for the fireplace/wall with the house was discussed. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans as constructed with the following condition: a) Conditional upon approval from City Fire Department. A motion was made by Mr. Grant, seconded by Mr. Morris, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris D. 2016-173 72 North Main Street Non-Residential Alteration (paint building exterior, enlarge porch columns) Submitted by Dinovi Investment Group - Historic District The Historic District Subcommittee reviewed the application. Ms. Laura Dinovi, the property owner, was present for the meeting. Ms. Dinovi indicated that she is no longer proposing to paint the brick. Ms. Dinovi indicated that they will wrap the existing columns and replace the gutters and shutters. She was unsure if there is brick under the vertical siding at the east elevation; however she did not want to remove the vertical siding. Ms. Marzulla reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans as presented. A motion was made by Mr. Morris, seconded by Mr. Grant, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris E. 2016-223 13 South Oviatt Street Alteration (vinyl siding, windows, soffit, trim, and man door at the detached garage) Submitted by Home Exteriors - Historic District The Historic District Subcommittee reviewed the application. Mr. Rob Golembeski of Home Exteriors, and Ms. Christina Tait and Mr. Pat Hoban, the homeowners, were present for the meeting. The material of the exterior of the main structure and the garage was discussed. The material of the existing garage and the garage doors was determined to be masonite or similar product. The material of the proposed replacement features was discussed and the subcommittee determined the use of vinyl siding was acceptable in this case. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans as presented. A motion was made by Mr. Morris, seconded by Mr. Grant, to accept the recommendation of the Historic District Subcommittee. A motion was made by Mr. Grant, seconded by Ms. Marzulla, that this AHBR Application be approved as presented. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris G. 2016-215 6634 Regal Woods Drive (The Reserve at River Oaks S/L 18) New Residential Construction (single family two-story house) Submitted by Pulte Homes Ms. Jamey Heinzman, of Pulte Homes, was present for the meeting. A motion was made by Mr. Morris, seconded by Mr. Grant, that this AHBR Application be approved with the following condition: a) Conditional upon approval from City Engineering department. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris H. 2016-216 5662 Timberline Trail (The Reserve at River Oaks S/L 95) New Residential Construction (single family two-story house) Submitted by Pulte Homes Ms. Jamey Heinzman, of Pulte Homes, was present for the meeting. The varying widths of the proposed cornerboards was discussed. The Board stated that the 6" cornerboards should be applied on all sides for consistency. A motion was made by Mr. Morris, seconded by Mrs. Church, that this AHBR Application be approved with the following condition: a) Incorporate 6" cornerboards on all sides. The motion carried by the following vote: Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris VII. Other Business A. Land Development Code Text Amendment update Ms. Jane Howington, the City Manager, was present for the meeting. Ms. Howington gave an update on the Land Development Code in regards to cases that can be approved administratively versus coming before AHBR. B. TMP-2077 MINUTES OF PREVIOUS ARCHITECTURAL AND HISTORIC BOARD OF REVIEW MEETINGS. A motion was made by Ms. Marzulla, seconded by Mr. Grant, that the May 11, 2016 and May 25, 2016 meeting minutes be approved. The motion carried by the following vote: City of Hudson, Ohio Page 4 Architectural & Historic Board of Review Meeting Minutes - Final June 8, 2016 Aye: 5- Mrs. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris C. Mr. Drummond recognized this was Laura Church's last meeting and thanked her for eight years of service to the Board. VIII. Staff notes the plans incorporate roof shingles and corner boards to match. Question if additional details to match the house should be incorporated. Attachments: 300 N Main plans D. 2016-173 72 North Main Street Non-Residential Alteration (paint building exterior, enlarge porch columns) Submitted by Dinovi Investment Group - Historic District - recommend referral to the Historic District Subcommittee pursuant to LDC 1203.12 - no recommendation a) Confirm the existing column material. b) AHBR member suggests aligning the porch columns under the south gable and pilasters. c) AHBR member questions whether there is brick under the vertical siding at the east elevation. d) The Secretary of the Interior’s Standards guidelines for Rehabilitating Historic Buildings indicates applying paint or other coatings to masonry that has been historically unpainted is not recommended. AHBR members are not in favor of painting the brick building. Staff notes the siding and windows on the house were replaced in 1988. The minutes from the July 20, 1988 AHBR meeting are provided. b) The design standards indicate for historic properties, deteriorated materials shall be repaired where feasible rather than replaced. In the event that replacement is appropriate, the new material should be compatible in composition, design, color and texture. Provide a written description of the condition of the existing siding to document the need for replacement. c) Indicate which style mandoor and overhead doors are proposed. d) Suggest incorporating corner posts and trim with a hidden j-channel to replicate wood detailing. The applicant stated that the logo design for the ATM will be consistent with future sign proposals. b) Instructional signs directing customers to turn right when exiting the drive-through lanes are required. These signs will be included with a future application for all proposed signage.
