Call To Order Chair Drummond called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Roll Call Present: 5 - Mr. Bach, Mr. Caputo, Mrs. Davis, Mr. Drummond and Mr. Grant Absent: 2 - Mr. Morris and Mr. Workley City of Hudson, Ohio Page 1 Architectural & Historic Board of Review Meeting Minutes - Final October 9, 2019 III. Public Comment Mr. Greg Hannan, Community Development Director, spoke regarding the work recently done at 37 North Oviatt Street. The site has a zoning certificate for work to be done including moving the house several feet to the north and completion of significant renovations. Mr. Hannan explained the site work has commenced with the historic facades being set aside for re-installation on the new foundation. Staff has issued a stop work order on the project and is evaluating the work to determine any appropriate measures. Updates may be found on the City website. Mr. William Kenney, 63 College Street, spoke regarding 37 N. Oviatt Street. Mr. Kenney stated he was surprised that within three days time the house was demolished and there is no mention of permitting for the demolition of the house on the city website or Board notes. Mr. Kenney further stated that many neighbors are upset and are relying on the Board to do what is possible to have decisions upheld. He then stated he is proud of the town for preserving building and thanked Board for it work. Mr. Donovan Husat, 5761 Nicholson Drive, Hudson Heritage Association (HHA) Board representative, reviewed the history of Board decisions regarding 37 North Oviatt and approved plans. Mr. Husat then stated that during the week of September 30, 2019, the house for all practical purposes was demolished which was contrary to the expectations of the City of Hudson. Today, parts of the house are lying on the ground and subject to damage. Mr. Husat is concerned with the precedent this may set regarding historic homes. He encouraged the Board and City to take the necessary steps in this situation and for future situations. Ms. Randi Chepke, 33 N. Oviatt Street, noted the house at 37 North Oviatt Street was abandoned for numerous years and in deplorable condition. She now hopes the owners will be allowed to move forward with doing something on the property. Mr. Steve Church, 144 Elm Street, noted that there was no notice to the neighborhood about work to be done at 37 North Oviatt Street. Mr. Church also noted that other structures have been demolished in and near the historic district and the house on Aurora Street is still sitting without work being done. He suggested that before work begins on a property the neighbors be advised and that someone make sure the approved work is done. Seeing no one else wishing to speak, Chair Drummond closed the public comments. IV. Consent Applications Chair Drummond noted that items on the consent agenda have been reviewed by staff and the Board and found ready for a zoning certificate. A motion was made by Mr. Caputo, seconded by Mr. Grant, to approve the Consent Agenda. AHBR 19-1051 7275 Walters Road Accessory Structure (Pole Barn) Submitted by Jack Blakney Attachments: 7275 Walters Road Submittal This application was approved on the Consent Agenda. V. Old Business There was no old business. VI. New Business A. AHBR 19-1047 19 Owen Brown Street (Historic District) Alteration (Shingle Replacement) Submitted by Michael Penn - Historic District Attachments: 19 Owen Brown Submittal Mr. Sugar noted the application is for replacement shingles on the main mass of the house and the porch. Mr. Sugar then described the shingles which are black to match the rest of the house. Mr. Michael Penn, roofing contractor, was present for the meeting. The Board and Mr. Penn clarified shingles will be replaced on the main mass and the porch with black roof vents installed. Mr. Grant reported that all members of the Historic District Subcommittee waived the two-meeting review period and recommended granting a Certificate of Appropriateness for the plans as presented with the addition of black roof vents. A motion was made by Ms. Davis, seconded by Mr. Caputo, to accept the recommendation of the Historic District Subcommittee. AHBR 19-1049 79 Hudson Street (Historic District) Alteration (Siding, Windows, Roof, Porch) Submitted by Jason Boltz, Wheeler-Boltz Architects - Historic District - recommend referral to Historic District Subcommittee pursuant to LDC 1203.12 - no recommendation. a) Staff notes a site visit was conducted on 10-17-19. Additional photos have been included in the submittal from the site visit to verify condition of existing siding, windows, and roof. b) Staff notes existing siding and chimney are not original to house. c) Submit sample window section for review. Attachments: 79 Hudson Street Submittal 10-9-19 79 Hudson Street Submittal 10-23-19 Mr. Jason Boltz, Architect, was present for the meeting. Mr. Sugar introduced this application for an 1835 Greek Revival Home on the WRA campus that includes siding, windows and a rear porch that will be opened up. Mr. Sugar reviewed the staff comments,noted the Secretary of the Interior's Standards and requested documentation of the proposed materials. Mr. Boltz noted the existing siding, windows and trim are not original to the home. The plan is to paint the existing siding and trim and remake the windows while correcting structural issues. Mr. Boltz explained the porch was enclosed at some point, the proposal is to remove the walls, install railing, and replicate the front doors and shutters. The proposed roofing is dimensional shingles. Board will schedule a site visit and requested samples and drawings of work to be done. This matter was continued. C. AHBR 19-881 243 Boston Mills Road Addition (Garage) Submitted by Leonard Huddleston, LDS Specialists Attachments: 243 Boston Mills Road Submittal Mr. Leonard Huddleston, contractor, was present for the meeting. Mr. Sugar showed the site plan and renderings for an addition in the rear of the house and stated that the angle of the addition is to meet the side setbacks. Mr. Sugar reviewed the staff comments and requested clarification that the materials will match the house. Mr. Huddleston and the Board discussed the existing materials of the house and garage. The Board stated that the siding of the addition must match the siding on the house. Mr. Huddleston agreed to add a window and to use block for the foundation. Ms. Davis made a motion, seconded by Mr. Bach to approve the application conditioned on the use of wood siding, a window added to the wall without fenestration and trim details to match. AHBR 19-1025 2357 Hudson Aurora Road Addition (Garage, Mud Room, Office) Submitted by David Nystrom, Alair Homes Attachments: 2357 Hudson Aurora Road Submittal Ms. Gina Bishop, homeowner, and Mark Benedict, architect, were present for the meeting. Mr. Sugar introduced the application and noted minor changes to the pitch of the dormers from the informal discussion with the Board. Mr. Sugar stated the addition foundation will match and showed updated elevations. A motion was made by Mr. Caputo, seconded by Mr. Bach, that this AHBR Application be approved. The motion carried by the following vote: Aye: 5- Mr. Bach, Mr. Caputo, Mrs. Davis, Mr. Drummond and Mr. Grant E. AHBR 19-999 5569 Timberline Trail (Reserve at River Oaks, Phase III, Lot 129) New Residential Construction (Two-Story, Single Family Home) Submitted by Jamey Heinzman, Pulte Homes Attachments: 5569 Timberline Trail Submittal Ms. Jamey Heinzman, Pulte Homes, was present for the meeting. Mr. Sugar, introduced the application and recommended approval. A motion was made by Mr. Caputo, seconded by Mr. Grant, that this AHBR Application be approved. The motion carried by the following vote: Aye: 5- Mr. Bach, Mr. Caputo, Mrs. Davis, Mr. Drummond and Mr. Grant VII. Other Business A. AHBR 9-25-2019Minutes of Previous Architectural & Historic Board of Review Meeting: September 25, 2019 Attachments: AHBR Meeting Minutes 9-25-19 A motion was made by Mrs. Davis, seconded by Mr. Caputo, that the Septembeer 25, 2019 minutes be approved. The motion carried by the following vote: Aye: 5- Mr. Bach, Mr. Caputo, Mrs. Davis, Mr. Drummond and Mr. Grant VIII. Adjournment A motion was made by Mr. Caputo, seconded by Mrs. Davis, that the meeting be adjourned. The motion carried by an unanimous vote. Revise rear elevation to meet this requirement. b) Architectural Design Standards require additions to compatible with the main structure by incorporating materials and a foundation to match.
