City of Hudson, Ohio Meeting Minutes - Final Architectural & Historic Board of Review David Drummond, Chair Arthur Morris, Secretary Christopher Bach John Caputo Nicole Davis James Grant John Workley Nicholas Sugar, Senior Planner Wednesday, January 8, 2020 7:30 PM Town Hall 27 E. Main St. I. Call To Order Chair Drummond called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Election of Officers Mr. Grant made a motion, seconded by Mr. Bach, that Mr. Drummond be nominated as Chair of the AHBR. Mr. Drummond made a motion, seconded by Ms. Davis, that Mr. Caputo be nominated as Vice Chair of the AHBR. Ms. Davis made a motion, seconded by Mr. Drummond, that Mr. Morris be nominated as Secretary of the AHBR. Mr. Drummond made a motion, seconded by Mr. Davis, that Mr. Workley and Ms. Davis be nominated to the Industrial SubCommittee. Mr. Grant made a motion, seconded by Ms. Davis, that Mr. Bach, Mr. Grant, Mr. Caputo, Ms. Davis, and Mr. Drummond be nominated to the Historic District SubCommittee. All were elected unanimously. III. Public Comment Chair Drummond opened the meeting to public comments for anyone wanting to address the Board. There were no comments. V. Consent Applications Chair Drummond noted items on the Consent Agenda have been reviewed by the Board and staff and found ready for a zoning certificate. A motion was made by Mr. Grant, seconded by Mr. Workley, that the Consent Agenda be approved. The motion carried by the following vote: Aye: 6- Mr. Bach, Mrs. Davis, Mr. Drummond, Mr. Grant, Mr. Morris and Mr. Workley A. AHBR 19-1292 5 Atterbury Boulevard, Suite 2 Sign (Building Sign - Prestige Ballroom of Hudson) Attachments: 5 Atterbury Boulevard Submittal This item was approved on the Consent Agenda. B. AHBR 19-1281 56 Library Street Alteration (Window Replacements) Attachments: 56 Library Street Submittal This item was approved on the Consent Agenda. VI. Old Business There was no old business. VII. New Business City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final January 8, 2020 A. AHBR 19-1272 2695 Pickerington Way New Residential Construction (Two-Story, Single Family Home) Attachments: 2695 Pickerington Way Submittal Mr. Andrew Eggeman, Old World Classics, was present for the meeting. Mr. Sugar introduced the application and noted a prior Council approval which placed an easement on the lot and was designed so that Pickerington Way could be extended through this lot. Mr. Sugar also displayed a map showing the subdivision off Stone Road and the proposal for a house. Staff comments included the variety of materials used on the home. Mr. Eggeman noted that stone has replaced some of the materials. The Board and Mr. Eggeman discussed the three materials used on the front of the home and the four-twelve pitch on the dormer roof which allows for egress from the window. The Board also discussed raising the height of the connector roof to match the height of the main roof and replacing the horizontal siding on the front of the house with stone. Mr. Eggeman verified each change of material is on an inside corner. Mr. Morris made a motion, seconded by Mr. Bach, to approve the application with the following two conditions: 1) The garage breezeway roof be raised to meet the 12-12 pitch of the entry doors. 2) Board and Batten siding to replace the horizontal siding on the connector between the office and front porch on the front elevation. AHBR 19-1274 6387 Forest Edge Drive (Reserve at River Oaks, Phase III, Lot 110) New Residential Construction (Two-Story, Single Family Home) Attachments: 6387 Forest Edge Drive Revised Ms. Jamey Heinzman, Pulte Homes, was present for the meeting. Mr. Sugar introduced the application and stated there were no staff comments. A motion was made by Mrs. Davis, seconded by Mr. Grant, that this AHBR Application be approved. The motion carried by the following vote: Aye: 6- Mr. Bach, Mrs. Davis, Mr. Drummond, Mr. Grant, Mr. Morris and Mr. Workley C. AHBR 19-1275 6569 Regal Woods Drive (Reserve at River Oaks, Phase IV, Lot 149) New Residential Construction (Two-Story, Single Family Home) Attachments: 6569 Regal Woods Drive Submittal Ms. Jamey Heinzman, Pulte Homes, was present for the meeting. Mr. Sugar stated staff had no comments and recommend approval as submitted. A motion was made by Mrs. Davis, seconded by Mr. Grant, that this AHBR Application be approved. AHBR 19-1276 6622 Kingswood Drive (Reserve at River Oaks, Phase IV, Lot 153) New Residential Construction (Two-Story, Single Family Home) Attachments: 6622 Kingswood Drive Submittal Ms. Jamey Heinzman, Pulte Homes, was present for the meeting. Mr. Sugar noted the rear steps are not depicted on the elevations. Ms. Heinzman stated she has not met with the homeowner regarding the plans for the rear exit. A motion was made by Mrs. Davis, seconded by Mr. Bach, that this AHBR Application be approved. The motion carried by the following vote: Aye: 6- Mr. Bach, Mrs. Davis, Mr. Drummond, Mr. Grant, Mr. Morris and Mr. Workley E. AHBR 19-1277 6686 Kingswood Drive (Reserve at River Oaks, Phase IV, Lot 159) New Residential Construction (Two-Story, Single Family Home) Attachments: 6686 Kingswood Drive Submittal Ms. Jamey Heinzman, Pulte Homes, was present for the meeting. Mr. Sugar. Recommends approval as submitted. The Board and Ms. Heinzman discussed the windows on the corners of the house, Ms. Heinzman explained these windows are to achieve a 'wrap-around' affect. A motion was made by Mr. Grant, seconded by Mr. Morris, that this AHBR Application be approved. The motion carried by the following vote: Aye: 6- Mr. Bach, Mrs. Davis, Mr. Drummond, Mr. Grant, Mr. Morris and Mr. Workley F. AHBR 19-1278 6698 Kingswood Drive (Reserve at River Oaks, Phase IV, Lot 160) New Residential Construction (Two-Story, Single Family Home) Attachments: 6698 Kingswood Drive Submittal Ms. Jamey Heinzman, Pulte Homes, was present for the meeting. Mr. Sugar noted the dormers and suggested widening the windows. Ms. Heinzman stated faux dormers with working windows are displayed on the elevation, if the windows are made larger they will seem out of proportion to the roof. A motion was made by Mrs. Davis, seconded by Mr. Grant, that this AHBR Application be approved. AHBR 19-1279 6670 Kingswood Drive (Reserve at River Oaks, Phase IV, Lot 157) New Residential Construction (Two-Story, Single Family Home) Attachments: 6670 Kingswood Drive Submittal Ms. Jamey Heinzman, Pulte Homes, was present for the meeting. Mr. Sugar stated staff had no comments. A motion was made by Mr. Grant, seconded by Mr. Bach, that this AHBR Application be approved. The motion carried by the following vote: Aye: 6- Mr. Bach, Mrs. Davis, Mr. Drummond, Mr. Grant, Mr. Morris and Mr. Workley VIII. Other Business Mr. Sugar noted the upcoming Historic District Expansion presentation to Council Workshop on January 28, 2020. He also noted a generally strong and positive response from Elm Street and Royslyn Drive residents and stated the residents of East Streetsboro Street had a weaker attendance and were less positive about the Historic District Expansion. The Board discussed the licensing of contractors doing work in Hudson. Mr. Sugar agreed to bring information regarding this to a future Board meeting. This matter was discussed A. AHBR Minutes of Previous Architectural & Historic Board of Review 12-11-2019 Meeting: December 11, 2019 Attachments: AHBR Meeting Minutes 12-11-19 Mr. Grant made a motion, seconded by Mr. Workley, that the Dec 11, 2019 minutes be approved as submitted. The motion carried by an unanimous vote. B. AHBR 4619 Staff overview of proposed Sign Code Amendments. Attachments: Sign Code Redline Mr. Sugar presented the background of the need for a review of the sign-code updates and an overview of Staff recommended amendments to the sign code. The three main areas of the amendments to the sign code were identified as: 1. A-frame signs which are currently prohibited by the LDC. 2. Widow signage. 3. Signage for upstairs and downstairs tenants Mr. Sugar reviewed the attached redline edition of the LDC Sign Code Regulations. The Board and Mr. Sugar discussed: 1) Window signs including their design and the amount of allowable display area. 2) The possibility of inside displays being part of the Sign Code revisions. 3) A-Frame signage including whether they should be allowed during special events and if they should be perpendicular to the street to remain pedestrian oriented. Adjournment Ms. Davis made a motion, seconded by Mr. Workley that the meeting be adjourned. The motion was approved unanimously. AHBR 19-1272 2695 Pickerington Way New Residential Construction (Two-Story, Single Family Home) Submitted by Theresa Boylan, Old World Classics a) Staff notes the lot split was approved by City Council in 2008 with the intent that the home would appear to be an extension of Pickerington Way and sited appropriately. b) Architectural Design Standards state there should be a single dominant material used for all the walls of the building. A second material may be used to accent certain features, such as building projection gable ends, entrance recesses or to emphasize horizontal or vertical division of the building.
