Call to Order Mayor Basil called to order the meeting of Hudson City Council at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. 2. Approval of the Minutes A. 19-0027 Minutes of Previous Council Meetings Brief Description: Draft minutes of previous meetings are provided for City Council’s review and approval. Proclamation A. 19-0028 Special Recognition of World Autism Month and World Autism Awareness Day Executive Summary: This Proclamation recognizes the month of April 2019 as World Autism Month and April 2, 2019 as World Autism Awareness Day in Hudson. Representatives from Autism Speaks and the Autism Society of Greater Akron will be in attendance to accept this Proclamation. Attachments: Hyperlink - Autism Speaks Hyperlink - Autism Society of Greater Akron Proclamation Dr. Jessica Foster accepted this Proclamation on behalf of the Autism Society of Greater Akron. She spoke about the importance of community support and services for children and families, and she noted that adults living with autism face challenges. She said that this year's theme for Autism Month is "We see things differently." She encouraged everyone to learn more about autism and the different abilities of people with autism and to embrace individuals with all different abilities. She thanked City officials for the recognition and support. Mayor Basil read this Proclamation in its entirety, recognizing World Autism Month and World Autism Awareness Day. 6. Report of Manager Ms. Howington asked Mr. Sheridan to provide details regarding the necessity for Resolution No. 19-47, authorizing a contract with Environmental Design Group (EDG). Mr. Sheridan explained that the design of the sanitary pump station, force main, and storm water management components are necessary regardless of how the property proposed for the Downtown Phase II Project is eventually developed. 9. Suspension of the Rules for the Consent Agenda A motion was made by Mr. Kelemen, seconded by Mr. Hanink, to suspend the rule requiring three readings to allow for passage of legislative items on the Consent Agenda, except for Resolution No. 19-47. The motion carried by the following vote: Aye: 5 - Mrs. Bigham, Mr. DeSaussure, Mr. Hanink, Mr. Kelemen and Ms. Radigan Approval of the Consent Agenda A motion was made by Mr. Hanink, seconded by Mrs. Bigham, to approve items 11A through 11F on the Consent Agenda. The motion carried by the following vote: Aye: 5 - Mr. DeSaussure, Mr. Hanink, Mr. Kelemen, Ms. Radigan and Mrs. Bigham A. 19-0025 A Motion to Acknowledge the Timely Receipt of the February 2019 Monthly Financial Report Brief Description: Financial summaries are provided each month for Council’s review. B. 19-42 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ELECTRIC POWER SYSTEMS FOR MAINTENANCE OF THE SOUTH MAIN STREET SUBSTATION. Brief Description: The Hudson Public Power Division (HPP) has five substations located in specific locations in the city. HPP has these substations on a five-year rotating inspections and maintenance schedule so only one substation at a time is receiving the service. In February of 2019 the Public Works Department advertised for competitive bids for the performance of the Inspection and Preventative Maintenance on the South Main St. Substation. Attachments: S. C. 19-43 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR THE SALE AND PURCHASE OF REAL PROPERTY WITH RICHARD ALLEN SEYMOUR JR. AND ERIN LEE SEYMOUR (PARCEL 41-WD) FOR THE STATE ROUTE 91 NORTH TURN LANE IMPROVEMENTS PROJECT (93822) FOR RIGHT-OF-WAY PURPOSES. Brief Description: Due to the widening of the roadway and other improvements, temporary and permanent right-of-way acquisitions are required for the project. There will be approximately 47 parcels requiring temporary and/or permanent right-of-way acquisitions. E. 19-45 A RESOLUTION AFFIRMING THE ACCEPTANCE OF GRANTS FROM MARCI MATTHEWS, THE GRACE INITIATIVE FOUNDATION TREE, THE STARR FAMILY FOUNDATION, EMS OUTREACH OF HUDSON, LEADERSHIP HUDSON CLASS OF 2018 AND HUDSON ROTARY FOUNDATION, INC. BY THE CITY MANAGER’S DESIGNEE ON BEHALF OF THE HUDSON PARKS. Executive Summary: Marci Matthews, the Grace Initiative Foundation Tree, the Starr Family Foundation, EMS Outreach of Hudson, Leadership Hudson Class of 2018 and the Hudson Rotary Foundation, Inc. have all awarded grants, totaling $16,900, to the Hudson Parks for the sponsorship of Automated External Defibrillators (AED’s) at locations throughout the Parks. F. 19-46 A RESOLUTION AFFIRMING THE ACCEPTANCE BY THE CITY MANAGER’S DESIGNEE OF AN EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT FOR LAW ENFORCEMENT FROM THE OHIO OFFICE OF CRIMINAL JUSTICE SERVICES ON BEHALF OF THE HUDSON POLICE DEPARTMENT. Executive Summary: JAG LE funds projects that reduce crime and increase public safety. The Hudson Police Department has been awarded $6,000.00 in funding for tactical headsets to be used by Metro SWAT, of which it is a member. Brief Description: The City Administration would like to continue with the main design components for the Downtown Phase 2 Project to maintain the project construction schedule for the summer, 2019. Mr. Kelemen requested that Resolution No. 19-47 be removed from the Consent Agenda. A motion was made by Mr. Kelemen, seconded by Mr. Hanink, to suspend the rule requiring three readings to allow for passage of Resolution No. 19-47. Legislation A. 19-33 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS WITH AUGERE CONSTRUCTION COMPANY FOR THE CITY ADMINISTRATION AND BUILDING RENOVATIONS PROJECT; AND DECLARING AN EMERGENCY. Brief Description: This project involves the renovations of the new City Hall Building located at 1140 Terex Road including improvements to the building floorplan with new offices, handicapped accessible restrooms, electrical improvements with new lighting and a generator, plumbing improvements to the restrooms and kitchen, HVAC improvements to the building, and miscellaneous interior renovations and the ADA accessible ramp as described on the plans and specifications for the building. City of Hudson, Ohio Page 5 City Council Meeting Minutes - Final March 19, 2019 B. 19-41 AN ORDINANCE ESTABLISHING A TEMPORARY MORATORIUM ON ENFORCEMENT OF THE LAND DEVELOPMENT CODE REGULATIONS RELATED TO WINDOW SIGNS ERECTED FOR NONRESIDENTIAL USES; AND DECLARING AN EMERGENCY. Brief Description: Request to temporarily suspend the enforcement of the Land Development Code regulations related to temporary and permanent window signs for nonresidential uses to allow City Staff to study, engage the community, and consider drafting new regulations. C. 19-48 AN ORDINANCE AMENDING SECTION 1062.02 OF THE CODIFIED ORDINANCES REGARDING RULES AND REGULATIONS RELATED TO USE OF PARKING LOTS FOR PARKS, PLAYGROUNDS, AND OTHER PUBLIC GROUNDS. Brief Description: City staff has observed vehicles being left unattended within parks while the vehicle operators leave the park property for the work day. The requested amendment would prohibit a person from parking within a park for a purpose other than use of the park.
