Call to Order Mayor Anzevino called to order the meeting of Hudson City Council at 6:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. Others & Staff in Attendance: Mayor Anzevino and Ms. Wheeler, Clerk of Council 2. Executive Session A motion was made by Mr. Banweg, seconded by Mr. Foster, to enter into executive session to interview Park Board applicants, with the Mayor in attendance. Mayor Anzevino recessed the meeting at 6:30 p.m. after the motion carried unanimously by voice vote. Aye: 4 - Mr. Banweg, Mr. Foster, Mrs. Kowalski and Mr. Sutton Mrs. Heater entered the meeting at 6:32 p.m., Mrs. Bigham entered the meeting at 6:34 p.m., and Ms. Schlademan entered at 7:22 p.m. Mayor Anzevino reconvened the meeting at 7:30 p.m. 3. Approval of the Minutes A. 22-0075 Minutes of Previous Council Meetings Brief Description: Draft minutes of previous meetings are provided for City Council’s review and approval. Attachments: August 2, 2022 Meeting Minutes - Draft August 9, 2022 Workshop Minutes - Draft There being no changes, the above minutes were approved as submitted. 6. Public Comments None. 7. Correspondence and Council Comments Mrs. Bigham requested staff to look into the city's senior services as compared to other cities like Solon. Mr. Sutton asked Park Board to look into better signage for property located at the border of Case Barlow Farm and Barlow Farm Park, after a confrontation occurred with a Case Barlow Farm board member and a resident playing with his dog. Mr. Sutton also received two constituent phone calls inquiring about the water line on Seasons Road and why they could not get a water line at their residences. Mrs. Kowalski addressed several items: 1. Brandywine/Ambrose Drive - residents state that a lot of sound comes from the Turnpike and asked if the city could do a sound study with ODOT. 2. The new website update seems to be causing issues for residents on mobile devices. 3. Residents requested better signage at First & Main for a map of shops, restaurants, and parking. 4. The crossing at Atterbury Dr. & 303 is dangerous and something needs to be done about the intersection. Mrs. Kowalski also asked Mr. Pitchford to elaborate on Ordinance No. 22-91, Prohibiting City Employees from Serving on Boards & Commissions. Mayor Anzevino stated that, as we enter into a new academic year, safety is high priority around schools, sidewalks, and bus routes. He also requested adding a future workshop item to discuss the Hudson Seniors Network and how the city can be more involved in meetings the organization's goals. Along with Mr. Banweg, Mr. Foster thanked everyone who attended and volunteered at the Hudson-Landsberg Biergarten festival and provided background on the event and organization. Mr. Foster also echoed Mrs. City of Hudson, Ohio Page 2 City Council Meeting Minutes - Final August 16, 2022 Kowalski's intersection concern and added his own experience with the intersection near SR 303 and the Library. Regarding Brandywine/Ambrose Drive, he had conversation with residents 2 years ago and reviewed previous studies. Discussion followed. Mrs. Bigham asked if any special measures could be taken at the Herrick Park & Hudson-Aurora Road intersection. The City has items planned for the area and Mr. Banweg asked for an update on the status. Mayor Anzevino addressed what seemed to be some missing metal posts under the railroad tracks towards Library St. Mr. Comeriato stated that the metal had been ordered and will be replaced when received. 8. Report of Manager Mr. Sheridan stated that the upper level of parking terrace will be open tomorrow. The City had to close it because one third of the post-tension cables snapped. Consultant score sheets for the Comprehensive Plan have been submitted. Regarding legislation, the resolutions for leases had been updated with a 3-year term, reduced fee of $100 for VA parking, pro rata refunds, and start dates of January 1, 2023. Regarding the flag flying policy legislation, the resolution was updated to only fly the national, state and city flag. 9. Discussion Items A. 22-0074 Selection of Consultant Firm to assist Council, Steering Committee, and Staff with the preparation of the 2023 Comprehensive Plan. Brief Description: Selection of Consultant Firm to assist Council, Steering Committee, and Staff with the preparation of the 2023 Comprehensive Plan Attachments: Request for Proposal - Consultant Services to Update City of Hudson Comprehensive Plan OHM Advisors Proposal Mr. Hannan received final scores and Council overall chose OHM Advisors. Ms. Schlademan asked if Council is interviewing applicants that it already intends to appoint. Discussion followed. Mr. Foster concluded that they will interview everyone and appoint all committee members at the same time. 10. Appointments Mr. Foster nominated Mr. Frank Griffiths and Mr. Michael Caspar to full terms to Park Board. Suspension of the Rules for the Consent Agenda A motion was made by Mr. Sutton, seconded by Mrs. Bigham, to suspend the rule requiring three readings to allow for passage of legislation on the Consent Agenda. B. 22-93 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROFESSIONAL SERVICES WITH ENVIRONMENTAL DESIGN GROUP FOR A HYDRAULIC STUDY FOR THE WILLOW LAKE DRIVE DRAINAGE IMPROVEMENTS. Brief Description: This Hydraulic Study will analyze storm water improvements for the City’s future, Willow Lake Drive Storm Sewer Improvements. C. 22-94 AN ORDINANCE VACATING A PORTION OF A SANITARY SEWER EASEMENT AND ACCEPTING THE DEDICATION OF A SANITARY SEWER EASEMENT IN COLONY PARK. Brief Description: Staff is requesting an easement dedication and vacation to accommodate the new Summit County Department of Sanitary Sewer Services sanitary pump station in Colony Park. Brief Description: This project consists of the installation of new traffic signals at the intersection of Stow Road and Middleton Road. BARLOW ROAD RESURFACING PROJECT (PID# 116925). Brief Description: This project is for the resurfacing of Barlow Road from the Norfolk Southern Railroad Tracks (near Address #2001), east, to Stow Road. Brief Description: This project will alter the turn lanes at SR 91 and Terex Road to provide "positive" offsets from the opposing eastbound and westbound Terex Road left turn lanes. Brief Description: This project is to construct a 10-foot-wide asphalt trail starting at the railroad crossing at Barlow Road, then south, three and a half miles along the existing railroad line to Springdale Road in Stow. K. 22-102 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AMENDED LOCAL PUBLIC AGENCY (“LPA”) AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE SOUTH MAIN STREET IMPROVEMENT PROJECT (SUM-SR 91 13.45, PID# 106445); AND DECLARING AN EMERGENCY. Brief Description: The SR 91 S. Widening Project has received additional Federal funding from the Akron Metropolitan Area Transportation Study (AMATS) and requires the LPA to endorse the amended agreement and assume 20% of the local match, including any cost overruns. Brief Description: The Laurel Lake Residents Association has donated $15,500 to Hudson Emergency Medical Services to purchase a LUCAS 3, Chest Compression System. Brief Description: At the direction of City Council, staff has developed a formal flag flying policy for all City owned government/public owned buildings and facilities. Staff wishes to review the policy with Council and pass a Resolution establishing the official policy. Adjournment Prior to adjourning the meeting, Mr. Foster addressed the issue of people driving down the access road on Nicholson Drive. He requested the staff put up posts to prevent non-utility vehicles from driving too far down.
