Call to Order President of Council Foster called to order the workshop of Hudson City Council at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. Correspondence and Council Comments Mr. Sutton thanked Engineering staff for meeting with the residents of Willow Lake regarding a drainage study that is being performed. He further thanked Safety Forces for the Open House that was held over the weekend, and thanked those staff members that assisted with getting the information needed for the submission of the Hines Hill Grade Separation Grant application. Mr. Sutton also stated that he had a couple residents ask about the status of the Quiet Zone projects, and asked if staff could talk with Legal about getting this moving. Mrs. Kowalski also thanked Safety Services regarding the Open House that was held over the weekend. She further stated that due to all of the resident e-mails regarding a senior center, that she would like to bring City of Hudson, Ohio Page 1 City Council Workshop Meeting Minutes - Final October 11, 2022 forward discussion of a recreation center at a future workshop. Mr. Foster also thanked staff regarding the Hines Hill Grade Separation grant application. 3. Discussion Items A. 22-141 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS FOR THE PURCHASE OF UP TO TWO VEHICLES FOR THE POLICE DEPARTMENT; AND DECLARING AN EMERGENCY. Brief Description: Police Chief Tabak will discuss the Police Fleet Vehicles and provide a status update on vehicle orders. Attachments: Police Feet Memo 2022 Montrose Ford E-mail Ordinance No. 22-141 Mr. Foster stated that all contracts for Police vehicles, state wide, have been cancelled. Chief Tabak stated that out of the 8 vehicles that were ordered in 2021 and 2022, they have received 1. He further stated that this legislation would allow them to purchase vehicles that are not under state bid, if they are able to locate any. This matter was discussed. B. 22-0051 Fiber to Residential Neighborhoods Brief Description: The City staff have been exploring opportunities of how to provide fiber access to all Hudson residents efficiently and at a low cost to the City. To investigate these new opportunities in more detail, staff would like to issue an RFP to gauge the interest of potential firms to fund and build additional residential fiber options throughout the City of Hudson. Attachments: FttH Hudson VBB P3 - RFP - 10-5-2022 Fiber to the Home - Presentation Mr. Leedham stated that this RFP would allow the build out of the network to residential areas. He further stated that the RFP's will be due back in December, they will be evaluated and staff will return to Council with their recommendation. Mrs. Bigham asked if this was a public/private partnership and how will it reduce current Velocity Broadband debt. Mr. Leedham stated that they will have a better idea on how this will work once the RFP's are submitted and they are evaluated. This matter was discussed. C. 22-136 AN ORDINANCE ESTABLISHING SECTION 243.23 TO THE CODIFIED ORDINANCES TO ADOPT A MONTHLY TRANSPARENCY IN EXPENSES REPORT SUPPLIED TO CITY COUNCIL BY THE DIRECTOR OF FINANCE Brief Description: City Council has requested the Finance Director provide a detailed monthly report of City expenses paid in the prior month. Council discussion followed that included need for this separate Ordinance and reason for the additional reports. There was Council consensus to move forward with the single month report in lieu of the 3 month report. This matter was discussed. D. 22-115 AN ORDINANCE ADOPTING GUIDELINES FOR THE USE AND/OR RENTAL OF SPACE AT CITY HALL AND AT OR UPON OTHER CITY PROPERTY. Brief Description: A discussion authorizing the City Manager to establish guidance rules for the use of space at City Hall and at or upon other City property. There were concerns raised regarding the removal of the exclusion of Town Hall. This matter was discussed. E. 22-0088 Preliminary 2023 - 2027 Five-Year Plan Review Brief Description: Staff will present 2023-2027 Five Year Plan Capital for Water, Electric, Storm Water, Golf, Velocity Broadband, and Fleet. Attachments: 2023 - 2027 Five Year Plan - Original Draft 9-27-22 2023 Fleet Replacement Plan 091922 Mr. Griffith went over the following funds: water, electric, storm water, golf, velocity broadband and fleet. Discussion included number of water projects in 2023, anticipated upgrades near former Youth Development Center property on Hines Hill Road, and new Clubhouse and feasibility of renovating the existing facility. This matter was discussed. F. 22-0089 Hudson Water Rate Study Brief Description: CT Consultants completed a water rate study for the City of Hudson Water System. There are two chapters to the study. The first chapter focuses on creating a blended water rate for all customers and rate increases necessary for the continued operation of the water system. The second chapter focuses on the water system expansions Council requested be reviewed by the consultant and the estimated costs for the various expansions. The purpose of tonight’s discussion is Chapter 1, the blended rate model. We will come back to City Council at a later date to discuss Chapter 2 and the proposed expansions. CT Consultants provided an overview of the study. Mr. Sheridan stated that staff will set-up an Ad-Hoc committee to look at setting a policy on expanding the water system and come back to Council in early January. This matter was discussed. 4. Proposed Consent Agenda for October 18, 2022, Council Meeting A. 22-0091 A Motion to Acknowledge the Timely Receipt of the September 2022 Monthly Financial Report Brief Description: Financial summaries are provided each month for Council’s review. Brief Description: This Ordinance will amend the 2022 budget for additional and/or amended appropriations as listed in the attached Exhibit A. Brief Description: The City of Hudson has been awarded a donation from EMS Outreach of Hudson in the amount of $4000.00 to fund the purchase of two automatic external defibrillators (AED) with temperature-controlled cabinets for installation on the downtown Greens. Items to be Added to Future Agendas Mrs. Kowalski would like to discuss a recreation center and senior center at a future workshop. Discussion followed regarding having the Comprehensive Steering Plan Committee reach out to the community regarding the want for a recreation center and to invite members from the Senior Committee to speak to Council regarding a senior center. Mr. Sheridan stated that he will reach out to the Senior Committee. 7. Executive Session A motion was made by Mr. Foster, seconded by Mrs. Bigham, to enter into executive session pursuant to Ohio Revised Code Section 121.22(G) to 1.) consider confidential information related to a special business strategy of an applicant for economic development assistance, 2.) to consider the purchase of property for public purposes, and 3.) to consider a personnel matter concerning the employment of a public employee. Mr. Foster invited the following personnel to attend: Council members, Mr. Sheridan, Mr. Comeriato, Mr. Knoblauch, and Mr. Stifler. Mr. Foster recessed the meeting at 9:38 p.m. after the motion carried by the following vote: Aye: 5 - Mrs. Bigham, Mr. Foster, Mrs. Heater, Mrs. Kowalski and Ms. Schlademan Recused: 1 - Mr. Sutton Mr. Foster reconvened the Council workshop at 10:30 p.m. 8.
