327 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JANUARY 10, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Pre - Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, January 10, 2023. The Meeting was called to order with Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks present. Mayor Ware, City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP were present at the meeting. There were two individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JANUARY 10, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber of Hueytown City Hall on Tuesday, January 10, 2023. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order by Council President Wright at 6: 03P. M. with approximately eleven individuals in the audience. The invocation was given by Council Member Hurliman followed by the Pledge of Allegiance. Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks being Present. City attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was present. Kailah Hegler from the Western Star was also present. 2. APPROVAL OF MINUTES Council Member Jacks made a motion followed by a second to the motion by Council Member Pickens to approve the December 20, 2022 Pre -Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. A Motion by Council Member Pickens to add Resolution Numbers 6416, 6417 and 6418 to the meeting agenda followed by a second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 3. MAYORS REPORT The Mayor welcomed everyone present and thanks them for taking time out of their busy schedules to learn what' s happening in the City. The Mayor yields his time to Dr. Walter Gonsoulin, Jr., Superintendent from the Jefferson County Schools who gave an update on the Hueytown Schools and introduced the Principles serving in the local Schools. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, reports the Council has received the City' s December financial report and is in review. Zinnerman January 10, 2023 City Council Meeting Minutes Page 1 Of 5  reports the City has received the November and December Garbage invoices from the City's garbage contractor which is double in cost due to the price increase effective November 1, 2022. b) Planning and Development Committee: Council Member Pickens, no report. c) Public Safety Committee: Council Member Hurliman, reports the calls for December were up about five percent from previous month and appreciates the work the departments do. d) Public Works and Parks Committee: Council Member Jacks, reports meeting next week. 5. OFFICERS REPORT a) Police Department, Chief Mike Yarbrough: Chief Yarbrough reports calls are up but is normal during the holiday season. Chief Yarbrough b) Fire Department, Chief Scotty Morris: Assistant Fire Chief, Sullivan, no report. c) Public Works 8v Parks Department, Director Mike Butts, no report. d) Building and Zoning Department, Inspector Barry Humphries: Inspector Humphreys, no report. 6. GREAT THINGS HAPPENING IN HUEYTOWN a) Debbie Kiker, Executive Director for the Hueytown Chamber of Commerce reports: i. Happy New Year and a Thank You to the Hueytown Police Department to recognize Law Enforcement Appreciation Day, January 9, 2023. ii. The Chamber Board is meeting this month to plan activities for 2023. iii. Introduced Chamber Board members who are present at the Council meeting. iv. January Business of the month is L & L American. v. Thank You to Charlie Waldrep and McDonald' s Black Family Restaurants for their generous financial donation to the Chamber' s High School Scholarship Fund. vi. Business After Hours - Munch and Mingle event scheduled for February 9, 2023 at Venue 3131 at 6: OOP. M.. vii. The Junior Leadership Team Welcome is meeting scheduled for Saturday, January 14, 2023. viii. The Chamber Awards Dinner celebrating the 2022 Chamber Stars is planned for March 10, 2023 at Venue 3131. ix. The Chamber presented a check to representatives from the Baptist Health Foundation for the amount of $ 5, 148. 00 from funds raised from the Chamber' s first Breast Cancer Event. The funds are to assist individuals who could not afford a Mammogram and for parking fees. x. Remember to Shop Local! xi. Introduced Mr. Jon Killingsworth of McAlla Neighbors Magazine spoke to the Mayor and Council of the magazine. Mr. Killingsworth states the estimated household distribution for the magazine as 3, 000 in the City of Hueytown. b) Emmanuel Jones, Vice -President of the Hueytown Arts Council reports: i. The Arts Council is planning the 2023 City Fest Event being held this coming summer. ii. The Arts Show is scheduled for March 9, 2023 being held at the North Highlands Baptist Church. iii. The Arts Council is now accepting applications for the Scholarship program which will be awarded to two students. c) Carroll Rector, Director of the Hueytown Public Library reports: i. Pre -School Story Time resumes in the New Year. ii. Reports of contacting the Hueytown Schools to determine if there is a way to assist the school system to identify and work with students with the reading program as continuance of the past summer' s reading tutor program. BILLS FOR APPROVAL A motion by Council Member Zinnerman presented a list of bills totaling 827, 511. 74 and made a motion to approve the list of bills presented for payment. Council Member Jacks made a second to the motion. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. A motion by Council Member Hurliman was made to adopt Resolution Number 6407 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 10. RESOLUTION 6408 Resolution 6408 was presented to the Council to consider confirming the report of costs and create a Special Assessment Lien on the property located at 113 Vail Avenue. A motion by Council Member Pickens was made to adopt Resolution Number 6382 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 11. RESOLUTION 6409 Resolution 6409 was presented to the Council to consider confirming the report of costs and create a Special Assessment Lien on the property located at 130 Lindberg Road. A motion by Council Member Hurliman was made to adopt Resolution Number 6409 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 12. RESOLUTION 6410 Resolution 6410 was presented to the Council to consider confirming the report of costs and create a Special Assessment Lien on the property located at 130 Patricia Street. A motion by Council Member Pickens to adopt Resolution Number 6410 was made with a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Pickens to adopt Resolution Number 6412 was made with a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 15. RESOLUTION 6413 Resolution 6413 was presented to the Council to consider confirming the report of costs and create a Special Assessment Lien on the property located at 1738 Robins Street. A motion by Council Member Pickens to adopt Resolution Number 6413 was made with a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 16. RESOLUTION 6414 Resolution 6414 was presented to the Council to consider declaring and deeming certain Municipal Personal Property surplus, not needed for public purposes and to authorize the disposal thereof. Resolution 6414 was presented as the first reading to be considered at the next City Council meeting scheduled for January 24, 2023. 17. RESOLUTION 6415 Resolution 6415 was presented to the Council to consider amending the Fiscal Year 2023 Budget to authorize the purchase of Park Recreation Equipment. Resolution 6415 was presented as the first reading to be considered at the next City Council meeting scheduled for January 24, 2023. 18. RESOLUTION 6416 Resolution 6416 was presented to the Council to consider amending the Fiscal Year 2023 Budget to authorize a one- time donation to the Hueytown High School Cheerleading Booster Club. Resolution 6416 was presented as the first reading to be considered at the next City Council meeting scheduled for January 24, 2023. 19. RESOLUTION 6417 Resolution 6417 was presented to the Council to consider amending the Fiscal Year _ 2023 Budget to authorize repairs to the Field Lights at Brooklane Park. Resolution 6417 was presented as the first reading to be considered at the next City Council meeting scheduled for January 24, 2023. 20. RESOLUTION 6418 Resolution 6418 was presented to the Council to consider amending the Fiscal Year 2023 Budget to authorize Sanitary Sewer Repairs at Fire Station II. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Dennis Wilson at 1105 25t' Avenue North regarding the property at 1101 25" Avenue North nuisance issues. The Mayor informed Mr. Wilson to call the City' s Police Department if issues continue. b) Libby Rich at 142 Lindberg Road thanks to the City for resolving the tree issue by her property. 22. ADJOURNMENT With no further business to come before the Council Meeting; a motion by Council Member Hurliman was made to adjourn the meeting.
