MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 27, 2024 The City Council of the City of Hueytown, Alabama, met at 5: 30P.M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, February 27, 2024. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP were also present. There were five individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 27, 2024 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, February 27, 2024. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 01P. M. with approximately forty- nine individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Hurliman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was lead by Council Member Hurliman. 4. ROLL CALL Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks being present. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were Present. 5. MEDIA RECOGNITION: Kailah Hegler from the Western Star was identified at the meeting. 6. APPROVAL OF MINUTES Council Member Zinnerman made a motion followed by a second to the motion by Council Member Hurliman to approve the February 13, 2024 Pre -Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Pickens made a motion to adopt the meeting agenda as published with the addition of item 14F regarding a request for a hearing regarding a declared February 27, 2024 City Council Meeting Minutes Page 1 Of 5  10* Public Nuisance on the property located at 109 Gwin Avenue followed by a second to the motion by Council Member Zinnerman. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomes each and everyone present and invites others to attend for any concerns they may have with the City. The Mayor recognized and thanks the Hueytown Fire and Police Departments regarding their response to the recent fire along Johns Road. Mayor also The recognized the assisting neighboring City Fire Departments Bessemer, Lakeview, McAdory, Hoover and Midfield who assisted in response to the fire. The Mayor read a letter of recognition for the Hueytown Middle School Girls Basketball Team and presented the letter to the Coaches and team -members. To the Hueytown Middle School Girls Basketball Team and Coaches, Congratulations on another incredible season! Your 2024 record of 23 wins and 1 loss in addition to your 2023 record of 24 wins and 0 losses are truly worthy of celebration. These wins demonstrate focus, dedication, discipline, and good old- fashioned hard work. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report but states there was a Planning and Zoning Commission meeting last week. c) Public Safety Committee: Council Member Hurliman, no report. d) Public Works and Parks Committee: Council Member Jacks, states the Parks and Recreation Board had a meeting last week. Council Member Jacks state the Park and Recreation Board is focusing on the City' s Pocket Parks. Council Member Jacks reports the Spinner Playground equipment has been installed at Martin Luther King, Jr. and Brooklane Parks. Council Member Jacks reminds everyone that animals are not allowed in the parks but the City does have a Dog Park for dogs and also reminds everyone that there is no smoking allowed in the City' s parks. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - reports the department is conducting safety checks in all parts of the City. b) Fire Department: Chief Sullivan - absent. c) Public Works/ Street and Parks Department: Public Works Director Gant - no report. d) Building and Zoning Department: Inspector Humphries - no report. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce, Debbie Kiker Reports: i. The Women In Business Luncheon is scheduled for March 8, 2024 at 11: 30AM at Venue 3 13 1. ii. The Chamber Awards Celebration event is scheduled for March 15, 2024 at Venue 3131. iii. The Hueytown Chamber Chat Podcast is up and running. iv. A shout out to the Junior Ambassador Program which has grown leaps and bounds with the participants introduced to the Mayor and City Council. v. The Hueytown Chamber Of Commerce Scholarship program continues to accept applications and this year implemented a requirement to participate in the Junior Ambassador program. vi. The Easter Egg Drop event is scheduled for March 30, 2024. vii. Mark Your Calendars for City Fest scheduled for June 8, 2024. viii. The Hometown Hero Banner Sale continues. ix. Shop Local. x. Reports the Tutored Reading Program in the Month of July for children first grade up to fourth grade. ii. Announced the performance by Sean of the South scheduled for April 13, 2024 at North Highlands Baptist Church with tickets on sale through www. eventbrite. com. iii. Thanks to the Hueytown Street Department for hanging the banner signs. iv. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 139, 886. 54 and made a motion to approve the list of bills which were presented for payment followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. RESOLUTIONS: a) Resolution 6759 Resolution 6759 was presented to the City Council to order the abatement of a public nuisance of an unsafe structure located at 216 Pinewood Avenue, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6759 followed by a second to the motion by Council Member Hurliman. Upon a rol call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes.The motion carried unanimously. b) Resolution 6760 Resolution 6760 was presented to the City Council to order the abatement of a public nuisance of an unsafe structure located at 206 Pinewood Avenue, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6760 followed by a second to the motion by Council Member Hurliman. Upon a rol call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes.The motion carried unanimously. c) Resolution 6761 Resolution 6761 was presented to the City Council to order the abatement of a public nuisance of an unsafe structure located at 301 Carver Avenue, Hueytown. A motion by Council Member Zinnerman was made to adopt Resolution Number 6761 followed by a second to the motion by Council Member Hurliman. Upon a rol call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes.The motion carried unanimously. d) Resolution 6762 Resolution 6762 was presented to the City Council to declare a public nuisance and order the abatement of Weed, Trash and/ or inoperable vehicle located at 216 Newport Drive, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6762 followed by a second to the motion by Council Member Hurliman. Upon a rol call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes.The motion carried unanimously. February 27,2024 City Council Meeting Minutes Page 4 Of 5 ZOA Z e) Resolution 6763 Resolution 6763 was presented to the City Council to consider the waiver of Fees to the Hueytown Chamber Of Commerce for Special Events the Chamber sponsors during the 2024 calendar year. A motion by Council Member Jacks was made to adopt Resolution Number 6763 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. f) Public Hearing Request for 109 Gwin Avenue: Council President announced for anyone present to address the City Council regarding a Public Hearing Request for the property located at 109 Gwin Avenue. After approximately two minutes, no individual came forward to address the City Council. President Wright closed this item. 15. ORDINANCES: a) There were no Ordinances To Consider. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Mr. Tommy Jones at 401 Laird Avenue states the City needs to have an advocate for individuals hurt in crimes. Mr. Jones spoke about a matter he had with the Police Department. The Mayor addressed this matter followed by Police Chief Yarbrough and the City attorney. b) Candidate Chuantae Brown addressed the Council and Audience as a candidate for District Court Judge Bessemer Cut-off Place 11. c) Mr. Curtis Richie at 56561 Johns Road thanks the Fire Department for the response to the fire this past week. Also, asks about the curve chevrons on Johns Road that are missing. The Mayor directed this matter to the Public Works Director. d) Mr. Robin Ingles at 204 Tuft Circle thanks the City for recognizing Rider for his Eagle Scout accomplishment. Also, thanks to the City for the sidewalks being installed. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Zinnerman made a motion to adjourn.
