445 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 28, 2025 The City Council of the City of Hueytown, Alabama, met at 5: 40 P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, October 28, 2025. President Hurliman called the meeting to order with Council Members Zinnerman, Randall, Wright and Jacks present. The Mayor and City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP were also present. There were six individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 28, 2025 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, October 28, 2025. 1. CALL TO ORDER: Council President Hurliman called the meeting to order at 6: 01 P. M., with approximately five individuals in attendance. 2. INVOCATION: The invocation was delivered by Council President Hurliman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council President Hurliman. 4. ROLL CALL Council Members Zinnerman, Randall, Hurliman, Wright, and Jacks were present. Mayors Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart 8s Kendrick, LLP, were also present. 5. MEDIA RECOGNITION: Kailah Hegler representing the Western Star was present. 6. APPROVAL OF MINUTES Council Member Wright followed by a second by Council Member Zinnerman, to approve the minutes of the following meetings as previously received, dispensing with the reading: a) October 14, 2025: Pre -Council and Council Meetings. A roll call vote was conducted. President Hurliman and Council Members Zinnerman, Randall, Wright, and Jacks voted in favor. There were no opposing votes. President Hurliman declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: October 28, 2025 Council Meeting Minutes Page 1 Of 8 Council Member Randall moved to adopt the published agenda omitting item 14L Resolution Number 7268 with Council Member Jacks seconding the motion. A roll call vote was conducted, with President Hurliman and Council Members Zinnerman, Randall, Wright and Jacks voting in favor. There were no opposing votes. 8. MAYORS REPORT: Mayor Ware welcomed all attendees and expressed appreciation for their time and continued interest in City affairs. He announced that the Hueytown Golden Gophers will play this coming Thursday night and recognized them as regional champions. Mayor Ware also announced that Chick- Fil- A is coming to Hueytown and provided an update regarding the City' s support for the Northern Birmingham Beltline, sharing information about the project' s progress and significance. Additionally, the Mayor presented a Proclamation for National First Responders Day, honoring the service and dedication of first responders within the community. PROCLAMATION RECOGNIZING NATIONAL FIRST RESPONDERS DAY WHEREAS, first responders — including law enforcement officers, firefighters, emergency medical personnel, dispatchers, and other public safety professionals — are the first to arrive and provide critical assistance during moments of crisis, disaster, and emergency; and WHEREAS, these dedicated men and women put their lives on the line each day to protect the residents, visitors, and businesses of the City of Hueytown, often working long hours under challenging and dangerous circumstances; and WHEREAS, the bravery, professionalism, and selfless service of first responders exemplify the highest standards of public service and community commitment; and WHEREAS, National First Responders Day, observed annually on October 28, provides an opportunity to honor and express our deepest gratitude to these courageous individuals for their steadfast dedication to public safety and the well- being of our community; and WHEREAS, City of Hueytown is proud to recognize and celebrate the the extraordinary efforts of its first responders, whose skill, sacrifice, and compassion make our city a safer place to live, work, and visit. NOW, THEREFORE, I, Stephen M. Ware, Mayor of the City of Hueytown, Alabama, do hereby proclaim October 28, 2025, as NATIONAL FIRST RESPONDERS DAY in the City of Hueytown, and encourage all citizens to join me in expressing appreciation to our first responders for their invaluable service and continued commitment to protecting our community. GREAT THINGS HAPPENING IN HUEYTOWN: a) Chamber of Commerce, Jay Jacks Reports: i. Thanks to the Public Works, Police and Fire Departments and everyone else that helped to make the It' s Fall Y' all a successful event. ii. McDonald' s Ribbon Cutting is scheduled for November 1, 2025. iii. Announced the Christmas Parade is scheduled for December 6, 2025 beginning at 2: OOP. M. followed by Christmas Lighting in the Park beginning at 4: OOP. M.. iv. Announced Supper with Santa and Friends event scheduled for December 11, 2025 at the Recreation Center. v. Remember to shop local. b) Hueytown Library, Director Carroll Rector Reports: i.Announced the Reading Buddies program is the first and third Mondays 3: 30P. M. of each month. ii. Story Time for Preschool reading program is Second and Fourth Thursdays at 11: OOA. M. iii. The Library participated in the Chamber Breast Cancer Event. iv. Trick or Treat Time from 4: OOP. M. to 6: OOP. M.. v. November the Library will be celebrating our veterans. c) Hueytown Arts Council, Michelle McClinton Reports: i. Announced the Magic Show was a sold out event. ii. November 15, 2025 the Candy Cane Lane event is scheduled and will be held at the Rec Center. iii. Announced the play Best Christmas Pageant Show Ever scheduled for November 20, 21, 22 and 23, 2025. iv. Announced the Christmas Cabaret show is planned and be on the lookout for details, www. hueytownartscouncil. or . d) Parks and Recreation, Jay Jacks Reporting: i. Reports the game room is open at the Recreation Center. ii. Walking Track open Tuesday, Wednesday and Thursday Mornings from 8: 30 to 11: 30 and Monday, Tuesday and Thursday evenings from 5: 30P. M. to 7: 30PM. Watch Chamber of Commerce website for up to date information. iii. Announced a Crochet Class on Thursday evenings. Working on a County Line Dance, Special Game Night, Movie Night and Exercise Class. 12. Mr. Todd Murphy at 1546 26t' Avenue North addressed the Mayor and Council seeking additional time to abate the nuisance. Council Member Wright moved to adopt the resolution with a sixty day extension and to report at the January 13, 2026 meeting, with Council Member Randall seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall, Wright and Jacks voting in favor. With no opposing votes, the motion passed unanimously. b) Resolution 7258 Resolution 7258, declaring a Public Nuisance and order the abatement of weeds, trash and/ or inoperable motor vehicle located at 310 Wickstead Road, Hueytown. Council Member Wright moved to adopt the resolution, with Council Member Randall seconding the motion. ORDINANCES: a) N/ A EXTEND THE FLOOR TO THE PUBLIC Before opening the floor to public comments, President Hurliman reminded attendees of the following guidelines: Individuals wishing to address the Council must state their name and address. Speakers must be residents of Hueytown. Comments are limited to three minutes per person. a) Mr. Larry Coachman, of 521 Marsh, addressed Resolution No. 7184 concerning a public nuisance. He stated that while the vehicle has been removed, the trash on the property remains. Mayor Ware informed Mr. Coachman that the abatement process is currently underway. b) Mr. Michael Staley 1097 Alster Road, thanked the Mayor and Council for support of the Birmingham Northern Beltline. c) Attorney Charlie Waldrep spoke of what it took for the City to secure Chic- Fil- A to locate in Hueytown. 16. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Zinnerman moved to adjourn the meeting with Council President adjourning the meeting at 6: 48 P.
