457 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 18, 2025 The City Council of the City of Hueytown, Alabama, met at 5: 30 P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, November 18, 2025. President Hurliman called the meeting to order with Council Members Zinnerman, and Jacks present. The Mayor was absent and City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were also present. There were six individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 18, 2025 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, November 18, 2025. 1. CALL TO ORDER: Council President Hurliman called the meeting to order at 6: 01 P. M., with approximately nineteen individuals in attendance. 2. INVOCATION: The invocation was delivered by Council Member Zinnerman. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council President Hurliman. 4. ROLL CALL Council Members Hurliman and Jacks were present. Mayor Stephen Zinnerman, Ware was absent and City Attorney Charlie Waldrep of Waldrep Stewart 8s Kendrick, LLP, was also present. 5. MEDIA RECOGNITION: Kailah Hegler representing the Western Star was present. 6. APPROVAL OF MINUTES Council Member Jacks moved, seconded by Council Member Zinnerman, to approve the minutes of the following meetings as previously received, dispensing with the reading: a) October 28, 2025: Pre - Council and Council Meetings. b) November 03, 2025: Council Meeting. A roll call vote was conducted. President Hurliman and Council Members Zinnerman, and Jacks voted in favor. There were no opposing votes. President Hurliman declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: November 18, 2025 Council Meeting Minutes Page 1 Of 5 Council Member Zinnerman moved to adopt the published agenda with the addition of item 15J Resolution Number 7302, with Council Member Jacks seconding the motion. A roll call vote was conducted, with President Hurliman and Council Members Zinnerman and Jacks voting in favor. There were no opposing votes. 8. Resolution 7301 Resolution No. 7301 - Appointment of Gaile Randall as Council Member for District Two. Council Member Jacks moved to adopt Resolution No. 7301, with Council Member Zinnerman seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman and Jacks voting in favor. With no opposing votes, the motion carried unanimously. Judge Ken Moore administered the Oath of Office to Council Member Randall, who then took her seat at the council bench for the remainder of the meeting. 9. MAYORS REPORT: The Mayor was absent. 10. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Hurliman, no report. c) Public Safety Committee: Council Member Wright, d) Public Works and Parks Committee: Council Member Jacks, reports the Rec Center is will be closed Thursday through the holiday week. 11. OFFICERS REPORT a) Police Department, Chief Yarbrough, no report. b) Fire Department, Chief Sullivan, no report. c) Public Works/ Parks Department, Public Works Director Gant, no report. d) Building 8s Zoning Department, Building Inspector Williamson, no report. 12. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall, and Jacks voting in favor. With no opposing votes, the motion carried unanimously. Council Member Jacks moved to adopt Resolution No. 7293 with Council Member Zinnerman seconded the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall and Jacks voting in favor. With no opposing votes,the motion carried unanimously. b) Resolution 7294 Resolution 7294, declaring a Public Nuisance and order the abatement of weeds, trash and/ or inoperable motor vehicle located at 2388 Zinnia Drive, Hueytown. Council Member Randall moved to adopt the resolution, with Council Member Zinnerman seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall, and Jacks voting in favor. With no opposing votes,the motion passed unanimously. c) Resolution 7295 Resolution 7295 declaring a Public Nuisance and order the abatement of weeds, trash and/or inoperable motor vehicle located at 142 Lindberg Road,Hueytown. Council Member Randall moved to adopt the resolution, with Council Member Zinnerman seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall, and Jacks voting in favor. With no opposing votes,the motion passed unanimously. d) Resolution 7296 Resolution 7296 orders the abatement of a Public Nuisance of an unsafe structure located at 1701 26`h Avenue North, Hueytown. Council Member Zinnerman moved to adopt the resolution, with Council Member Jacks seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall and Jacks voting in favor. With no opposing votes,the motion passed unanimously. Council Member Jacks moved to adopt the resolution, with Council Member Zinnerman seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall and Jacks voting in favor. With no opposing votes, the motion passed unanimously. — fl Resolution 7298 Resolution 7298, award the bid for the West Rock Preserve Trails Project. Council Member Randall moved to adopt resolution 7298, with Council Member Jacks seconding the motion. With no opposing votes, the motion passed unanimously. g) Resolution 7299 Resolution 7299, authorize the approval of an Alcohol License for Virginia Mines Food Mart. Council Member Jacks moved to adopt the resolution, with Council Member Zinnerman seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall and Jacks voting in favor. With no opposing votes, the motion passed unanimously. h) Resolution 7300 Resolution No. 7300, adopt the operating funds budget for the fiscal year 2025- 2026. Council Member Zinnerman moved to adopt the resolution, with Council Member Jacks seconding the motion. A roll call vote was conducted, with Council President Hurliman and Council Members Zinnerman, Randall and Jacks voting in favor. With no opposing votes, the motion carried unanimously. i) Resolution 7301 Resolution 7301, action taken as item eight ( 8) above earlier in the meeting. j) Resolution 7302 Resolution No. 7302, declaring a Public Nuisance and order the abatement of weeds, trash and/ or inoperable motor vehicle located at 3256 Churchview Way, Hueytown. Council Member Randall moved to adopt the resolution, with Council Member Zinnerman seconding the motion. A roll call vote was conducted, with Council — President Hurliman and Council Members Zinnerman, Randall, and Jacks voting in favor. With no opposing votes, the motion passed unanimously. 16. ORDINANCES: a) N/ A EXTEND THE FLOOR TO THE PUBLIC November 18, 2025 Council Meeting Minutes Page 4 Of 5  461 Before opening the floor to public comments, President Hurliman reminded attendees of the following guidelines: Individuals wishing to address the Council must state their name and address. Speakers must be residents of Hueytown. Comments are limited to three minutes per person. a) Mr. Ronnie Patterson, 642 McPhearson, thanked the Mayor and Council for being good stewards of public funds and for their continued support of the City's public safety departments by providing the necessary equipment for them to perform their duties. b) Ms. Linda Nelson, 315 Harlem Avenue, invited the Council Members to attend the local Kiwanis Club meeting. c) Ms. Holly Garren, 145 Midway Drive, thanked the Police Department for its professionalism while addressing a situation in her neighborhood. Ms. Garren also inquired about when repairs will be made to the roadway at the railroad crossing on Allison Bonnett Memorial Drive. President Hurliman addressed Ms. Garren' s concern stating the road is a Jefferson County maintained road and the Mayor has made many inquiries to the County regarding this matter. d) Ms. BeLinda Jones, 4953 Mountain Road, requested assistance in addressing the deteriorated road conditions, noting numerous potholes. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council President Hurliman adjourned the meeting with Council President adjourning the meeting at 6: 26 P. M..
