Presentation, possible action, and discussion on the approval of Ordinance No. 22-920, an ordinance amending Chapter 34 “Solid Waste” by amending Article II “Collection and Disposal”; providing for refuse collection; providing for disposal or removal of solid waste; providing for trash cans and receptacles; prohibiting sanitary landfills; prohibiting nuisances; providing for requirements for commercial and residential collection; providing for a license to be required; providing a penalty; providing for savings and severability; providing for publication and an effective date. 7. Presentation, possible action, and discussion on the approval of Ordinance No. 22-921, an ordinance amending Chapter 18 “Fire Prevention and Protection”, Article IV “Fire Code” Section 98 “Adopted”, subsection a “Modifications to 2018 International Fire Prevention Code” by adopting a local amendment to the fire code regarding fire protection water supplies and fire hydrant spacing; providing a penalty up to $2,000 per day for each violation; and making other findings and provisions related thereto. 8. Presentation, possible action, and discussion on the approval of Ordinance No. 22-922, an ordinance encumbering funds budgeted in Fiscal Year 2021 for specific property improvements to be performed during Fiscal Year 2022. 9. Presentation, possible action, and discussion on the approval of Ordinance No. 22-923, an ordinance amending City of Humble Ordinance 21-906, passed and approved the 14th day of September 2021 and being an ordinance adopting the City of Humble budget for Fiscal Year 2021-2022, by adding to the budget adopted hereby an Addendum no. 5; providing for a certain amendment to such budget; making certain findings; and providing other matters related to the subject. 10. Presentation, possible action and discussion to approve a general services agreement between the City of Humble, Texas and Texas Cemetery Restoration, LLC to provide for the restoration, repair and leveling of monuments at The Old Humble Cemetery in the amount of $9,939.75. Presentation, possible action and discussion to approve a joint participation agreement between the City of Humble, Texas and Humble Independent School District to construct drainage facilities and other associated improvements and/or amenities for public use on approximately 35 acres of real property owned by the Humble Independent School District generally situated at the corner of Will Clayton Parkway and Rustic Timbers Drive. 12. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 13.
