Presentation by Brenda White regarding the Boomtown Musical. 5. HEAR VISITORS: During this time a citizen may address the City Council on any item which does not appear on the posted Agenda. Registration forms are available at the meeting and on our website. This form should be completed and returned to the City Secretary no later than ten (10) minutes prior to the beginning of the meeting. Upon stepping to the podium, the speaker must state their name, and city of residence. Each speaker’s remarks are limited to three (3) minutes. The City Council will listen and receive the information presented by the speaker, ask staff to look into the matter, or place the issue on a future agenda. PUBLIC HEARING BUDGET: Notice is hereby given that the City Council of the City of Humble, Texas will hold a Public Hearing on September 8, 2022 at 6:30 p.m. in the City Hall Page 1 of 3 September 8, 2022 Regular City Council Meeting Agenda  Council Chamber, located at 114 West Higgins, Humble, Texas, 77338. The purpose of the Public Hearing is to consider the City's Proposed Budget for Fiscal Year 2022-2023 and to allow members of the public to attend and participate in the meeting. This budget will raise more total property taxes than last year's budget by $627,773 | 10.86% , and of that amount $138,733 is tax revenue to be raised from new property added to the tax roll this year. 8. Presentation, Possible action, and discussion of Ordinance No. 22-940, an ordinance amending City of Humble Ordinance 21-906, passed and approved the 14th day of September 2021 and being an ordinance adopting the City of Humble budget for Fiscal Year 2021-2022, by adding to the budget adopted hereby an addendum no. 10; providing for a certain amendment to such budget; making certain findings; and providing other matters related to the subject. 9. Presentation, possible action, and discussion on approval of Resolution No. 22-856, a resolution of the City Council of the City of Humble, Texas, determining that a force main easement containing approximately 0.8064 acres of land and a temporary construction easement containing approximately 0.8063 acres of land, is needed to be acquired from Campbell Concrete & Materials L.P., for the construction, operation, and maintenance of public utility easements as a part of the force main project for the City of Humble, Texas; and authorizing the institution of eminent domain proceedings. 10. Presentation, possible action and discussion authorizing the City Manager to execute a Memorandum of Understanding between the City of Humble, Texas and the various first responder agencies of Harris County regarding unified law enforcement response protocol for mass shooting incidents. 11. Presentation, possible action, discussion approving the bid and authorization to enter into contract negotiations with LDF Construction, Inc. to construct Fire Station No. 2 in an amount not to exceed $6,130,000.00. 12. Presentation, possible action, and discussion on approval of an Agreement for Funding, in the amount of $80,000.00, by the City of Humble and the Humble Museum, whereby the City of Humble will provide an allocation of public funds to the Humble Museum in order to promote historical preservation and tourism activities. 13. Presentation, possible action, and discussion on approval of a Development Plat for Charles Street Stadium, a subdivision of 5.495 acres of land located in the W.B Adams Survey, Abstract No. 95, City of Humble, Harris County, Texas, located at 325 Charles Street. 14. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official Page 2 of 3 September 8, 2022 Regular City Council Meeting Agenda or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 15.
