INVOCATION AND PLEDGE OF ALLEGIANCE. 3. HEAR VISITORS: During this time a citizen may address the City Council on any item which does not appear on the posted Agenda. Registration forms are available at the meeting and on our website. This form should be completed and returned to the City Secretary no later than ten (10) minutes prior to the beginning of the meeting. Upon stepping to the podium, the speaker must state their name, and city of residence. Each speaker’s remarks are limited to three (3) minutes. The City Council will listen and receive the information presented by the speaker, ask staff to look into the matter, or place the issue on a future agenda. Topics of operation concerns shall be directed to the City Manager. Comments should not personally attack other speakers, Council Members or staff. 4. Presentation, possible action, and discussion on approval of Resolution No. 23-862, a resolution of the City of Humble, Texas joining with the State of Texas and Political Subdivisions of the State as a party in the Texas Opioid Settlement Agreements secured by the Office of the Attorney General between the State of Texas and Allergan, CVS, Walgreens, and Walmart; authorizing the City Manager to execute settlement participation forms; and establishing an effective date. Presentation, possible action, and discussion on approval of an Interlocal Agreement between the City of Humble and Harris County for the coordination of wastewater testing, analysis, and subsequent exchange of information through the WEST program, a program developed by Harris County Public Health designed to test and analyze wastewater data. 7. Presentation, possible action, and discussion on approval of a Development and Final Plat of TPG Will Clayton Partial Replat No. 6, a subdivision of 4.4407 acres of land, and being a Partial Replat of TPG Will Clayton Partial Replat No. 5, recorded under Film Code No. 699055 H.C.M.R. located in the Wherry B. Adams Survey, Abstract No. 95, City of Humble, Harris County, Texas. 8. Presentation, possible action, and discussion on approval of street closures on April 1, 2023 from Avenue A to Avenue F on Main Street from 5:00 a.m. to 7:00 p.m. for the Good Oil Days Festival. 9. Presentation, possible action, and discussion on acceptance of the 2022 Humble Police Department Racial Profiling Report. 10. CLOSED EXECUTIVE SESSION Texas Government Code, Section 551.087 – Deliberation Regarding Economic Development Negotiations • The City Council may discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or to deliberate the offer of a financial or other incentive to a business prospect: Project Lantern. 11. TAKE ACTION, IF ANY, ON EXECUTIVE SESSION. 12. COMMUNITY ANNOUNCEMENTS. The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda. 13.
