Council Meeting April 27, 2023 Agenda Item #6 Ordinance No. 23-953, amending Ordinance No. 22-941, Addendum No. 4 Background information attached as follows: Ordinance: Submitted April 26, 2023 CITY OF HUMBLE ORDINANCE NO. 23-953 AN ORDINANCE AMENDING CITY OF HUMBLE ORDINANCE 22-941, PASSED AND APPROVED THE 13TH DAY OF SEPTEMBER 2022 AND BEING AN ORDINANCE ADOPTING THE CITY OF HUMBLE BUDGET FOR FISCAL YEAR 2022-2023, BY ADDING TO THE BUDGET ADOPTED HEREBY AN ADDENDUM NO. 4; PROVIDING FOR A CERTAIN AMENDMENT TO SUCH BUDGET; MAKING CERTAIN FINDINGS; AND PROVIDING OTHER MATTERS RELATED TO THE SUBJECT. WHEREAS, following proper notice and public hearing, the City Council adopted the City of Humble Budget for Fiscal Year 2022-2023 on September 13, 2022; and WHEREAS, a budget amendment is necessary to increase the budget for additional personnel in the police department; and WHEREAS, an amendment to the schedule of personnel data contained within the budget is necessary to add certain positions in the police department; and WHEREAS, the City Council of the City of Humble, Texas hereby find and determines that public necessities require the adoption of such amendment; now therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUMBLE, TEXAS, THAT: Section 1. The facts and matters set forth in the preamble of this Ordinance are found to be true and correct. Section 2. City of Humble Ordinance No. 22-941 passed and approved the 13th day of September, 2022 is hereby amended by adding to the City of Humble Budget for Fiscal Year 2022- 2023 adopted thereby, Addendum No. 4, a copy of which is attached hereto and made a part hereof for all purposes. Section 3. That the City Secretary be authorized and directed to cause a true and correct copy of Addendum No. 4 to be attached to the City of Humble Budget for Fiscal Year 2022-2023 on file in the Office of the City Secretary. Section 4. That this ordinance shall be effective immediately, upon passage. PASSED, APPROVED, AND ADOPTED this 27th day of April, 2023. It was further agreed that once these initial three (3) positions were filled, the remaining two (2) civilian jailer positions would be funded. We have since filled the three (3) initial civilian jailer positions, with all three (3) currently actively employed with the Humble Police Department. Therefore, I am respectfully requesting the funding for the remaining two (2) civilian jailer positions be released so that we can initiate the hiring process. If you have any questions or concerns, please do not hesitate to contact me. I have already submitted the request for personnel form to Human Resources, marked “Not Budgeted”.
