In attendance: Peter Andres, Gigi Jackson, Mike Massie, Macey Lachman, Steve
Holtz, Robert Ramirez, Allison Wilson, Irene Martinez, Deb Johnson, Beth Brown,
Beth Jackson-Pardo, Michelle Yerke, Amy Crepeau, Ashley Wysocki, Michelle Essex,
Tanya Hoxie, Justine Palmore, Catherine Lukehart, Andrea Garcia, and Myeta Pugh.
CALL TO ORDER
6:00 P.M. Peter Andres (Chair) calls the meeting to order.
ROLL CALL
Gigi Jackson (Secretary) performs roll call.
APPROVAL OF MINUTES
Peter Andres makes the motion for the approval of minutes for January 21, 2021 meeting.
Mike Massie makes the motion for approval, Gigi Jackson motions for a second, and the
minutes get approved, 4-0.
1. Nomination and Election of Officers for the Positions of Chair, Vice-Chair, and
Secretary
-Peter Andres calls for nominations for the Board positions of Chair, Vice-Chair, and
Secretary.
-Gigi Jackson nominates Mike Massie for the Chair position. Nomination seconded by Peter
Andres.
-Peter Andres self-nominates himself for Vice Chair position. Nomination seconded by Mike
Massie.
-Gigi Jackson self-nominates herself for the Secretary position. Nomination seconded by
Macey Lachman.
-All nominations confirmed and approved by Board, 4-0.
2. Public Hearing on Community Needs of Low and Moderate Income Persons for
2021/22 Action Plan
-Peter Andres announces public comment to begin.
-Public comment from Mr. Ned Lazaro, 16847 Bream Lane, Huntington Beach. Mr. Lazaro
spoke in support of the Oak View Literacy Program.
-Public comment from Ms. Julieta Almazan, 7792 Martin Drive, Huntington Beach. Ms.
Almazan spoke in support of the Oak View Literacy Program.
3. FY 2021-22 Community Development Block Grant (CDBG) Applicant
Presentations--Night 1 of 2--presentations limited to 3 minutes per program
(Q/A to follow each presentation with no time limitation).
**REVISION: Deliberations and recommendations will take place after the
presentations.

SPECIAL NOTICE REGARDING COVID-19
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result
of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-
29-20 which allows a local legislative body to hold public meetings via teleconferencing, and to
make public meetings accessible telephonically or otherwise electronically to all members of the
public seeking to observe and to address the local legislative body. Pursuant to Executive Order
N-29-20, please be advised that some members of the Citizen Participation Advisory Board
(CPAB) and/or City staff may participate in this meeting telephonically or electronically.
