(The City Clerk certifies that FPPC Form 806 “Agency Report of Public Official Appointments” which is used to report additional compensation that officials receive when appointing themselves to positions on committees, boards or commissions of a public agency, special district and joint powers agency or authority was posted to the City’s website according to law prior to this vote.) 12. 24-842 Receive and file the Maddy Act Local Appointments List - 2025 (terms on City boards, commissions, and committees that expire in 2025) informing the public of openings and vacancies based on 2025 expiration of current members’ terms Recommended Action: Receive and file the Maddy Act Local Appointments List - 2025 showing vacancies that will occur on City boards, commissions, and committees in the year 2025, and direct the City Clerk to post the list at official posting locations: Civic Center, Huntington Central Library, and Main Street Library. Copies of the Maddy Act Local Appointments List - 2025 will also be posted at all branch libraries and on the City’s website. City Manager 13. 24-870 Approve and authorize the execution of a Software License Page 4 of 8 City Council/Public Financing AGENDA December 17, 2024 Authority Agreement with Accela, Inc. for software service migration from On-Premise to Software as a Service (SaaS), supporting the City’s Land Management services. Recommended Action: Approve and authorize the Mayor and City Clerk to execute the Software License Agreement with Accela, Inc. for software service migration from On-Premise to Software as a Service (SaaS), supporting the City’s Land Management services. Community Development 14. 24-829 Approve and authorize the execution of a Site License Agreement with Verizon for an Existing Cell Site at Talbert Park. Recommended Action: Approve and authorize the Mayor and City Clerk to execute the “Site License Agreement for Installation and Use of a Communications Antenna Facility and Supporting Equipment between the City of Huntington Beach and Los Angeles SMSA Limited Partnership, DBA Verizon.” Community and Library Services 15. 24-643 Approve and authorize the execution of a License Agreement between the City of Huntington Beach and Flowers of the Sky Entertainment, LLC, for the management and operation of the Symphony of Flowers at Huntington Central Park East located at 18381 Goldenwest Street. Recommended Action: A) Approve and authorize the Mayor and City Clerk to execute a License Agreement Between the City of Huntington Beach and Flowers of the Sky Entertainment, LLC , for the management and operation of Symphony of Flowers at Huntington Central Park East; and, B) Approve Addendum to the Final Master Environmental Impact Report (FMEIR) for Master Plan of Recreation Uses for Central Park, City of Huntington Beach, California - Symphony of Flowers Project (Certified 1999 FMEIR 1999) (State Clearinghouse No. 97091007) as adequate and complete in accordance with the California Environmental Quality Act requirements. Human Resources 16. 24-865 Adopt Resolution No. 2024-62 modifying the pay schedule for part-time, non-permanent, and non-classified employees to comply with the State minimum wage increase effective January 1, 2025 Recommended Action: Page 5 of 8 City Council/Public Financing AGENDA December 17, 2024 Authority Adopt Resolution No. 2024-62, “A Resolution of the City Council of the City of Huntington Beach Approving the Pay Schedule for Part-Time , Non-Permanent and Non-Classified Employees Effective January 1, 2025,” and authorize the City Manager or designee to take all administrative and budgetary actions necessary to implement the revised pay schedule. 17. 24-840 Adopt Resolution No. 2024-60 setting compensation for the newly elected City Clerk Recommended Action: Adopt Resolution No. 2024 -60, “A Resolution of the City Council of the City of Huntington Beach Setting the Salary Rate and Assigning Certain Benefits for the Elected City Clerk ,” (range of Starting, Control or High Point) identified in Exhibit “1B” - Exhibit A of the Non-Associated Executive Management Salary Schedule, effective December 7, 2024. Public Works 18. 24-790 Approve and accept the Highway Bridge Program (HBP) grant funding from California Department of Transportation (Caltrans) for the Admiralty Drive Bridge Rehabilitation Project, CC-1450; and approve appropriation of funds. Recommended Action: A) Approve and accept the Highway Bridge Program grant funding for $1,916,490; and B) Approve appropriation of funds into the Highway Bridge Replacement & Rehab (HBRR) (Account No. 96185001.82800). 19. 24-833 Approve and accept the Orange County Transportation Authority (OCTA) grants for Complete Streets Project; and approve appropriation of funds Recommended Action: A) Approve and accept the Orange County Transportation Authority (OCTA) grants for $8,971,000; and, B) Approve appropriation of grant award funding into the OCTA Complete Streets Projects business units: $203,000 for Banning Roundabout into 129985001 and $176,000 for Hamilton Avenue into 129985002; and, C) Authorize the Public Works Director to execute necessary documents and agreements. 20. 24-856 Approve and authorize execution of Amendment No. 2 to Cooperative Agreement No. C-3-2654 between the Orange County Transportation Authority and the City of Huntington Beach for the Page 6 of 8 City Council/Public Financing AGENDA December 17, 2024 Authority I-405 Improvement Project Recommended Action: Approve and authorize the City Manager to execute “Amendment No. 2 to Agreement No. C-3-2654 Between Orange County Transportation Authority and City of Huntington Beach for the I-405 Improvement Project.” 21. 24-857 Accept the lowest responsive and responsible bid and authorize execution of a construction contract with SAVI Construction Inc. in the amount of $197,400 for the Residential Zone 2 Curb Ramp Project, CC-1811. Recommended Action: A) Accept the lowest responsive and responsible bid submitted by SAVI Construction Inc. in the amount of $197 ,400; and, B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney. 22. 24-859 Adopt Resolution No. 2024-09 authorizing an application for grant funds from the California Parks and Recreation Division of Boating and Waterway Boat Launch Facilities. Recommended Action: Adopt Resolution No. 2024-09, “A Resolution of the City Council of the City of Huntington Beach Approving the Application for Grant Funds from the California Parks and Recreation Division of Boating and Waterway Boat Launching Facilities”. ADMINISTRATIVE ITEMS 23. 24-866 Adopt Resolution No. 2024-61 accepting and approving the Development Impact Fee (DIF) Report for Fiscal Year 2023-24 and to make findings as required by Government Code Sections 66006 and 66001 Recommended Action: Adopt Resolution No. 2024-61, “A Resolution of the City Council of the City of Huntington Beach to Accept and Approve the Development Impact Fee Report for Fiscal Year Ending June 30, 2024, and to make the findings as required by Government Code Sections 66006(b) and 66001(d).” COUNCIL MEMBER ITEMS 24. 24-893 Item Submitted by Mayor Pro Tem McKeon, Mayor Burns, and Council Member Van Der Mark - High Density Residential Page 7 of 8 City Council/Public Financing AGENDA December 17, 2024 Authority Development - Health & Safety Criteria Recommended Action: To ensure that high density residential development does not cause significant and adverse impacts to public health and safety, staff is directed to develop criteria to ensure these issues are addressed in future high density residential developments. 25. 24-895 Item Submitted by Mayor Pat Burns - Review Process and Information for the Bolsa Chica Senior Care Community Project Recommended Action: Form a City Council Ad-hoc Committee, consisting of three City Council Members, to review the process and information regarding the Bolsa Chica Senior Care Community Project. The Ad-Hoc Committee will receive support from Community Development and the City Attorney's Office staff during this review.
