ROLL CALL Staff Present: Slama, Sadono, Gomez Present Carchio, Green, Kaub, Kemmerer, Kreitz, Mantini, Miller, Schuetz, Sterud, and Thiel Absent PLEDGE OF ALLEGIANCE Led by Commissioner Schuetz PRESENTATIONS 1. League Managers, Emily Richards and Yasmin Bravo, presented the youth sports Winter Basketball Championship and Harry W. Montague Sportsmanship Awards. 2. Chair Kreitz announced the resignation of Fountain Valley School District representative, Ian Collins. A letter requesting a replacement representative has been sent to the school district and staff is awaiting a reply. PUBLIC COMMENTS Barbara Haynes - Resident and Chair of HB Preserve Our Past spoke on how several parks were name and in support of naming the parkland at 17th Street and Orange Ave., the 17th Street Park. Amory Hansen, resident and 2020 Council candidate, spoke regarding retaining Michael E. Rodgers name at the parkland located at 17th Street and Orange Avenue. Page 1 of 5 Community Services MINUTES April 10, 2019 Commission Susan Worthy, longtime resident, spoke regarding her desire to see the parkland at 17th Street and Orange Avenue as 17th Street Park. Chris Varga, resident, spoke regarding the name of the parkland located at 17th Street and Orange Avenue. Mr. Varga also discussed the charrette style workshops discussed at the Commission meeting one year ago. Barbara Robinson, resident, spoke in favor of naming the parkland at 17th Street and Orange Avenue as the 17th Street Park. CONSENT CALENDAR APPROVAL OF MINUTES: Approval requested for the January 9, 2019 Community Services Commission meeting minutes. The motion carried by the following vote: Ayes: Carchio, Green, Kaub, Kemmerer, Mantini, Miller, Schuetz, Sterud, and Thiel Noes: NONE Absent: NONE Abstain: Kreitz INFORMATIONAL ITEMS 1. Rodgers Seniors’ Center Site Rodgers Seniors’ Center Site – Slama provided an overview of the programming at the Rodgers Center over the past year as directed by City Council. Police will continue to use the facility temporarily, while their facility is in renovation, for Cert volunteers, meetings, and training. American Legion post 133 will also continue to use the facility, as will Community Services for recreational class programming. Post 133 is looking forward to their 100-year anniversary celebration in September. Although used for some recreational classes and camps, the facility is not being programmed at capacity due to the condition of the facility. Slama recapped the City Council recommended action to 1) Direct the Community Services Department to follow the public process under the purview of the Community Services Commission to determine appropriate uses, including opportunities for open space, park amenities, and a dedicated veterans' memorial hall on the property. Page 2 of 5 Community Services MINUTES April 10, 2019 Commission 2) Direct the City Manager to work with the Community Services Commission and the Community Services Department to present to the City Council a plan for the use of the parkland, including indoor space for a dedicated veterans' memorial hall. 3) Direct Community Services Staff to continue to program the Seniors' Center and Senior Outreach Center for community programs and veterans activities in the interim. Community Services staff is working with RJM to see what the process would entail to meet the request by City Council. The Special Interest Committee of the Community Services Commission may be asked to participate in the project. Slama laid out the public process, saying it will require funds which have not been budgeted at this time. Staff is working on the scope and will bring it to Commission for recommendation to Council. In the interim, staff will continue to program the facility until the public process begins. Discussion ensued on what work has already been completed for the process, the possible promise of open space parkland after the relocation of the Senior Center to Central Park, and RJM's plan. Commissioner Kaub provided some background. Slama said that the scope should be ready by May. Commissioner Kemmerer would like to see the public process happen in a timely manner. Commissioner Schuetz asked for the wording from the Measure T vote in November 2006. Slama said he would provide the information. Discussion also include information on the funding for classes. Slama explained that they are contracted classes with a 60/40 split. Commissioner Carchio asked where the funds would come from if a park is developed or if the building were retained, and the funds for maintenance, repairs, demolition, and construction. Slama said once the process is determined, then funds will be sought and prioritized. Other items discussed included the legalities of the parkland, the amount of usage, and if funding were in the budget. On a side note, plans are in the works to have a wall installed for those who helped develop the new Senior Center in Central Park. 2. Capital Improvement Projects 2019/2020 – Slama and Sadono provided update on prior projects and those scheduled in the 2019/2020 CIP. Discussion on the estimates, ADA compliance upgrades, and projects anticipated at the parks and community centers were reported. Murdy park fields went out to bid and construction is anticipated to being in June. Irby Park Phase II is schedule for the next fiscal year as well. Slama and Sadono provided updates on prior projects and those being proposed for the 2019/2020 CIP. Discussion on the estimates, ADA compliance upgrades, and projects anticipated at the parks and community centers were reported. Oak View Park/KaBOOM Grant Sadono provided an overview of the Build Day at Oak View saying the playground project was built in 5 hours by 300 volunteers. Other amenities installed at Oak View Park on Build Day included tire play projects, benches and planters. 4. Seabridge Park Sadono reported that installation of new playground equipment and rubber surfacing was completed on March 29, 2019. Seabridge Park is the second park to be completed from the Park Playground Equipment Replacement Priority List. 5. Huntington Central Park West Trail Construction has started on the trail from the Dog Park going up to the Urban Forest, and down Ellis Avenue. The project includes regrading of the trail and installation of landscape borders and irrigation for future trees and plants. The work is anticipated to be completed by the end of April. COMMITTEE REPORTS Huntington Central Park Committee Committee Chair Kaub reported items discussed at the April 10, 2019 HCP Committee meeting. Kellee Fritzal and Carlos Marquez from the City's Office of Business Development reported on the Ocean View Estates mobile home leases, saying that only two lifetime leases remain in effect. The other leases are generating rental income for the City through the lease period of 2024, at which time a plan for the property will be reviewed. Kaub also reported on park projects and maintenance efforts. STAFF AND MEMBER COMMENTS Commissioner Carchio spoke regarding the mobile home park, saying they were moved to their current location when the Hilton was developed. Commissioner Green said there should be a plan put in place for the mobile home park before the leases comes up in 2024. Commissioner Mantini agreed that the time to develop a plan is now rather than waiting until 2024. Commissioner Schuetz stated that facts and information provided by public comment speakers on subjects may not always be accurate.
