Each speaker may have up to 3 minutes unless the volume of speakers warrants reducing the time allowance and cannot donate time to others. Individuals wishing to speak may do so in one of two (2) ways: 1. In-Person: Fill out a Request to Speak form and deliver it to the Staff Liaison. Once the Chair opens Public Comments, in-person participants will be called to speak first. 2. In Writing: Submit written comments via email to cgomez@surfcity-hb.org by 1:00 PM on the day of the meeting. All written communications will be forwarded to the Community & Library Services Commission and recorded as supplemental communication. APPROVAL OF MINUTES 1. Request approval of the February 16, 2023 minutes from BCCs Onboarding & Training meeting. Due to a quorum of the Community & Library Services Commission commissioners in attendance at the training, approval by the Commission is required, and positing of the minutes will be made to the City's website as required. 23-228 PRESENTATION 1. Brown Act Presentation by Mike Vigliotta, Chief Assistant City Attorney. INFORMATIONAL ITEMS 1. Commission Composition Staff will update the Commission regarding the outcome of the proposed City Council Ordinance 4279 amending Chapter 2.64 of the Municipal Code, regarding the composition of the Community and Library Services Commission to be limited to a 7-member Commission with one appointee for each Council Member. 2. Commission Project Liaisons Discussion Given that there are several significant ongoing Capital Improvement Program projects, staff will propose a concept in which Commissioners are appointed as liaisons to certain projects. Based on the discussion, staff may prepare a formal request for action from the Commission at the April 12, 2023 meeting. 3. Calendar of Events Staff is preparing a calendar for distribution to Commission in order to streamline communications regarding community events.
