PUBLIC COMMENTS
None.
ROLL CALL
Ursula Luna-Reynosa provided a brief overview of the California Statewide Communities
Development Authority (CSCDA), and introduced two programs currently under CSCDA,
the Workforce Housing Program and the Statewide Community Infrastructure Program.
Jon Penkower, with CSCA, provided an overview of the Workforce Housing Program.
James Hamill, with CSCA, provided an overview of the Statewide Community Infrastructure
Program.
1. Housing Update
Steve Holtz provided an update on the Jamboree Housing agreement and senior
affordable housing project.
Ursula Luna-Reynosa informed committee of upcoming amendment to the CDBG Annual
Action Plan and the recommendation of allocation of CARES Act funds towards the
HOME program.
2. Development Update
Ursula Luna-Reynosa provided an overview of revisions to the Major Projects tool on the
City’s website under the Community Development Department.
Ursula Luna-Reynosa provided an update on the Economic Development Manager
recruitment and that one of their first projects will be helping implement a business
retention and expansion program.
3. General Updates

On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result
of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-
29-20 which allows a local legislative body to hold public meetings via teleconferencing, and to
make public meetings accessible telephonically or otherwise electronically to all members of the
public seeking to observe and to address the local legislative body. Pursuant to Executive Order
N-29-20, please be advised that some members of the Economic Development Committee
and/or City staff may participate in this meeting telephonically or electronically.

Each person can submit one communication of 150 words or less. If you would like your
