CALL TO ORDER: 3:30 PM
1. Mayor Carr announced Special Notice Regarding COVID-19.
SPECIAL NOTICE REGARDING COVID-19
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a
result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive
Order N-29-20 which allows a local legislative body to hold public meetings via
teleconferencing, and to make public meetings accessible telephonically or otherwise
electronically to all members of the public seeking to observe and to address the local
legislative body. Pursuant to Executive Order N-29-20, please be advised that some
members of the Economic Development Committee and/or City staff may participate in this
meeting telephonically or electronically.
ROLL CALL
Mayor Kim Carr (present), Mayor Pro Tem Tito Ortiz (present-late), Councilmember Erik
Peterson (Present).
2. PUBLIC COMMENTS
None.
3. APPROVAL OF MINUTES
Minutes from the March 10, 2021 meeting were approved 2-0-1 (Mayor Pro Tem Ortiz
wasn’t able to take part in vote due to late participation).
4. Housing Update
Ursula Luna-Reynosa provided an update on the City’s homeless shelter and its availability
of beds.
Ursula Luna-Reynosa also provided an update on the Tenant Based Rental Assistance
(TBRA) Program including the number of households assisted to date, and the potential of
additional HOME funding toward this program.
Development Update
Ursula Luna-Reynosa provided an update on Sares Regis’ development at the former
Boeing site, including construction updates on Amazon and CAMBRO facilities.
Ursula Luna-Reynosa provided a brief update on Newlight Technologies and their intention
to keep their headquarters in Huntington Beach. She also provided information on an initial
meeting with TopGolf and a proposed housing development at Bella Terra.

5C. General Update
Ursula Luna-Reynosa provided a general update on the City’s kickoff meeting with
consultant Studio One Eleven regarding the downtown urban design study. Ursula
Luna-Reynosa also provided updates on the hiring of the Economic Development Manager
position and Measure C in relation to proposed projects such as the Surf Wave Project.
6. ADJOURNMENT
Meeting adjourned at 4:00pm until May 12, 2021 at 3:30pm.

To ensure the public’s right to fully participate in providing meaningful public comments at this
meeting of the Economic Development Committee: Submit written comments on agenda or
non-agenda items to robert.ramirez@surfcity-hb.org (reference Economic Development
Committee [EDC] and the Agenda item) by 1:00 PM the day of the meeting.
Each person can submit one communication of 150 words or less. If you would like your
e-comment read aloud at the meeting, you MUST indicate so in your email; otherwise, all written
communications will be forwarded to the Economic Development Committee, but not read aloud,
as received prior to the meeting.
