MINUTES ECONOMIC DEVELOPMENT COMMITTEE Wednesday, August 11, 2021 Room B-8/Lower Level and Virtually 2000 Main Street Huntington Beach, CA 92648 Study Session - Regular Meeting - 3:30 PM STAFF MEETING ASSISTANCE NOTICE: In accordance with the Americans with Disabilities Act, services are available to members of our community who require special assistance to participate in public meetings. If you require special assistance, 48-hour prior notification will enable the City to make reasonable arrangements for an assisted listening device (ALD) for the hearing impaired, American Sign Language interpreters, a reader during the meeting and/or large print agendas. Please contact the City Clerk’s Office at (714) 536-5227 for more information, or request assistance from the staff or Sergeant-at-Arms at the meeting. PUBLIC COMMENTS: To address the legislative body on items of interest not scheduled for public hearing, Request to Speak forms will be made available at the meeting and are collected by the staff or Sergeant at Arms. Some legislative bodies may provide different Request to Speak forms for public hearing items. Economic Development MINUTES August 11, 2021 Committee In attendance: Mayor Kim Carr, Mayor Pro Tem Barbara Delgleize, Councilmember Erik Peterson, Andria Martinez, Ursula Luna-Reynosa, Steve Holtz, Charles Kovac, Kriss Casanova, Robert Ramirez 1. CALL TO ORDER: 3:30 PM Mayor Carr announced Special Notice regarding COVID-19. SPECIAL NOTICE REGARDING COVID-19 On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20 which allows a local legislative body to hold public meetings via teleconferencing, and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that some members of the Economic Development Committee and/or City staff may participate in this meeting telephonically or electronically. PUBLIC PARTICIPATION/AUDIO/ELECTRONIC ACCESS TO THIS MEETING Pursuant to Executive N-29-20, members of the public have the option, in addition to attending in person, to access this meeting virtually by following the instructions provided below. This meeting will be hosted as a Zoom webinar only and will not be recorded, streamed live, or broadcasted on cable television. PUBLIC COMMENTS None. 3. ROLL CALL Mayor Kim Carr (present), Mayor Pro Tem Barbara Delgleize (Present), Councilmember Peterson (Present). 4. APPROVAL OF MINUTES Minutes from the April 14, 2021 meeting were approved 3-0. 5. Housing Update Community Development Director Ursula Luna-Reynosa provided an update on the Jamboree Project (18431 Beach Blvd.). 6. Development Update Page 2 of 2 Economic Development MINUTES August 11, 2021 Committee Ms. Luna-Reynosa provided updates on the following proposed development projects: Bella Terra, 17532 Cameron Lane, 8371 Talbert Avenue, and the Brookfield Project (Gisler Residential). Ms. Luna-Reynosa then provided a summary of the top three finalists (Let’s Go Fishing & Surf City Snack Bar LLC, Ruby’s Hospitality Group, LLC, and Surf City Partners, LLC) for the Pier Concession opportunity located at 21 Main Street. Ms. Luna-Reynosa gave an overview of the analysis performed on the submitted qualifications, and Ms. Martinez, the City’s independent economic advisor from the National Development Council, answered questions and provided background information. After careful consideration of each proposal, including a review against industry standards and entitlement requirements, the EDC recommended Ruby’s Hospitality Group, LLC for the concession space. 7. General Update Ms. Luna-Reynosa introduced new Community Development employees, Kriss Casanova, Economic Development Manager, and Charles Kovac, Housing Manager. Ms. Luna-Reynosa provided an update on the Downtown Business Improvement District renewal, including information on the September 7th public meeting and the October 5th public hearing. 8. ADJOURNMENT Meeting adjourned at 4:57 until September 8, at 3:30pm. PUBLIC COMMENTS To ensure the public’s right to fully participate in providing meaningful public comments at this meeting of the Economic Development Committee, public comments may be provided via three (3) options: 1) Attend the meeting in person on the day, time, and location listed. Anyone wishing to speak in person must fill out a REQUEST TO SPEAK form. 2) Submit written comments on agenda or non-agenda items to robert.ramirez@surfcity-hb.org (reference Economic Development Committee [EDC] and the Agenda item) by 1:00 PM the day of the meeting. 3) Virtually, by pressing *9 on your phone to raise your hand or by pressing the "raise hand" button if you're using a computer. For those who choose option 1 or 3, you will have three (3) minutes per person, no donating of time to others. For those choosing option 2, you can submit one communication of 150 words or less.
