MINUTES ECONOMIC DEVELOPMENT COMMITTEE Wednesday, December 8, 2021 City Hall, Lower Level, Room B-7 2000 Main Street Huntington Beach, CA 92648 Study Session - Regular Meeting - 3:30 PM STAFF MEETING ASSISTANCE NOTICE: In accordance with the Americans with Disabilities Act, services are available to members of our community who require special assistance to participate in public meetings. If you require special assistance, 48-hour prior notification will enable the City to make reasonable arrangements for an assisted listening device (ALD) for the hearing impaired, American Sign Language interpreters, a reader during the meeting and/or large print agendas. Please contact the City Clerk’s Office at (714) 536-5227 for more information, or request assistance from the staff or Sergeant-at-Arms at the meeting. PUBLIC COMMENTS: To address the legislative body on items of interest not scheduled for public hearing, Request to Speak forms will be made available at the meeting and are collected by the staff or Sergeant at Arms. Some legislative bodies may provide different Request to Speak forms for public hearing items. Economic Development MINUTES December 8, 2021 Committee In attendance: Mayor Barbara Delgleize, Councilmember Kim Karr, Spencer Hagaman, Ursula Luna-Reynosa, Steve Holtz, Charles Kovak, Kriss Casanova, Robert Ramirez 1. CALL TO ORDER: 3:37 PM 2. ROLL CALL Mayor Barbara Delgleize (present), Mayor Pro Tem Mike Posey (absent), Councilmember Kim Carr (present). 3. SPECIAL NOTICE REGARDING COVID-19 On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20 which allows a local legislative body to hold public meetings via teleconferencing, and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that some members of the Economic Development Committee and/or City staff may participate in this meeting telephonically or electronically. PUBLIC PARTICIPATION/AUDIO/ELECTRONIC ACCESS TO THIS MEETING Pursuant to Executive N-29-20, members of the public have the option, in addition to attending in person, to access this meeting virtually by following the instructions provided below. This meeting will be hosted as a Zoom meeting only and will not be streamed live, or broadcasted on cable television. PUBLIC COMMENTS None. 5. APPROVAL OF MINUTES Minutes from the October 13, 2021 meeting were approved, 2-0-1(absent). 6. Housing Update Page 2 of 2 Economic Development MINUTES December 8, 2021 Committee Charles Kovak, Housing Manager, informed the Committee that the Housing Element Update was submitted to the California Department of Housing and Community Development (HCD) on December 6, 2021. Mr. Kovak also provided updates on items that will be going to City Council on December 21, 2021, including the Section 3 labor compliance report, housing rehabilitation and development underwriting guidelines, and a public hearing for the issuance of $20 million in tax-exempt bonds for the development of the Jamboree Housing Project. Also discussed was Project Homekey, which was approved by City Council on December 1, 2021, and planned community outreach efforts, including the distribution of a flier which will contain key project information. 7. Development Update Kriss Casanova, Economic Development Manager, provided an overview of the projects that are currently in plan check review, including the mixed use Shorehouse project, which will include 20 condo units and ground floor retail. Ms. Casanova also provided an update on the Grow HB Biz program, including information on target businesses and details on scheduling and coordination of business visits. She also shared information on the 101 Walnut Avenue site and the potential interest from SteelCraft to develop an outdoor urban eatery. 8. General Update Additional updates from Ms. Casanova included information on the Surplus Land Act and its potential impact on development and an overview of CoStar, software used by staff to gather information on local properties and spaces, including market data and photos, floor plans, etc. Lastly, the 2022 EDC schedule was discussed, and it was agreed that future meetings will take place every other month, resuming February 9, 2022. 9. ADJOURNMENT The meeting was adjourned at 4:37pm. The next regularly scheduled meeting of the Economic Development Committee, Wednesday, January 12, 2022 is cancelled, and will resume Wednesday, February 9, 2022 at 3:30pm on the Lower Level, Room B-8 at Huntington Beach, California. Anyone wishing to speak in person must fill out a REQUEST TO SPEAK form. 2) Submit written comments on agenda or non-agenda items to robert.ramirez@surfcity-hb.org (reference Economic Development Committee [EDC] and the Agenda item) by 1:00 PM the day of the meeting. 3) Virtually, by pressing *9 on your phone to raise your hand or by pressing the "raise hand" button if you're using a computer. For those who choose option 1 or 3, you will have three (3) minutes per person, no donating of time to others. For those choosing option 2, you can submit one communication of 150 words or less.
