SPECIAL NOTICE REGARDING COVID-19 On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N- 29-20 which allows a local legislative body to hold public meetings via teleconferencing, and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that some members of the Economic Development Committee and/or City staff may participate in this meeting telephonically or electronically. PUBLIC COMMENTS None. 5. APPROVAL OF MINUTES Minutes from the December 8, 2021 meeting were approved, 2-0-1(Mayor Pro Tem Posey abstained due to absence). 6. Housing Update Page 2 of 2 Economic Development MINUTES February 9, 2022 Committee Charles Kovac, Housing Manager, provided an update on the Jamboree Senior Housing Project. The site, located at 18431 Beach Blvd., was acquired by Jamboree Housing in 2020 with a $3 million loan from the City and was awarded tax credit financing in September of 2022 by the State. The purchase closed on February 2, meeting State deadlines. Construction of the 43 unit project will begin in February 2022. Mr. Kovac also provided an update on the City's Community Development Block Grant program and funding for FY 2022-23. He shared essential information, including that the City received $1.25 million in funding and that a total of seven applications were received for a total request amount of $439,227. Mr. Kovac also shared that the Citizen Participation Advisory Board (CPAB) will hear applications on February 10 and that the CPAB will finalize their recommendations to the City Council on February 24. This update included information on the Cameron Lane Navigation Center (Center), highlighting that the City submitted a CDBG application for public services for $200,000. The discussion focused on the importance of identifying a sustainable source of funding for the Center and working with the County to identify additional funds. Lastly, Mr. Kovac provided information on Project Homekey. This application was submitted to the California Department of Housing and Community Development (HCD) for $15.6 million and proposes a hotel conversion of the Quality Inn, located at 17251 Beach Boulevard, into housing for people experiencing homelessness or that are at-risk of homelessness. The project will also receive funding from the County of Orange for $4.9 million and $4.2 million from the City, including $1.8 million in HOME-ARP funds and $2.4 in Low-and-Moderate Income Housing Asset Funds. 7. General Update Page 1 of 2 Economic Development MINUTES February 9, 2022 Committee Kriss Casanova, Economic Development Manager, provided an update on extending the Auto Incentive Beach Parking Program, an incentive currently offered to car dealerships that are members of the Huntington Beach Auto Dealers Association. She provided an overview of the program, including data on parking passes redeemed, economic development subsidy report findings, and information regarding car sales and leasing. Ms. Casanova also provided some key points of the proposed memorandum of understanding (MOU) between the City and the Auto Dealers Association, including extending the agreement for an additional five years and memorializing leased vehicles as part of the program. The Committee agreed to incorporate leased vehicles and to continue memorializing used vehicles over $20,000 as part of the MOU update. Ms. Casanova also provided a brief update on the BRE Program, informing the Committee that the program will be resuming with the lift of COVID restrictions, and invitations for business visits will be sent out soon. Ms. Ursula Luna Reynosa, Community Development Director, provided a brief update on 21 Main Street and the project's status, including proposed improvements and the use of the pier's restrooms as part of the project. In March, an amended exclusive negotiation agreement (ENA) will be taken to City Council. ADJOURNMENT The meeting was adjourned at 4:35 pm.
