SPECIAL NOTICE REGARDING COVID-19
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a
result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive
Order N- 29-20 which allows a local legislative body to hold public meetings via
teleconferencing, and to make public meetings accessible telephonically or otherwise
electronically to all members of the public seeking to observe and to address the local
legislative body. Pursuant to Executive Order N-29-20, please be advised that some
members of the Fourth of July Executive Board and/or City staff may participate in this
meeting telephonically or electronically.
PUBLIC PARTICIPATION/AUDIO/ELECTRONIC ACCESS TO THIS MEETING:
Pursuant to Executive N-29-20 and given the current health concerns, members of the
public are encouraged to access this meeting virtually by following the instructions provided
below. This meeting will be hosted as a Zoom webinar only and will not be recorded,
streamed live, or broadcasted on cable television.

PUBLIC COMMENTS INSTRUCTIONS:
To ensure the public’s right to fully participate in providing meaningful public comments at
this meeting of the Fourth of July Executive Board: Submit written comments on agenda or
non- agenda items to cgomez@surfcity-hb.org (reference Fourth of July Executive Board
and the Agenda Item) by 2:00 PM the day of the meeting.
Each person can submit one communication of 150 words or less. If you would like your e-
comment read aloud at the meeting, you MUST indicate so in your email; otherwise, all
written communications will be forwarded to the Fourth of July Executive Board, but not read
aloud, as received prior to the meeting.

CALL TO ORDER
Chair Kowal called the meeting to order at 6:00 pm.
ROLL CALL - Kowal, Love, Pedersen, Vircks, Young
All Board Members present. City staff in attendance: Cole (CSD), Van Mullem (FD), Reilly (PD);
Contractors in attendance: Newton (Consultant), Clayton and Heil (Soundskilz)
PUBLIC COMMENTS - If any written public comments were received prior to the meeting
they will be read at this time.

PRESENTATIONS AND ANNOUNCEMENTS
1. Introduction of new Contractor and Consultant - Steve Clayton and Ryan Heil were
introduced and provided background on Soundskilz.
APPROVAL OF MINUTES
Pedersen moved to approve the November 4, 2020 meeting minutes as written with Vircks
seconded the motion.
The motion passed (5-0),
ADMINISTRATIVE ITEMS
1. Bylaws – Board Members will discuss changes to the bylaws dated November 5, 2000,
in order to update them to fit the current operations of the Board.
Chair Kowal introduced newly drafted bylaws for review. Board members reviewed,
commented, and suggested revisions.
2. Board Members and Duties – Discussion on Members and their duties/roles on the
Board and roles for the celebration.
Discussion ensued on Volunteers and Members-at-Large. The Board will reach out to
existing volunteers and Members-at-Large, and will put out a call for additional volunteers.
INFORMATIONAL ITEMS
1. 4th of July Celebration Event - 2021
Discussion was held on sponsorships and pre-event items.
