VILLAGE OF HUNTLEY VILLAGE BOARD MEETING May 11, 2017 MINUTES CALL TO ORDER: A meeting of the Village Board of the Village of Huntley was called to order on Thursday, May 11, 2017 at 7:00 p.m. in the Municipal Complex, Village Board Room, 10987 Main St., Huntley, Illinois 60142. ATTENDANCE: PRESENT: Mayor Charles Sass; Trustees: Ronda Goldman, Timothy Hoeft, Niko Kanakaris, Harry Leopold, John Piwko and JR Westberg. ABSENT: None IN ATTENDANCE: Village Manager David Johnson, Assistant Village Manager Lisa Armour, Director of Development Services Charles Nordman, Chief of Police Robert Porter, Director of Public Works and Engineering Tim Farrell, Accounting Supervisor Julie Langos, Village Clerk Rita McMahon and Village Attorney John Cowlin. PLEDGE OF ALLEGIANCE: Mayor Sass led the Pledge of Allegiance. SPECIAL PRESENTATION: 1. Special Presentation a) Proclamation: Look at Local History Month Mayor Sass read the following proclamation: National Historic Preservation Month WHEREAS, historic preservation is an effective tool for managing growth, revitalizing neighborhoods, fostering local pride and maintaining community character while enhancing livability; and WHEREAS, historic preservation is relevant for communities across the nation, both urban and rural, and for Americans of all ages, all walks of life and all ethnic backgrounds; and WHEREAS, it is important to celebrate the role of history in our lives and the contributions made by dedicated individuals in helping to preserve the tangible aspects of the heritage that has shaped us as a people; and 05.11.17 VB Minutes WHEREAS, May is National Historic Preservation Month aimed at encouraging local preservation partners to develop themes and produce logos which foster their ownership for preservation month; and WHEREAS, “Look at Local History” is the theme throughout McHenry County, Illinois, being held in conjunction with National Historic Preservation Month; NOW, THEREFORE, I, Charles H. Sass, Mayor of the Village of Huntley, do proclaim May 2017, as National Historic Preservation Month, and call upon the people of the Village to join their fellow citizens across McHenry County in recognizing and participating in this special observance. Passed and Approved this 11th of May 2017. Mayor Sass presented the proclamation to Ms. Geri Rizzo, accepting on behalf of the Huntley Historic Preservation Commission. b) Pride in Preservation Awards Mayor Sass invited Historic Preservation Commissioner Ms. Geri Rizzo to come forward to speak on the awarded properties. Commissioner Rizzo provided a brief Power Point presentation on each property. PUBLIC COMMENTS: Ms. Geri Rizzo of 10755 Shenandoah Drive; Huntley, addressed the Village Board regarding the upcoming razing of the apartment building next to the First Congregational Church on Main Street. Ms. Rizzo read a letter from an architect that examined the exterior of the building. The letter is attached. Mayor Sass thanked Ms. Rizzo for her comments. CONSENT AGENDA: a) Approval of an Ordinance Approving a Simplified Residential Zoning Variation for a Building Addition Encroaching into the Rear Yard Setback – 8810 Pearsall Drive b) Approval of an Ordinance Granting Temporary Sign Permits for General RV to install an Inflatable Advertising Device adjacent to the I-90 Tollway c) Approval of an Ordinance Approving (i) the Final Plat of Subdivision for the ±30-acre parcel located east of the current termination of Powers Road (PIN 02-04-300-018) and (ii) the Final Planned Unit Development for a 130-unit Senior Independent Living Facility in accordance with the application submitted to, and is on file with, the Village of Huntley 05.11.17 VB Minutes d) Approval of a Resolution Approving a Professional Services Agreement with Houseal Lavigne Associates for Planning Services e) Policy Direction Concerning Text Amendments to Village of Huntley Zoning Code BP- Business Park and ORI-Office/ Research/Industrial Zoning Districts f) Approval of a Resolution Approving the Bid Award to Terra Firma Soil Solutions, Inc. in the amount of $42,297.50 to Complete Full Depth Reclamation (FDR) on Vine Street g) Approval of a Resolution Approving the Bid Award to Mauro Sewer Construction Inc. in the amount of $268,884.00 to Complete the 2017 Water Main Replacement Program h) Approval of the May 11, 2017 Bill List in the amount of $314,789.59 i) Accept and Place on File the First Quarter 2017 Financial and Investment Reports for the Village of Huntley Mayor Sass reported that all other items on the Consent Agenda were discussed at the Committee of the Whole and asked if the Board had any changes to the Consent Agenda; there were none. A MOTION was made to approve the Consent Agenda. MOTION: Trustee Leopold SECOND: Trustee Hoeft AYES: Trustees: Goldman, Hoeft, Kanakaris, Leopold, Piwko and Westberg NAYS: None ABSENT: None The Motion Carried: 6-0-0 ITEMS REMOVED FROM THE CONSENT AGENDA: a. Approval of a Resolution Approving a Façade Improvement Assistance Program Grant for Parkside Pub, 11721 E. Main Street Mayor Sass asked if the Village Board had any comments or questions; there were none. A MOTION was made to approve a Resolution Approving a Façade Improvement Assistance Program Grant for Parkside Pub, 11721 E. Main Street. MOTION: Trustee Goldman SECOND: Trustee Kanakaris AYES: Trustees: Goldman, Hoeft, Kanakaris, Leopold and Piwko NAYS: None ABSENT: None ABSTAIN: Trustee Westberg The Motion Carried: 5-0-0-1 ADMINISTRATION OF THE OATH OF OFFICE a) Trustee Ronda Goldman 05.11.17 VB Minutes b) Trustee John Piwko c) Trustee JR Westberg d) Mayor Charles Sass Village Clerk Rita McMahon administered the oath of office to the newly re-elected Board members. ITEMS FOR DISCUSSION AND CONSIDERATION: a) Consideration of a Resolution Authorizing the Execution of an Employment Agreement for the Chief of Police Mayor Sass asked if the Village Board had any comments or questions; there were none. A MOTION was made to approve a Resolution authorizing the execution of an employment agreement for the Chief of Police. MOTION: Trustee Kanakaris SECOND: Trustee Piwko AYES: Trustees Goldman, Hoeft, Kanakaris, Leopold, Piwko and Westberg NAYS: None ABSENT: None The motion carried: 6-0-0 b) Consideration of a Resolution Authorizing the Execution of an Employment Agreement for the Village Manager Mayor Sass asked if the Village Board had any comments or questions; there were none. A MOTION was made to approve a Resolution authorizing the execution of an employment agreement for the Village Manager.
