VILLAGE BOARD MEETING MINUTES May 11, 2023 VILLAGE OF HUNTLEY CALL TO ORDER: A meeting of the Village Board of the Village of Huntley was called to order on Thursday, May 11, 2023 at 7:00 p.m. in the Municipal Complex, Village Board Room, 10987 Main St., Huntley, Illinois 60142. ATTENDANCE: PRESENT: Mayor Timothy Hoeft; Trustees: Ronda Goldman, Mary Holzkopf, Niko Kanakaris, Curt Kittel, Harry Leopold and JR Westberg. ALSO PRESENT: Trustees‐Elect Vito Benigno, John Piwko and Richard Zydorowicz ABSENT: None IN ATTENDANCE: Village Manager David Johnson, Deputy Village Manager Lisa Armour, Chief Financial Officer Cathy Haley, Director of Human Resources Chrissy Hoover, Director of Development Services Charles Nordman, Director of Public Works & Engineering Timothy Farrell, Chief of Police Robert Porter, Deputy Chief of Police Linda Hooten, Deputy Chief of Police Amy Williams, Executive Assistant/Special Events Manager Barbara Read, Village Clerk Rita McMahon and Village Attorney Betsy Gates‐Alford. PLEDGE OF ALLEGIANCE: Mayor Hoeft led the Pledge of Allegiance. SPECIAL PRESENTATION: a) Proclamation – National Police Week, May 14‐20, 2023 Mayor Hoeft read the following proclamation: WHEREAS, there are more than 800,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Huntley Police Department; WHEREAS, since the first recorded death in 1791, more than 23,700 law enforcement officers in the United States have made the ultimate sacrifice and been killed in the line of duty; WHEREAS, the men and women of the Huntley Police Department have made the commitment to provide upstanding and unequaled dedication in serving and protecting Huntley residents, businesses and visitors; WHEREAS, the Huntley Police Department sponsors community events and services such as Bike Huntley, National Night Out, Citizen Police Academy, Neighborhood Watch, and L.E.A.D. the Way just to name a few; and WHEREAS, the mission statement of the Village of Huntley Police Department states “With crime prevention and law enforcement as our cornerstone, the Huntley Police Department is committed to providing professional service through a well‐trained staff working with the community and other departments and agencies to maintain a safe, friendly village”. NOW, BE IT PROCLAIMED that I Timothy J. Hoeft, Village President, and the Village Board of Trustees hereby request all residents to publicly salute the service of law enforcement officers in our great May 11, 2023 Village Board Meeting 1 community and in all communities across the nation. Passed and approved this 11th day of May 2023. Chief of Police Porter, Deputy Chief of Police Hooten, Deputy Chief of Police Williams, Sergeant Carney, Officer Adam Danowski, Officer Frank Logan, and Officer Josh Prokuski accepted the Proclamation on behalf of the behalf of the Police Department and thanked the Village Board for their support. b) Proclamation – National Public Works Week May 21 – 27, 2023 Mayor Hoeft read the following proclamation WHEREAS, public works professionals focus on infrastructure, facilities, emergency management, and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well‐being of the people of the Village of Huntley; and, WHEREAS, these infrastructure, facilities and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers and employees at all levels of government and the private sector, who are responsible for rebuilding, improving and protecting our nation’s transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and, WHEREAS, it is in the public interest for the citizens of Huntley to gain knowledge of and to maintain ongoing interest and understanding of the importance of public works and public works programs in their respective communities; and, WHEREAS, 2023 marks the 63rd annual National Public Works Week. NOW BE IT PROCLAIMED that I, Timothy J. Hoeft, Village President and the Village Board of Trustees do hereby proclaim the week of May 21 – 27, 2023 as National Public Works Week in the Village of Huntley and pay tribute to our public works employees and to recognize the substantial contributions they make to protecting our health, safety, and quality of life. Passed and approved this 11th day of May, 2023. Director of Public Works and Engineering Tim Farrell accepted the Proclamation on behalf of the Department and thanked the Village Board for their support. c) Proclamation – Building Safety Month – May 2023 Mayor Hoeft read the following proclamation: WHEREAS, the Village of Huntley is committed to recognizing that our growth and strength depends on the safety and essential role our homes, buildings and infrastructure play, both in everyday life and when disasters strike, and; WHEREAS, our confidence in the resilience of these buildings that make up our community is achieved through the devotion of vigilant guardians ‐ building safety and fire prevention officials, architects, engineers, builders, tradespeople, design professionals, laborers, plumbers and others in the construction industry who work year‐round to ensure the safe construction of buildings, and; WHEREAS, modern building codes include safeguards to protect the public from hazards such as hurricanes, snowstorms, tornadoes, wildland fires, floods and earthquakes, and; WHEREAS, Building Safety Month is sponsored by the International Code Council to remind the public about the critical role of our communities’ largely unknown protectors of public safety, our local code officials, who assure us of safe, sustainable and affordable buildings that are essential to our prosperity, and; WHEREAS, “Building Safety Starts With You!,” the theme for Building Safety Month 2023, May 11, 2023 Village Board Meeting 2 encourages us all to raise awareness about the importance of building codes in ensuring safety in the spaces we live, work, play and learn, and; WHEREAS, each year in observance of Building Safety Month, people all over the world are asked to consider the commitment to improve building safety, resilience and economic investment at home and in the community, and to acknowledge the essential service provided to all of us by local and state building departments, fire prevention bureaus and federal agencies in protecting lives and property. NOW, BE IT PROCLAIMED that I, Timothy J. Hoeft, Village President and the Village Board of Trustees proclaim the month of May 2023 as Building Safety Month and thank our Building and Code Enforcement Inspectors, Property Maintenance Inspectors, Project Engineers, and Fire Prevention Officials for the critical role they play in the construction and maintenance of safe buildings in the Village of Huntley. Passed and approved this 11th day of May, 2023. Director of Development Services Charles Nordman accepted the Proclamation on behalf of the Department and thanked the Village Board for their support. d) Recognition of Huntley Cemetery Board Chairman John Drafall Mayor Hoeft read the following certificate of recognition: The Village of Huntley Board of Trustees congratulates and recognizes John Drafall, Huntley Cemetery Board Chairman. The Village Board of Trustees is pleased to recognize John Drafall for his many years of service to the families of the Huntley Community. John provided comfort and heartfelt assistance to those in need in planning a friend or family member’s final wishes. John has been instrumental in developing and creating the beautiful peaceful cemetery in the Village of Huntley. The Village Board extends their heartfelt thanks and appreciation for your contributions to our community. Thank you for your service and dedication. Mr. Drafall accepted the certificate and thanked Mayor Hoeft and the Board of Trustees for their support throughout the years for the Huntley Cemetery. PUBLIC COMMENTS: Mr. Charles Ruth congratulated the outgoing Trustees and recognized the new Trustees being sworn in to the Village Board. Mr. Ruth also acknowledge Village Clerk McMahon saying they grew up as neighbors, their families helped each other farm their land and adding that he and her brother John worked together saying how instrumental John was in improving the downtown. He presented her with a gift on behalf of his family and wished Clerk McMahon the best in her upcoming retirement. CONSENT AGENDA: All items listed under Consent Agenda are considered to be routine by the Village Board and may be approved and/or accepted by one motion with a Roll Call Vote. If further discussion is needed, any member of the Board may request that an item be moved off of the Consent Agenda to Items for Discussion and Consideration. a) Consideration – Approval of the April 13, 2023 Village Board Meeting Minutes b) Consideration ‐ Approval of the May 11, 2023 Bill List in the Amount of $732,036.94 c) Consideration – Approval of Payout Request No. 2 (Final) to Safe Step, LLC through The Interlocal Purchasing System (TIPS) Cooperative Purchasing Program for the 2023 Saw Cutting Program in the amount of $60,253.93 May 11, 2023 Village Board Meeting 3  d) Consideration – Resolution Waiving the Competitive Bid and Authorizing the Purchase of the IVC Mobil Surveillance Trailer from Industrial Video and Control in the Total Amount of $46,597.12 e) Consideration – Resolution Waiving the Bid and Approving a Proposal from Arrow Road Construction to Resurface a Portion of Hemmer Road in the Amount of $40,594.40 f) Transmittal of First Quarter for FY23 Financial and Investment Reports Mayor Hoeft asked if the Village Board had any comments or changes to the Consent Agenda; there were none. A MOTION was made to approve the May 11, 2023 Consent Agenda. MOTION: Trustee Leopold SECOND: Trustee Kanakaris AYES: Trustees: Goldman, Holzkopf, Kanakaris, Kittel, Leopold, and Westberg NAYS: None ABSENT: None The motion carried: 6‐0‐0 RECOGNITION OF VILLAGE BOARD MEMBERS: Mayor Hoeft asked if any of the Trustees would like to say a few words to Trustees Kittel, Kanakaris and Leopold on behalf of their years of service to the Village Board of Trustees. All of the Trustees acknowledged the accomplishments of the Trustees leaving the Board adding that each of them had learned from each other and appreciated how well they all worked together. Mayor Hoeft also acknowledged Trustees Kittel, Kanakaris and Leopold with several stories of their time together on the Board and thanked them each for their dedication and support. Village Manager Johnson recognized Trustees Kittel, Kanakaris and Leopold as well and thanked them for their thoroughness and patience with staff and preparing for each Board meeting and project. Mayor Hoeft presented Trustees Kittel, Kanakaris and Leopold with a gift of appreciation for their service to the residents of Huntley. RECOGNITION OF VILLAGE CLERK RITA MCMAHON Mayor Hoeft, the Board of Trustees and Village Manager Johnson all thanked Village Clerk McMahon for her years of service and presented her with a gift in recognition of her service. Clerk McMahon gave a brief speech thanking the Village Board, Staff and her family for all their support over the years. Mayor Hoeft said that it was decided to name two streets in the Talamore Subdivision after Trustee Leopold and Village Clerk McMahon in honor of their many years of public service. He said two streets in Pod 9 will be renamed to Leopold Lane and McMahon Way. Trustee Leopold thanked Mayor Hoeft for the gift. Village Clerk McMahon also thanked the Village Board and staff for the incredible gift adding that she was humbled by the honor. May 11, 2023 Village Board Meeting 4 VILLAGE ATTORNEY’S REPORT: Village Attorney Gates thanked the outgoing Trustees and Village Clerk McMahon for their service and dedication to the community and wished them well in their future. She also welcomed the new Trustees to the Village Board and said she looked forward to working with them.
