[AronKulhavy,DirectorofCommunityandEconomicDevelopment] MayorWoodwardbeganthepublichearing at6:37 p.m. CharlesSmither,Jr.saidthattheCouncilhadbeenexcludedfrom thesematterswhentheDevelopmentCodewasfirstadoptedinthe1980sandthePlanningandZoningCommission (P&Z) wastofollowtherulesintheCodewithoutconcernfor “good”or “bad.” Hesaidthattheproposedchangeswouldputthe Councilinthemiddleofthedevelopment process inthefirsttwostepswithapossiblecombinedtimelapseofsevenyears, pointingoutmanyCouncilmemberswouldlikelynotbeservingthatentiretime. Mr.Smitherdiscussedpossiblepressures frominterestsondifferentsidesofadevelopmentproject. MayorWoodwardclosedthepublichearingat6:43p.m. 5. TheMayornotedthatthis processwasmorerigorousthanthetypicaldevelopmentprocedure. c. However,sheadded thattoday effluentflowunderCamelliaLakehadincreasedgreatlyandtestingledtoadeterminationthatitwasator neartheMay2012failure. Ms.Reedsaidtherehadnotyetbeenanoverflowornoncomplianceattheplant,thather staffwaspursuingalloptions,andthatthepriorrepairwasstillunderwarranty.
