CouncilmemberOlsonmovedtoapprovetheutilityextensionrequestandwassecondedbyCouncilmembersHumphrey
andMontgomery.Themotionpassedunanimously, 6-0.
6. MAYOR/CITYCOUNCIL/CITYMANAGERANDCITYATTORNEYREPORT
a. Presentation, discussion,andpossibleaction toapproveResolution2013-13insupportofaproposalbyEntergy
Texas,Inc.andITCHoldingsCorporationregardingthechangeofownershipandcontroloftransmission
business,transferofcertificationrights,andrelatedreliefinPublicUtilityCommissionDocketNo.41223,upon
theguaranteeofenumeratedconditions. \[LeonardSchneider, CityAttorney\]
MayorWoodward movedtoapproveResolution2013-13andwassecondedbyCouncilmemberLoll.Themotionpassed
unanimously, 6-0.

MayorWoodwardmovedtoincludetheCharterReviewCommittee’s recommendationsandwordingforCharterSections
2.01(a)and (b),4.07,4.12,11.13,11.17,and14.18ontheNovemberballotandwassecondedbyCouncilmember
Montgomery. Themotionpassed,5-1,CouncilmemberAllenabstaining.
MayorWoodwardmovedtoincludetheCharterReviewCommittee’srecommendationsandwordingforCharterSection
11.02(f)ontheNovemberballotandwassecondedbyCouncilmemberMontgomery. Themotionpassed,unanimously, 6-
0.
MayorWoodwardmovedtoincludeinSection4.02arequirementthatanindividualhastobearegisteredvoterintheCity
ofHuntsvilleforoneyearpriortoservingontheHuntsvilleCityCouncilandwassecondedbyCouncilmemberOlson. The
Mayorsaidhismotionwoulddoawaywiththecurrent ageandresidencyrequirements. CouncilmemberOlsonaskedto
withdrawhissecondoftheoriginalmotion. CouncilmemberAllensaidthathewouldsecondthemotion. Themotion
failed,3-3,theMayor,CouncilmemberHumphrey, andCouncilmemberAllenvotingforthemotion.
CouncilmemberOlsonmoved4.02thatrequiringvoterregistrationintheCityforoneyear. Themotionwasnot
seconded, theCityAttorneywasaskedtoresearchpossibleresidencyrequirements, andCouncilmember Olsonwithdrew
hismotion.

requirementsinResolution #2013-11.
Thisitemwashandledafteritem9.) CouncilmemberHumphreymovedtoadjourntheCouncilintoExecutive
SessionunderSection551.071andwassecondedbyCouncilmemberOlson. Themotionpassedunanimously, 6-0.

ordinance. Dr.SherryMcKibbenspokeongrantrequirementsforwellgenerators. LindaDodson, CityLibrarian,
updatedtheCouncilonapotentialreductioninlibraryhoursduetoerosioninservicewithoutadditionalstaffing.
