Dr.SherryMcKibben, DirectorofNeighborhood Services,answeredCouncilmemberMontgomery,sayingthisproperty waspurchasedinanticipationofbeingusedintheNeighborhoodStabilizationGrantProgram (NSP)butthatthe contractorwaslaterunabletobuildandtherewerenoplanstocontinuewithNSP. Councilmember Johnson acknowledgedthepre-existinghomewasalreadycondemnedwhenpurchased. Dr.McKibben toldCouncilmemberAllen thatqualifyinghomeownersandtheextentofadministratingthegranthadmadeNSPverydifficult and Councilmember JohnsonconfirmedtheCityhadmovedontotheowner-occupiedHOMEprogram. CarolReed,DirectorofPublicWorks,presentedinformationontheevaluationoftheN.B.DavidsonWastewater TreatmentPlant,includingconcernsofcatastrophicfailure. Shegaveoptionsthathadbeenconsideredbystaffand introducedMarkMannofSchaumburgandPolk,Inc.togooverthedetails. CityManagerMattBenoitgavetheCityCouncilmaterialtobeginplanningforFriday’sStrategicPlanningExercise. 8. PUBLICCOMMENT JerryDeWittspokeagainon “goodfaith”and “fairdealing” incompensation. Col.RobMcCormickthankedtheCityCouncilfor approvalofthestreetrenaming. JerryDeWittaskedabouttheTenaskaearningsandtheMayorconfirmedtheyarereinvestedintothe waterenterprise. 9.
