CharlesSmither,Jr.expressedconcernsaboutitem6anotdelineatingallexpenses. JerryDeWittspokeagainsttheCity’suseof
eminentdomainagainstRandyGardnerandaboutcompensationforeasementacquisitionforhisproperty. ColonelRobMcCormick
thankedtheCityCouncilandcommunityforthemostsuccessfulWoundedWarriorsBanquettodate.

ApprovalofConsentAgendaauthorizestheCityManagertoimplementeachiteminaccordancewithstaff
recommendations. AnitemmayberemovedfromtheConsentAgendaandaddedtotheStatutoryAgendaforfull

CouncilmemberMontgomery movedtoapprovetheconsentagendaandwassecondedbyCouncilmemberJohnson.

6. STATUTORYAGENDA
a. Presentation, discussion,andpossibleaction toadoptResolution2014-07acceptingabidforthesaleofcity
ownedpropertylocatedat1012ThomasonAvenueandauthorizetheCityManagertosignallnecessary
documentstocompletethesale. \[Dr.SherryMcKibben,DirectorofNeighborhoodServices\]
CouncilmemberOlsonmovedtoadoptResolution2014-07acceptingabidforthesaleofCity-ownedpropertylocatedat
1012ThomasonAvenueandauthorizetheCityManagertosignallnecessarydocumentstocompletethesale, andwas
secondedbyCouncilmember Johnson.
Dr.SherryMcKibben, DirectorofNeighborhood Services,answeredCouncilmemberMontgomery,sayingthisproperty
waspurchasedinanticipationofbeingusedintheNeighborhoodStabilizationGrantProgram (NSP)butthatthe
contractorwaslaterunabletobuildandtherewerenoplanstocontinuewithNSP. Councilmember Johnson
acknowledgedthepre-existinghomewasalreadycondemnedwhenpurchased. Dr.McKibben toldCouncilmemberAllen
thatqualifyinghomeownersandtheextentofadministratingthegranthadmadeNSPverydifficult and Councilmember
JohnsonconfirmedtheCityhadmovedontotheowner-occupiedHOMEprogram. Councilmembers Brauninger and
RodriquezcommendedDr.McKibbenandtheCityforimprovingproperties.
Themotionpassed7-2,Councilmembers AllenandHumphreyvotingagainst.
b. Presentation,discussion,andpossibleaction toapproveResolution2014-08,authorizing theCityManagerto
applyforaWildfireCommunityDevelopmentBlockGrant. \[Dr.SherryMcKibben, DirectorofNeighborhood

CouncilmemberHumphrey movedtoapproveResolution2014-08,authorizingtheCityManagertoapplyforaWildfire
CommunityDevelopmentBlockGrant,andwassecondedbyCouncilmemberMontgomery. Themotionpassed
unanimously.
c. Presentation, discussion,andpossibleaction toconsiderarequesttochangethenameofIndustrialDriveto
AmericanLegionDriveandadoptOrdinanceNumber2014-18,firstreading. \[AronKulhavy,Directorof
CommunityandEconomicDevelopment\]
CouncilmemberOlsonmovedtosuspendtherulesrequiringtworeadingsforapprovalandwassecondedby
CouncilmemberAllen. Themotionpassedunanimously. CouncilmemberOlsonmovedtoconsiderarequesttochange
thenameofIndustrialDrivetoAmericanLegionDriveandadoptOrdinance2014-18andwassecondedby
CouncilmemberAllen. Themotionpassedunanimously.
7. MAYOR/CITYCOUNCIL/CITYMANAGERANDCITYATTORNEYREPORT
a. CityManager’sReport
1. UpdatesonCityconstruction, grants,studies,Cityprojects,Citypurchases, andeconomicdevelopment.
CarolReed,DirectorofPublicWorks,presentedinformationontheevaluationoftheN.B.DavidsonWastewater
TreatmentPlant,includingconcernsofcatastrophicfailure. Shegaveoptionsthathadbeenconsideredbystaffand
introducedMarkMannofSchaumburgandPolk,Inc.togooverthedetails.
CityManagerMattBenoitgavetheCityCouncilmaterialtobeginplanningforFriday’sStrategicPlanningExercise.
8. PUBLICCOMMENT
JerryDeWittspokeagainon “goodfaith”and “fairdealing” incompensation. Col.RobMcCormickthankedtheCityCouncilfor
approvalofthestreetrenaming. JerryDeWittaskedabouttheTenaskaearningsandtheMayorconfirmedtheyarereinvestedintothe
waterenterprise.

10. ITEMSOFCOMMUNITYINTEREST
HearannouncementsconcerningitemsofcommunityinterestfromtheMayor,Councilmembers, andCitystafffor

TheMayorremindedallthattheHoustonAstroswillbecomingtoKateBarrRossParkonWednesdayfrom3:45-4:30,fortheir
flag-raisingtour. Hesaidplayersandalumni aresubjecttochangebutcurrentlyincludeRobbieGrossman, L.J.Hoes, and
MichaelFoltynewicz (players)andKevinBass (alum). MayorWoodwardannouncedthefinalcurbsiderecyclingexpansion
areabeganpickupinJanuary, aroundSycamore Avenue/Boettcher’sMill/Rigsby Road/Wanza Road/BearkatBoulevard,and
thatCarolReed,DirectorofPublicWorks,willhostaguidelinesfollow-upmeetingThursdayat6p.m.attheWalkerEducation
th
Centerat140019 Street. TheMayorsaidTheArtGuys, aninternationallyfamouslong-timeperformanceartduo,willbeat
theopeningofaretrospectiveoftheirworkatTheWynneHomethisSaturdayfrom4-7p.m.,andthatitisopentothepublic.
CouncilmemberHumphreyencouragedthepublictoattendtheSHSULEAPCentercitizenshipprogram. ShesaidCarolReed
hadpresentedtotheretiredteachersorganization, andthankedTheHuntsvilleItemtoreportontheTADDinitiativeforlocal
cabsfordrinking. CouncilmemberBrauningerannouncedDeputyCitySecretaryKristinEdwards’ goalof1000subscribersto
theCitynewslettersandaskedforsupport. TheMayorremindedeveryonethatFriday’s StrategicPlanningsessionatthe
librarywasopentothepublic.
