551.074 - personnelmattersregardingtheappointment,employment,evaluation,reassignment,duties,

TheMayoradjournedtheCityCouncilintoExecutiveSessionat3:00p.m.
3. RECONVENE
a. Takeaction,ifnecessary,onitemsaddressedduringExecutiveSession.
TheCityCouncilreconvenedat3:30p.m. CouncilmemberMontgomery moved toapproveanupdatedcontract foran
increaseof3%totheCitySecretary’s basesalaryandwassecondedbyCouncilmemberHumphrey. Themotionpassed,
5-3,Councilmembers Allen,Brauninger,andRodriquezvotingagainst..
4. ADJOURNMENT
TheMayoradjournedthemeetingat3:30p.m.
WORKSHOPS – Discussionof long-termfinancialplanningrecommendationsforCityFunds. Followedbyworkshop on
theproposedRulesofProcedure.
MayorWoodwardcalledtheworkshopstoorderat3:33p.m.andtheywerecompletedat5:14p.m. (CouncilmemberEmmettwas
notpresentfortheworkshops.) TheCouncilthankedtheCityManagerforhissuggestionstoimplementlong-rangeplanning, and
madeadjustmentstotheproposedRulesofProcedure.

Councilmember Olson movedtoapprovetheconsentagendaandwassecondedbyCouncilmember Johnson. The
motionforadoptionofitemsa-fpassedunanimously. CouncilmemberAllenaskedtopullitemg.
CouncilmemberOlsonmovedtoauthorizetheCityManagertoenterintoaninterlocalagreementwithWalkerCountyfor
theoperationsofthenewCountyjailfacilitieslocatedat655FM2821,Huntsville, WalkerCounty,Texas, 77320andwas
secondedbyCouncilmemberHumphrey. Themotionpassedunanimously.
6. STATUTORYAGENDA
a. Presentationand discussion on the proposed TexasGrandRanchSubdivision andassociatedvariancestobe
heardbythePlanningandZoningCommissiononMay15. \[AronKulhavy,DirectorofCommunityandEconomic
Development\]
ReneeHowesofPattenSalesandMarketing andJeffBrownofJonesandCarter,Inc.,addressed road widths,water
supply,fireprotection,anddeedrestrictionsfortheproposal’sroughly700-750mostly2+-acrelots. AronKulhavy,
DirectorofCommunityandEconomicDevelopment, notedtherewouldbeapublichearingattheupcomingPlanningand
ZoningCommissionmeetingandthatthemostcriticalcodediscussionscenteredoninfrastructurestandards,especially
theprovisionofCityservicesifthesubdivisionwereeverannexedbytheCity. CouncilmemberEmmettexpressed
concernoverroadsurfaceandCouncilmemberMontgomeryspokeofheruneaseinrelationtowatersupplyandfire
protectioninrelationtosubdivisionaccess. CouncilmemberOlsonvoicedapprehensionaboutthecoststotheCityfor
infrastructurewithanannexation.

everyonethatMother’sDayisSunday, May11. Hesaidthe3rd annualRitaB.HuffBow-WowBandJamfundraiserwillbe
heldSaturday, June14,from3-8pm,attheJaneMondayAmphitheater, behindCityHall,featuring music,hotdogs,catfish,
andcupcakes; co-sponsoredbytheAmericanLegion,SugarSkullSweets,andtheTexasMusicPickers. Councilmember
RonaldAllenannouncedtheupcomingWard3TownHallmeetingTuesday, May13at6p.m.atthePublicLibraryandinvited
alltoattend. CouncilmemberHumphreylaudedtheSHSUbaseballteam’swinoverSFA,andencouragedcitizen’stothinkof
apositivewordaboutthecityandemailittoheratthumphrey@huntsvilletx.gov. She alsothankedtheMayorandthepublic
fortheweekend’sGeneralSamHoustonFolkFestival. CouncilmemberOlsonexpressedhowmuchhehadenjoyedDave
Leiberandtheeventsattheday’sTourismevents,notingtheexcellenceofAronKulhavy’sMythbusterspresentation.
