CouncilmemberAllenaskedtopullitemb. Themotionpassedunanimously. CouncilmemberAllenmovedtoapprovea requestfromtheYMCAforawaiverofplumbingpermitfeesat2906OldHoustonRoadandwassecondedbyCouncilmember Montgomery. CouncilmemberAllenaskedtheCityManagerto appointastaffmembertocloselyoverseetheprojectduetoitsmagnitude. Themotionpassedunanimously. b. Aron Kulhavy, DirectorofCommunityandEconomicDevelopment, explainedthemapofthedrainageandpublicutility easementsinrelationtopriorandcurrentprojectneeds. Themotionpassedunanimously. d. FIRSTREADING - Presentation,publiccomments,discussion, andpossibleaction toadoptOrdinance2014-35to revisetheboundariesofTIRZ#1,firstreading. \[AronKulhavy,DirectorofCommunityandEconomic Development\] Mr.KulhavyconfirmedtheMayor’sstatementthattheonlychangewastotheboundariesoftheTIRZ#1andnoother stipulationsoftheagreement. CouncilmemberOlsonmovedtosuspendtherulesrequiringasecondreadingandwas secondedbyCouncilmemberJohnson. Themotionpassed,7-2,Councilmembers AllenandBrauningervotingagainst. CouncilmemberOlson movedtoadoptOrdinance2014-35to revisetheboundariesofTIRZ#1andwassecondedby CouncilmemberJohnson. Themotionpassed, 7-2,CouncilmembersAllenandBrauningervotingagainst. 6. MAYOR/CITYCOUNCIL/CITYMANAGERANDCITYATTORNEYREPORT a. CityManager’sReport 1. UpdatesonCityconstruction, grants,studies,Cityprojects,Citypurchases, andeconomicdevelopment. CarolReed,DirectorofPublicWorks,updatedtheCouncilontheprogressoftheTrinityRiverAuthorityproject, notingitwas80%completeandthattherehadnotbeenanychangeorders. 7. REQUESTSFORCITIZENPARTICIPATION a. Consider arequestfromKendallScudderfor “presentation, discussionandpossibleactiontoamendOrdinance 2014-33ontheproposedCityCouncilRulesofProcedure.” KendallScudderspokeinoppositiontomanyofthechangesinthepubliccommentsprocedure butalsolaudedtheCity Councilforaddingtheabilityofcitizenstoplaceitemsontheagenda, andaskedtheCounciltoreinstatethetwo-minute commentsectionattheendoftheagenda.
