MayorWoodwardmovedtosupporttheactiontakenbytheCitystafftonotallowtheprojecttomoveintonewareasof constructionuntildeficienciesinareasalreadyunderwayarecompleteandwassecondedbyCouncilmembers Olsonand Allen.
