FIRSTREADING Presentation, publiccomment,discussion,andpossibleaction toconsiderauthorizingtheCity ManagertoenterintoaChapter380agreementwithBFICrossroads,LLC,firstreading. \[AronKulhavy,  CommunityandEconomicDevelopmentDirector\] DavidMulligan,TarekMaalouf, KarlDavidson, andCharlesSmither, Jr.spokeinoppositiontotheagreement. CouncilmemberBrauningeraskedthattheagreementbereviewedforstrongerrequirementsonlocalemploymentand adherencetotheagreement. CouncilmemberJohnsonaskedthatallremembertheCitywasnotinvestingmoney or givingmoneyaway butwasratheragreeingtosharesalestaxreceiptsthatwerecurrentlynonexistent. CityManager MattBenoit andCouncilmemberOlsonconfirmedtheTIRZincentivesincludeda50%rebateofsalestaxanda100% contributionofpropertytaxtothedeveloperfor significant infrastructureinvestmentforalongertime,whereasthis agreementwasa50%rebateofbothsalesandpropertytaxforfiveyears.
