CarolReed,DirectorofPublicWorks\] CouncilmemberOlsonmovedtoapprovetheconsentagenda andwassecondedbyCouncilmember Montgomery. The motionpassedunanimously, 9-0. 5. STATUTORYAGENDA a. Presentation,publiccomment,discussion,andpossibleaction toconsideradoptionofResolution2014-15to redeemtheremainingaggregateprincipalof $ 440,000ontheSeries2004CertificatesofObligation. \[SteveRitter, FinanceDirector\] CouncilmemberOlsonmovedtoadopt Resolution2014-15toredeemtheremainingaggregateprincipalof $440,000on theSeries2004CertificatesofObligationandwassecondedbyCouncilmember Johnson. Themotionpassed unanimously, 9-0. b. Presentation,publiccomment, discussion,andpossibleactionto adoptOrdinance2014-41toamendtheFY13-14 budgetandtheCapitalImprovementProjectsbudget. \[SteveRitter,FinanceDirector\] CouncilmemberBrauninger movedtoadoptOrdinance2014-41toamendtheFY13-14budgetandtheCapital ImprovementProjectsbudget andwassecondedbyCouncilmemberMontgomery. CouncilmemberAllenmovedto amendbystriking $250,000andinserting $49,600.00andwassecondedbyCouncilmemberBrauninger. Themotion failed,8-1,CouncilmemberAllenvotinginsupport. Themotionpassed, 8-1,CouncilmemberAllenvotingagainst. 6. MAYOR/CITYCOUNCIL/CITYMANAGERANDCITYATTORNEYREPORT a. Presentation,publiccomment, discussion,andpossibleaction onbudgetprocess. \[MayorWoodward\] MayorWoodwardremindedtheCouncilthatnon-profitallotmentshadbeenincludedatthesameamountsasthecurrent fiscalyear,andhealsoencouragedmemberstospeakwiththeCityManagerorFinanceDirectoriftheyhadquestions. c. CityManager’sReport 1. UpdatesonCityconstruction, grants,studies,Cityprojects,Citypurchases, andeconomicdevelopment. Dr.SherryMcKibben, DirectorofNeighborhoodServices, gaveapresentationonpossiblepromotionalwrapsforCity generators. 7. REQUESTSFORCITIZENPARTICIPATION a. Presentation,publiccomment, discussion,andpossibleaction onarequestfromWalterJohnsonfortheCity Counciltoconsiderasaggingpantsordinance. WalterJohnsonspokeinsupportofasaggingpants ordinanceandWalterBoyd,Sr.saidhedidnotbelieveitwas somethingthatcouldbelegislated. 8. MEDIAINQUIRIESRELATEDTOMATTERSONTHEAGENDA Therewerenomediainquiries. 9. ITEMSOFCOMMUNITYINTEREST HearannouncementsconcerningitemsofcommunityinterestfromtheMayor,Councilmembers, andCitystafffor whichnoactionwillbediscussedortaken.) MayorWoodwardmadethefollowingannouncements: TherewillbeafoodandclothingdriveonAugust25from1-5 p.m.atthepoolatTheConnectiontobenefittheGood ShepherdMission. Admissionisacannedfooditem. TheHeartWalkwillbeheldonSaturday, September27from9-11a.m.attheSHSUstadium. ContactKarenBilsingat 291-3411formoreinformation. ThefirstmeetinginOctoberissetforOctober7,thesamenightasTexasNationalNightOut. Iwouldliketoproposethat theCouncilmeetingbeginat5p.m.,sothatwecanpotentiallyfinishearlyandallowCouncilmemberstoattendNational NightOutevents. (Eventswillbe2-5p.m.attheTargetcenter,thenparadesorpartieswithneighborhoodassociations. Ifyoudon’thaveaneighborhoodgroup, youcancontactOfficerMarkJenkinsat936-291-5480.) Additionally, ithasbeenthepracticeofthelastseveralyearstomovetheCouncilmeetingthatfallsonthefirstTuesdayof November,asitiselectionnight,thisyearNovember4. Iwouldliketoproposethesamethisyear,cancellingtheNov.4 meetingandholdingthesecondregularmeetingdateinNovember,whichwillbeNovember18. Duetoachangeinthe ElectionCode,theCitymayalsoconductitselectioncanvassonthatdate. TheStateoftheCityaddresswillbeheldagaininOctober, probablyOctober21. SHSUwillplaythefirstfootballgameoftheNCAAyearonESPNandremindedalltobeawareofeveryonestartingback toschool CouncilmemberHumphreyremindedallthatSHSUAllPawsInwillbeMarch7,2015andthatthewholecommunitywasbeing invitedtoparticipate. MayorWoodwardconfirmedthetaxrateandbudget passagewereanticipatedto beadoptedon September16. WalterBoyd,Sr.laudedPearland’sLittleLeagueteamfortheirsuccesses. 10.
