City hall will implement 6-foot social distancing for those in attendance. The City reserves the right to take temperatures of those
wanting to attend and requires attendees to wear face masks, subject to Attorney General Order GA-029. The City reserves the
right to deny access to the meeting because of the above requirements for the safety of its citizens. For those who cannot attend
because of the social distancing requirements or for the reasons listed above, the meeting will be broadcast live on the City website
at www.HuntsvilleTX.gov/Meetings or on Facebook. The meeting will be recorded, and such recordings will be made available on
the City website at www.HuntsvilleTX.gov. Persons with disabilities who plan to attend this meeting and who may need auxiliary
aids or services are requested to contact the City Secretary’s office (936.291.5413), two working days prior to the meeting for
appropriate arrangements.
WORKSHOP [5 P.M.] City Council will receive presentation on the progress of the Huntsville Independent School
District Long Range Planning Committee.
MAIN SESSION [6 P.M.]
CALL TO ORDER
INVOCATION AND PLEDGES - U.S. Flag and Texas Flag: Honor the Texas Flag. I pledge allegiance to
thee, Texas, one state, under God, one, and indivisible.
1. PUBLIC HEARING – Public hearing to hear comments on the Conditional Use Permit Application for a
Recreational Vehicle Park Facility to be developed on property located in the 600 block of SH 30 East.
2. CONSENT AGENDA
Public comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent Agenda authorizes
the City Manager to implement each item in accordance with staff recommendations. An item may be removed from the Consent Agenda
and added to the Statutory Agenda for full discussion by request of a member of Council.)
a. Approve the minutes of the City Council meeting held January 5, 2020. [Brenda Poe, City Secretary]
b. SECOND READING - Consider authorizing the City Manager to enter into a contract for the fiber optic
communication line installation (from Fire Station No. 1 to City of Huntsville Service Center) project –
Project No. 19-10-05, second reading. [Bill Wavra, IT Director, and Y.S. “Ram” Ramachandra, City
Engineer]
3. STATUTORY AGENDA
a. Consider approving the Conditional Use Permit Application for a Recreational Vehicle Park Facility to be
developed on property located in the 600 block of SH 30 East. [Leigha Larkins, Planner]
4. CITY COUNCIL/MAYOR/CITY MANAGER
a. Consider approving nominees for City boards, committees, and commissions. [Andy Brauninger, Mayor]
b. FIRST READING - Consider adoption of Ordinance 2021-09 authorizing annual participation with
other Entergy service area cities in matters concerning Entergy Texas, Inc, at the Public Utility
Commission and the Federal Energy Regulatory Commission in 2021 and employing the Lawton Law
Firm P.C. to represent the City with regard to the ETI rate matters before local and Public Utility
Commission of Texas, first reading. [Leonard Schneider, City Attorney]
c. Consider removing the required 80-hour prerequisite in order to sell back a maximum of 40 hours during
the vacation buyback program for City employees. [Councilmember Blake Irving, Ward 3]
d. Receive presentation by developer on the requested creation of a Special District inside the city or its
extraterritorial jurisdiction. [Aron Kulhavy, City Manager]
5. REQUESTS FOR CITIZEN PARTICIPATION
An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion.

551.074 – personnel matters regarding the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employee, concerning City Manager Aron Kulhavy.

551.087 – deliberation regarding economic development negotiation; Sec. 551.089 - deliberation regarding security devices or security audits;
and/or other matters as authorized under the Texas Government Code. If a Closed or Executive session is held in accordance with the Texas
Government Code as set out above, the City Council will reconvene in Open Session to take action, if necessary, on the items addressed
during Executive Session.
